Call to Order Chair Abu-Taleb called the meeting to order at 2:03 P.M. He authorized a statement be read providing that this meeting is being held remotely due to COVID-19 restrictions and guidelines and that it is not prudent to have people present in person due to public health concerns related to that pandemic. 2. Roll Call of Electoral Board (Abu-Taleb, Taglia, Scaman) Present: 3 - Chair Anan Abu-Taleb, Member Vicki Scaman, and Member James Taglia Absent: 0 Also Present: Board Secretary Christina Waters and Village Attorney Paul Stephanides 3. Agenda Approval It was moved by Member Taglia, seconded by Member Scaman to approve the agenda as presented. A roll call vote was taken and the motion was approved. The vote was as follows: Ayes: Chair Abu-Taleb, Member Scaman, Member Taglia Nayes: none 4. Introductory Remarks by Chair Anan Abu-Taleb Chair Abu-Taleb confirmed that this Electoral Board is meeting in response to two sets of challenges to candidate filings. He further affirmed the statue dictating who makes up the Electoral Board of the Village of Oak Park and identified those serving. 5. Adoption of Rules of Procedure A. MOT 21-1 Adoption of Rules of Procedure Village Attorney Stephanides reviewed the rules as presented on the agenda for the meeting. He shared that currently the meeting is not being streamed live due to a nation-wide outage of the platform that provides for that service. Member Taglia moved to adopt the rules as presented. Member Scaman seconded the motion. A roll call vote was taken. The motion was approved. The roll call vote was as follows: Ayes: Chair Abu-Taleb, Member Scaman, and Member Taglia Nayes: none 6. Call of the Docket B. ID 21-1 Convene hearing in Case No. 2020-1, Peppard v. Clark Village Attorney Stephanides called Case No. 2020-1, Peppard v. Clark Mr. Peppard, objector, and Mr. Mullen, Attorney for the candidate, identified themselves and affirmed that they did receive and understand the rules. Village Attorney Stephanides entered into the record the following items: Exhibit 1: Objector Petition Exhibit 2: Nomination papers for candidate Exhibit 3: Rules of Procedures Exhibit 4: Chair Abu-Taleb's receipt of objection Exhibit 5: Candidate receipt of objection Exhibit 6: Call for hearing issued by Chair Abu-Taleb Exhibit 7: Waiver of service for Chair Abu-Taleb Exhibit 8: Waiver of service for Member Taglia Exhibit 9: Waiver of service for Member Scaman Exhibit 10: Waiver of service for individual objector Exhibit 11: Waiver of service for candidate, including appearance of Mr. Mullen on behalf of candidate Mr. Peppard, objector, and Mr. Mullen, Attorney for the candidate, affirmed that they do not have an objection to the items being entered into the record. The objector, Mr. Peppard, stated that he does not intend to present additional evidence or arguments before the Board today. Members of the Board, objector, and Attorney for the candidate agreed to recess until January 12, 2021 at 2pm. Member Taglia moved to recess Case No, 2020-1, Peppard v Clark, with the intent of reconvening on January 12, 2021 at 2:00 P.M. Member Scaman Seconded the motion. A roll call vote was taken. The motion was approved. ID 21-2 Convene hearing in Case No. 2020-2, Peppard v. Enyia Village Attorney Stephanides called Case No. 2020-2, Peppard v. Enyia. Mr. Peppard, objector, and Mr. Mullen, Attorney for the candidate, identified themselves and affirmed that they did receive and understand the rules. Mr. Mullen responded to a comment from Mr. Peppard by stating that the Electoral Board does not have the legal authority to order the Oak Park Police to further investigate. Mr. Mullen stated that Mr. Peppard will not be able to prove his allegations. The Board will take motions made under advisement. Members of the Board, objector, and Attorney for the candidate agreed to recess until January 12, 2021 at 2pm. Member Taglia moved to recess Case No, 2020-1, Peppard v Enyia, with the intent of reconvening on January 12, 2021 at 2:00 P.M. Member Scaman Seconded the motion. A roll call vote was taken. If email is not an option, you can drop comments off in the Oak Park Payment Drop Box across from the entrance to Village Hall, 123 Madison Street, to be received no later than the day prior to the meeting. 123 Madison Street Village of Oak Park Oak Park, Illinois 60302 www.oak-park.us Meeting Agenda Municipal Officers Electoral Board of the Village of Oak Park Wednesday, January 6, 2021 2:00 PM Remote Meeting PLEASE TAKE NOTICE that Chair Anan Abu-Taleb, Village Trustee James Taglia and Village Clerk Vicki Scaman constituting the Municipal Officers Electoral Board of the Village of Oak Park (“Electoral Board”) for the hearing and passing upon of objections to nomination papers for candidates in the Village of Oak Park to be voted upon by the electors of the Village of Oak Park at the April 6, 2021 Consolidated Election, will hold a meeting remotely with live audio available and optional video on January 6, 2021 at 2:00 p.m. The meeting will be streamed live and archived online for on-demand viewing at www.oak-park.us/boardtv as well as cablecast on VOP-TV, which is available to Comcast subscribers on channel 6 and ATT U-Verse subscribers on channel 99. The remote meeting is authorized pursuant to Section 7(e) of the Open Meetings Act. The Village President has determined that an in-person meeting is not practical or prudent due to the COVID-19 outbreak during Governor JB Pritzker’s current disaster proclamation. It is also not feasible to have a person present at the meeting due to public safety concerns related to the COVID-19 outbreak. 1. Call to Order 2.
