Norwalk Facilities Construction Commission Jan 6, 2010 Minutes (Final) CITY OF NORWALK NORWALK FACILITIES CONSTRUCTION COMMISSION REGULAR MEETING JANUARY 6, 2010 ATTENDANCE: Mayor Richard A. Moccia; David Jaeger, Richard Tavella, Dr. Dan Cook, Fred Bondi (5:36 p.m.); Joseph Beggan (5:37 p.m.) STAFF: Amar Shamas, Gilbane; Alan Lo, Land Use and Building Management ROLL CALL The Mayor called the meeting to order at 5:35 p.m. NORWALK SCHOOL PROJECTS A. Norwalk High School 1. Review only, changes approved by staff: PCO#00455 ($ 37,323.41) Decrease GMP Credit associated with deleting glycol work For the heating system from Richard’s Conditioning Contract (Mechanical Contractor) PCO#00456 $ 37,323.41 Increase GMP Retain Modern Mechanical to provide Glycol work for the heating system at NHS. Mr. Shamas gave a brief overview of why the change order was necessary. The original contractor was not able to complete the task. A second contractor was brought in and the job has been completed. The original contractor has filed for Chapter 11. Discussion then followed about payment and warranty issues. Mr. Lo said that the staff was working on closing out the project with the State. B. Update on various school construction projects 1 City of Norwalk Norwalk Facility Construction Commission Regular Meeting January 6, 2010 Page 1 Mr. Lo said that the Culinary Arts kitchen at Norwalk High School is up and running. It cost about $500,000, rather than the initial proposed cost of $750,000. The State audits for Tracey and Columbus have been completed and closed. Funds were left over in the account. Roton Middle School was just completed. While the project came in under budget, there was about $100,000 worth of work that was not covered by the State reimbursement, so the City will have to pay those costs with funds from the $70 million account. Ponus, Nathan Hale and Norwalk High School need to be reconciled. Ponus and Nathan Hale are looking good. Norwalk High School was a major project and will require some time for reconciliation. The discussion then moved to Brien McMahon and the reimbursements involved with that project. Mr. Bondi asked about the elementary school facility study. Dr. Cook reviewed the process with everyone and said that the BOE Finance Committee would be reviewing two architectural firms in their upcoming meeting. A discussion regarding the projected enrollment for the elementary schools then followed. Mr. Shamas left the meeting at 5:55 p.m. MINUTES OF PREVIOUS MEETING(S) November 16, 2009 ** MAYOR MOCCIA MOVED THE MINUTES OF NOVEMBER 16, 2009 MEETING. ** THE MOTION TO APPROVE THE NOVEMBER 16, 2009 MINUTES AS SUBMITTED PASSED UNANIMOUSLY. MUNICIPAL BUILDING IMPROVEMENT PROJECTS A. Roosevelt Center 2 City of Norwalk Norwalk Facility Construction Commission Regular Meeting January 6, 2010 Page 2 1. Review recommendation for engineering design consultant for the Roosevelt Center Heating System Replacement Project and refer the following to the Common Council for action: “Authorize the Mayor, Richard A. Moccia, to execute an Agreement with Peterson Engineering Group, LLC to provide mechanical engineering design services for the Roosevelt Center Heating System Improvement Project for a total not to exceed $25,575.00 plus $3,000 for reimbursable expenses and additional services. Funds are available from DOE Energy Efficiency and Conservation Block Grant (EECBG) and City Capital Budget #09107100 5777 C0147” ** MR. BONDI MOVED THE ITEM. Mr. Lo explained that Capital projects over the amount of $250,000 are brought to the NFCC for approval. He then gave a brief history as to why the NFCC was created and its purpose. Mr. Lo explained that the Roosevelt Center is located on Allen Road and the facility has three primary users, Tumblebugs, the Senior Center and Recreation and Parks. He then gave an overview of the heating system and informed the Commission that the project has been approved for stimulus funding. Mayor Moccia asked if the City would be required to provide matching funds. Mr. Lo said no. Mr. Lo then said that 13 firms had submitted bids and that the lowest four bidders had been shortlisted and interviewed. The Interview Committee recommends Peterson Engineering Group as the lowest responsible bidder. ** THE MOTION TO AUTHORIZE THE MAYOR, RICHARD A. MOCCIA, TO EXECUTE AN AGREEMENT WITH PETERSON ENGINEERING GROUP, LLC TO PROVIDE MECHANICAL ENGINEERING DESIGN SERVICES FOR THE ROOSEVELT CENTER HEATING SYSTEM IMPROVEMENT PROJECT FOR A TOTAL NOT TO EXCEED $25,575.00 PLUS $3,000 FOR REIMBURSABLE EXPENSES AND ADDITIONAL SERVICES. FUNDS ARE AVAILABLE FROM DOE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT 3 City of Norwalk Norwalk Facility Construction Commission Regular Meeting January 6, 2010 Page 3 (EECBG) AND CITY CAPITAL BUDGET #09107100 5777 C0147 PASSED UNANIMOUSLY. B. Old Police Station 1. Review request to increase additional contingency funds for the Old Police Station – Interior Hazardous Material Remediation Project and refer the following to the Common Council for action: “Authorize the Office of Building Management to issue Change Orders to Environmental Consulting and Contracting, LLC’s contract for the Old Police Station - Interior Hazardous Material Remediation Project by increasing the Contingency Allowance for an additional $25,000. Acct. #09107100-5777-C0368” ** MR. BONDI MOVED THE ITEM. Mayor Moccia said that he had two personal goals while in office; one to take a sledge hammer to the Webster Street Parking Lot Collection Booth and the second to operate the bulldozer that takes the first run at the old Police Station. Mr. Lo reviewed the details of the abatement issues at the Police Station and commented that no one is allowed inside the building without wearing a full HazMat suit. It has been discovered that some hangers holding the pipes in the basement ceiling had been coated with asbestos along with elbow joints on the pipes. It takes two men about forty minutes to remove each of these hangers. The initial change order discussion was in the neighborhood of $25,000. Based on recent on site “marked demo”, the projected change order will be between $12,000 to $15,000. Discussion followed about the paint removal and demolition issues. ** THE MOTION TO AUTHORIZE THE OFFICE OF BUILDING MANAGEMENT TO ISSUE CHANGE ORDERS TO ENVIRONMENTAL CONSULTING AND CONTRACTING, LLC’S CONTRACT FOR THE OLD POLICE STATION - INTERIOR HAZARDOUS MATERIAL REMEDIATION PROJECT BY INCREASING THE CONTINGENCY 4 City of Norwalk Norwalk Facility Construction Commission Regular Meeting January 6, 2010 Page 4 ALLOWANCE FOR AN ADDITIONAL $25,000.
