CITY OF NORWALK REAPPORTIONMENT ADVISORY COMMITTEE PUBLIC HEARING SEPTEMBER 25, 2024 ATTENDANCE: Kenneth D’Arinzo, Chair; Diane Cece, Khea Gibbs, Scott Goodwin, Diana Paladino Christopher (virtual), Brenda Penn-Williams, Jody Proct, Susan Remson, Stuart Wells. OTHERS: Priti Mathur, ARCBridge; Sam Mathur, ARCBridge; James Hobayan, IT I. CALL TO ORDER Mr. D’Arinzo called the meeting to order at 6:04 p.m. II. ROLL CALL Mr. D’Arinzo called the roll. A quorum was present. ACCEPTANCE OF MINUTES • September 19, 2024. ** MS. CECE MOVED THE MINUTES OF THE SEPTEMBER 19, 2024 MEETING. ** MR. GOODWIN SECONDED. ** THE MOTION PASSED UNANIMOUSLY. Mr. D’Arinzo said that Ms. Mathur would be presenting a PowerPoint slide deck on the approved district boundaries for public comment. Ms. Mathur greeted those present, both online and present in the Norwalk Council Chambers. She gave a brief overview of the required regulations and noted that some of the factors that were considered included: population equality, target populations, compact and contiguous, use of census blocks, fair representation of minorities, communities of interest, historical boundary lines, Taxing Districts and the CT Voting Act. She also displayed a bar graph showing the racial breakdown of the Norwalk residents as per the 2021 Census data. The next two slides showed the current voting districts and the populations within those boundaries. District A is the most populated and over the allowable amount while District C has the lowest population. The was a deviation of 18.86% in the current districts. She also reviewed the racial populations in each of the districts. The next slides illustrated where the four changes of district boundaries would be made to bring the districts into compliance. The maximum deviation was brought down to 4.75%. She concluded the presentation by saying these were the changes approved by the Reapportionment Committee. Ms. Elsa Petersen Obuchowski, came forward and greeted the Committee members. She said that she felt that it was unfortunate that City Hall and the Green was now in District C. She asked if they could change the deviation closer to 10%. She expressed dismay that some of the First Taxing District residents would have to cross into a different District would make it more confusing. She asked if they had considered how the City Charter language would change to reflect these issues and also asked for clarification on the process that the reapportionment changes would take to move forward. Adjournment City of Norwalk CT - Redistricting 2024 Proposed Plan as accepted by the Redistricting Advisory Committee on 9-19-24 For Public Hearing on 9/25/24 Project Requirements Evaluate the Common Council district boundaries to ensure that they meet the requirements of law, as stated in City Ordinance and, if necessary based solely upon those requirements, to assist the City in developing new district boundaries. Ord. 9-26 entitled “Standards Pertaining to Reapportionment,” reads as follows: “The reapportionment of Council Districts shall conform to federal and state constitutional standards and statutory requirements. Accordingly, the Council Districts shall be: A. of substantially equal population; and, B. to the extent possible consistent with the preceding, established in compact and contiguous form following geographical divisions, considering communities of interest and historical boundary lines and shall further use best efforts to include the boundary lines of the Taxing Districts as defined in the Charter within a single Council District where practicable; and, C. to the extent possible consistent with the preceding, established in accordance with the requirements of C.G.S. §9-169f.” 9/25/24 WWW.ARCBRIDGE.COM 2 Redistricting Requirements as per the Voting Rights Act & the City Ordinance Population Equality – All districts will be drawn such that they are as equal in population as possible. Target population for each district is total population/number of districts. A maximum deviation of under 10% between the most populated and the least populated district is an acceptable norm. Compact & Contiguous – The districts should be compact and contiguous. Census blocks are used to build district boundaries as they contain published census population counts and detailed demographic information. Fair Representation of Minorities – As per Voting Rights Act, Minority vote will not be diluted. Minority populations will be fairly represented such that minorities will not be packed into a district or cracked into more than one district to dilute the minority voting power. Communities of Interest – Communities of Interests will be identified and all attempts will be made to keep them in one district as long as the population and other criteria are met. Attempts will be made to avoid splitting neighborhoods, where possible, without violating other requirements. Historical Boundary Lines - Consider historical boundary lines. Taxing Districts - Use best efforts to include the boundary lines of the Taxing Districts as defined in the Charter within a single Council District where practicable.
