Monday, January 25, 2021 10:30 AM Remote Meeting
1. Call To Order
Chair Abu-Taleb called the meeting to order at 10:33 A.M. He authorized a
statement be read providing that this meeting is being held remotely due to
COVID-19 restrictions and guidelines and that it is not prudent to have
people present in person due to public health concerns related to that
pandemic.
2. Roll Call of the Electoral Board (Abu-Taleb, Taglia, Scaman)
Present: 3 - Chair Anan Abu-Taleb, Member Vicki Scaman, and
Member James Taglia
Absent: 0
Also Present: Board Secretary Christina Waters, Village Attorney Paul
Stephanides and special counsel Keri-Lyn Krafthefer
3. Agenda Approval
It was moved by Member Scaman and seconded by Member
Taglia to approve the agenda as presented. A roll call vote was
taken and the motion was adopted. The vote was as follows:
Ayes: Chair Abu-Taleb, Member Scaman, Member Taglia
Nayes: none
4. Approval of Minutes
MOT 21-13 Motion to Approve Minutes from the January 19, 2021 meeting of the
Municipal Officers Electoral Board of the Village of Oak Park.
It was moved by Member Scaman, seconded by Member Taglia to
approve the minutes as presented. A roll call vote was taken and
the motion was approved. The vote was as follows:

5. Call of the Docket
B. ID 21-51 Reconvene hearing in Case No. 2020-1, Peppard v. Clark
Village Attorney Stephanides called Case No. 2020-1, Peppard v. Clark
Mr. Peppard, objector, and Mr. Mullen, Attorney for the candidate, provided
the Board with their closing arguments.
Members of the electoral board discussed Case No. 2021-1 Peppard vs.
Clark. Member Scaman shared that after considering both closing briefs
and the evidence presented in the case she believes sufficient evidence
was presented to support Mr. Clark does “reside” in the Village of Oak
Park and that his intention to remain in Oak Park is apparent through the
consistency in his behavior to represent Oak Park in his quest to serve as
an elected official. Member Taglia and Chair Abu-Taleb expressed their
belief that the evidence presents otherwise. They each stated that the
official documents entered into evidence provide witness to Mr. Clark
testifying his residence as 170 Oakton Drive, Lombard and therefore Mr.
Clark is a resident of Lombard, IL. Member Scaman referenced the official
documents as not being responsive to the question of “reside” referring to
where Mr. Clark’s presence versus “residence” for legal ownership.
It was moved by Member Scaman and seconded by Member
Taglia to sustain the verified objection in Case No. 2020-1,
Peppard v. Clark. A roll call vote was taken and the motion was
approved. The vote was as follows:
Ayes: Chair Abu-Taleb and Member Taglia
Nayes: Member Scaman
All parties agreed to recess until Thursday, January 28, 2021 at 10:30 A.M.
for the issuance of decision in Case No. 2020-1.
6. Public Comment
Attorney Stephanides reminded members of the Board that public
comment is not testimony or evidence to be considered when making
decision in the case.

PLEASE TAKE NOTICE that Chair Anan Abu-Taleb, Village Trustee James Taglia and Village Clerk
Vicki Scaman constituting the Municipal Officers Electoral Board of the Village of Oak Park (“Electoral
Board”) for the hearing and passing upon of objections to nomination papers for candidates in the
Village of Oak Park to be voted upon by the electors of the Village of Oak Park at the April 6, 2021
Consolidated Election, will hold a meeting remotely with live audio available and optional video on
January 25, 2021 at 2:00 p.m. The meeting will be streamed live and archived online for on-demand
viewing at www.oak-park.us/boardtv as well as cablecast on VOP-TV, which is available to Comcast
subscribers on channel 6 and ATT U-Verse subscribers on channel 99. The remote meeting is
authorized pursuant to Section 7(e) of the Open Meetings Act. The Village President has determined
that an in-person meeting is not practical or prudent due to the COVID-19 outbreak during Governor JB
Pritzker’s current disaster proclamation. It is also not feasible to have a person present at the meeting
due to public safety concerns related to the COVID-19 outbreak.
