Call to Order
Mayor Moccia called the meeting to order at 5:30 p.m.
Approval of Minutes
** MR. TAVELLA MOVED TO APPROVE THE MINUTES OF THE
FEBRUARY 3, 2010 MEETING AS SUBMITTED.
** MOTION PASSED UNANIMOUSLY.
NEW BUSINESS
Mayor Moccia stated that included at the end of the agenda is an item that covers
his recommendation for an advisory committee to be formed to oversee the new
fire headquarters building project, and Mr. Tavella will represent NFCC. Other
members include Richard Bonenfant from the Common council; Chief McCarthy;
Carol Andreoli, Fire Commissioner; Jim Hines from the Fire Department Staff and
Bill Andriopoulous, local architect. He added that prior to that item Alan Lo
would provide an update of the project.
A. Old Police Headquarters Demolition and Site Restoration Project
1. Review building demolition bid summary and refer recommendation to
Common Council for action (Please note that this project has been
forwarded to Planning Commission for Section 8-24 Review and to NFCC
for review):

Mr. Lo presented supporting documents stating that in accordance with the
Mathews Park Master Plan, the City of Norwalk is proceeding with the demolition
of the old police headquarters and restoration of the site as open space. He added
that the abatement was completed for $300,000 during the winter, and outlined the
scope of the proposed work. He provided a list of companies that bid on the
project that totaled twelve and stated that Stamford Wrecking is the lowest bidder,
and is recommended for the bid award of the project. He added that the demolition
is schedule to begin in July 2010, completion by mid-October 2010 and set up to
coincide with the completion of Stepping Stones Children Museum expansion
project in November.

CONTRACT WITH STAMFORD WRECKING COMPANY FOR THE
DEMOLITION AND SITE RESTORATION OF THE OLD POLICE
HEADQUARTERS BUILDING IN MATHEWS PARK, FOR A TOTAL
NOT TO EXCEED $426,675.00. ACCOUNT #09107100 5777 C0368 AND
2010-2011 ACCT. # TO BE DETERMINED AND TO
AUTHORIZE NFCC TO ISSUE CHANGE ORDERS ON CONTRACT
FOR A TOTAL NOT TO EXCEED $42, 667.00.

2. Review proposal for environmental monitoring services and refer
recommendation to Common Council for action:
Mr. Lo reviewed the back up documents presented including the scope of services,
costs and a review of the proposal. He added that due to the State DEP’s concern
with activities of a local firm on other projects, the City has elected to work with
Hygenix, Inc. for subsequent services.

B. Chiller Replacement at Various Locations
Mr. Lo reviewed the back up documents presented including the scope of
services, costs and a review of the proposal for engineering services for
chiller replacement at Norwalk City Hall, DPW Administrative Building and
Ben Franklin Center. He noted that the City Hall chiller replacement project
has been targeted to receive funding from Energy Stimulus Fund
program/Energy Block Grant and needs to begin before the winter season.
He added that AI Engineers, Inc. has provided a multiple projects discount,
which when reflected to the total brings them to $38,900 for the three
projects.
** MR. KERSHNER MOTIONED TO AUTHORIZE THE MAYOR,
RICHARD A. MOCCIA, TO EXECUTE AN AGREEMENT WITH AI
ENGINEERS, INC. TO PROVIDE ENGINEERING DESIGN
SERVICES FOR CHILLER REPLACEMENT AT NORWALK CITY
HALL, DPW GARAGE AND BEN FRANKLIN CENTER FOR A
TOTAL NOT TO EXCEED $38,900 PLUS $3,222 FOR
REIMBURSABLE EXPENSES. ACCT. # 09107100 5777 C0439 AND
#350175-556B”
** MOTION PASSED UNANIMOUSLY.
C. Proposed New Norwalk Fire Headquarters
1. Project update
Mr. Lo presented an overview of the project and stated that RFP for architects will
be issued from the Purchasing Department tomorrow. Upon approval of the
architect, the Building Advisory Committee will prepare a RFP for Construction
Manager (CM) to provide pre-construction services. He stated that the project
should start in the Fall of 2011 with completion in 2013. Mayor Moccia added that
a deployment plan has been developed by Chief McCarthy for the temporary
relocation of the station to provide the City with adequate coverage. Mr.
Iannaccone stated that he has concerns that there are no kitchen facilities, and Mr.
Lo stated that the portable bunk rooms may include a temporary kitchen set up.

2. Approve membership for Fire Headquarters Building Advisory Committee
to include proposed members as follows:
Richard Bonenfant, Common Council, Chair: Health, Welfare & Public
Safety Committee; Fire Chief Denis McCarthy; Carol Andreoli, Fire
Commissioner; Jim Hines, Fire Department Staff; Bill Andriopoulous, Local
Architect; and Rick Tavella, NFCC
** MR. IANNACCONE MOTIONED TO APPROVE THE FIRE
HEADQUARTERS BUILDING ADVISORY COMMITTEE TO
MEMBERS AS LISTED ABOVE.
** MOTION PASSED UNANIMOUSLY
IV. MISCELLANEOUS ITEM(S)
1. Request for Special Meeting to approve bids for Roosevelt Center heating
system replacement and energy conservation project.
Mayor Moccia suggested that if a quorum was not present at a special meeting,
a conference call could be set up. Mr. Kerschner asked to discuss the item and
suggested a vote be taken to authorize the bid award to the lowest responsible
bidder; thereby avoiding the need for a special meeting. Mayor Moccia stated
that a motion would be required to suspend the rules to add the item to the
agenda. The Mayor requested that bid results shall be forwarded to NFCC
members by e-mail.
** MR. ARCARIO MOTIONED TO SUSPEND THE RULES FOR THE
PURPOSE OF ADDING THE APPROVAL OF BIDS FOR
ROOSEVELT CENTER HEATING SYSTEM REPLACEMENT AND
ENERGY CONSERVATION PROJECT.
** MOTION PASSED UNANIMOUSLY.
Mayor Moccia asked to include a provision for the members to be notified by
e-mail of the bid selection.
