CITY OF NORWALK SHELLFISH COMMISSION REGULAR MEETING APRIL 3, 2025 ATTENDANCE: Steve Bartush, Chair; Jonathan Pageler; Nick Sacchinelli; Jordan Saxe; Pete Johnson (6:43) OTHER: Bill Mooney; Alan Kibbe, Harbor Commission; Jim Bajek; Sgt. Justin Bisceglie; Tom Ryder; Jeff Steadman CALL TO ORDER Chair Bartush called the meeting to order at 6:32 P.M. There was a quorum present. ROLL CALL A Roll Call of those present was performed. ACCEPTANCE OF MINUTES REGULAR MEETING: MARCH 6, 2025 ** MR. PAGELER MOVED TO APPROVE THE MINUTES OF MARCH 6, 2025 AS SUBMITTED. ** MR. SAXE SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. PUBLIC PARTICIPATION There was no Public Comment at this time. REPORTS TREASURER Mr. Mooney came forward to deliver his report. He provided an update on the budget as of February 28th, 2025. There have been several expenditures such as printing of Shellfish permits and tenants at the UCONN Shellfish Commission. The current balance is $28,650. SECRETARY There was no report at this time. City Of Norwalk Shellfish Commission Regular Meeting April 3, 2025 Page 1 of 4 HEALTH DEPARTMENT Mr. Mooney came forward to deliver his report. He updated the Commission on the amount of rainfall. There were two closures due to rainfall. WASTEWATER TREATMENT PLANT There was no report at this time. WATER QUALITY There was no report at this time. PERMITS Permits are now on sale. Discussion followed regarding how many permits had been sold last year. POLICE Sgt. Bisceglie came forward to deliver his report. He said there was nothing to report at this time. ADVISORY There was no report at this time. HARBOR MANAGEMENT Mr. Kibbe came forward to deliver his report. They are underway collecting payment for moorings and things are being cleaned up for the season. Mr. Steadman said they were still awaiting the allocation of funds for the Veterans Park Marina. This matter was not on the agenda of the recent Bond Commission meeting. The next meeting of the Bond Commission will be held on the 25th. A State of the Harbor meeting was held in Stamford. He reviewed what had happened during the meeting including the presentations that had been given. ** Mr. Johnson joined the meeting at 6:43 P.M. The Long Island Sound Summit was also held recently. Mr. Steadman recapped the events of that meeting. ** MR. PAGELER MOVED TO ACCEPT THE REPORTS AS PRESENTED. ** MR. SACCHINELLI SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. City Of Norwalk Shellfish Commission Regular Meeting April 3, 2025 Page 2 of 4 OLD BUSINESS 26 SHOREFRONT PARK Mr. Bajek came forward to discuss this item. He said there was nothing new to report. The Harbor Commission has voted on this item since the last meeting and said it was inconsistent with the Harbor Management Plan. The opinion of the South Norwalk Boat Club has also remained unchanged. Discussion followed regarding potential dock configurations and issues with the dock extension. Mr. Bajek was told that he needs to resubmit the consultation forms to both the Shellfish Commission and the Harbor Commission regarding any new proposals. The owners have no intention of getting a larger boat. Further discussion followed regarding the intent and purpose of the dock extension. Chair Bartush explained his issues with the application moving forward. ** MR. SACCHINELLI MOVED TO TABLE THE APPLICATION FOR 26 SHOREFRONT PARK. ** MR. SAXE SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. NEW BUSINESS 163 GREGORY BOULEVARD Mr. Ryder came forward to discuss this item. This is a residential dock in Charles Creek. There is a conservation easement in front of the house. As a result they need approval from the Commission. This will be a standard dock. Chair Bartush said they would like to go out to see the location and vote on this item next month. DISCUSSION There was no discussion at this time. ADJOURNMENT ** MR. Justin Bisceglie; Clyde Mount CALL TO ORDER Chairman Bartush called the meeting to order at 6:35 P.M. There was a quorum present. ROLL CALL A roll call of those present was performed. ACCEPTANCE OF MINUTES REGULAR MEETING: FEBRUARY 6, 2025 ** MR. SACCHINELLI MOVED TO ACCEPT THE MINUTES OF FEBRUARY 6, 2025 AS SUBMITTED. ** MR. SAXE SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. PUBLIC PARTICIPATION There was no Public Participation at this time. REPORTS TREASURER Mr. Mooney came forward to deliver his report. He said that the balance remained the same as the prior month. There have been no transactions. SECRETARY Chairman Bartush came forward to deliver his report. He said there wasn’t much to report. Many of the members had attended the Manresa Island presentation the prior night. He reviewed what had happened at the presentation. He provided an update on the rainfall. There have been two closures. There were two bypasses which he reviewed. WASTEWATER TREATMENT PLANT There was no report at this time. PERMITS Mr. Mooney came forward to deliver his report. He said there was nothing to report at this time. POLICE Sgt. Bisceglie came forward to deliver his report. He said there was nothing to report at this time. A small workboat had sunk recently which he provided information on. ADVISORY There was no report at this time. HARBOR MANAGEMENT Mr. Kibbe came forward to deliver his report. He said that most of their work had been preparation for transit moorings as well as rental of harbor moorings. They are expecting similar numbers to last year. He provided updates on recent meetings as well. They also have received a new drone. Mr. Steadman said there were a number of matters with common interest to both commissions. He brought up the grant for rebuilding the Veteran’s Park Marina. They have also recently had discussions with commissions in New Haven. He provided more information regarding the meetings. He also brought up the Norwalk River Watershed Initiative and reviewed the history of it. Further discussion regarding the Initiative followed. He also wished to bring up the response from DEEP in January regarding their letter expressing concern about the way the public hearing was operated on the Eversource project. He reviewed their concerns for those present such as the inadequacy of the presentation by Eversource during the public hearing. Further discussion followed. ** MR. SAXE MOVED TO ACCEPT THE REPORTS AS PRESENTED. ** MR. PAGELER SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. City Of Norwalk Norwalk Shellfish Commission Regular Meeting March 6, 2025 Page 2 of 4 Page 4 of 6 OLD BUSINESS 46 SHOREHAVEN RD. Mr. Hilts came forward to discuss this item. He said he had nothing more to add. Chairman Bartush has had a chance to visit the site since the last meeting. ** MR. PAGELER MOVED TO MOVE FORWARDS WITH THE APPLICATION FOR 46 SHOREHAVEN ROAD WITH THE STANDARD LANGUAGE. ** MR. SAXE SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. 26 SHOREFRONT PARK Mr. Hilts came forward to discuss this item. He reviewed the reason for the application. The Club still has an agreement with 132 Water Street for leasing slips at that property. He provided further information regarding the property. He said that the only issue was that the 9-foot set-back of the corner of the transient float should be 10 feet. There will not be a new document for this as they have not discussed this with the Harbor Management Commission yet. ** MR. PAGELER MOVED TO MOVE FORWARDS WITH THE APPLICATION FOR 26 SHOREFRONT PARK WITH THE STANDARD LANGUAGE. ** MR. SAXE SECONDED THE MOTION. ** THE MOTION PASSED UNANIMOUSLY. NEW BUSINESS 138 WATER STREET Mr. Bajek came forward to discuss this item. Copies of the plan were distributed to the Commission Members. This is an ongoing application with DEEP. He reviewed the history of the application for those present. They are looking for non-dredging options. This application is for one of those options by extending an existing figure float 20 feet further. DEEP feels this is a good plan and has moved the application forward. A piece of the main float is also being removed and some of the float anchor piles are being moved as a result. There have been talks with the neighboring clubs regarding concerns about them getting close to their docks. Mr. Bajek reviewed how those discussions had gone. Mr. Perschino also provided further information regarding the reasoning behind the decision and more information regarding the marina. He listed his concerns regarding the expansion. Further discussion followed. He felt it would be best to allow some time to pass and to allow the Harbor Commission to give their opinion first. It was decided to table this item till next month. ADJOURNMENT ** MR.
