I. Call to Order
Village President Abu-Taleb called the meeting to order at 6:30 P.M.
II. Roll Call
Present: 5- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village
Trustee Tucker, and Village President Abu-Taleb
Absent: 2- Village Trustee Ott, and Village Trustee Salzman
III. Consideration of Motion to Adjourn to Executive Session to Discuss Setting the
Price of Real Estate for the Sale or Lease of Property
It was moved by Village Trustee Brewer, seconded by Village Trustee Tucker, to
enter into Executive Session pursuant to 5 ILCS 120/2(c)(6) - setting the price for
sale or lease of property owned by the public body. The motion was approved.
The roll call on the vote was as follows:
AYES: 5- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village
Trustee Tucker, and Village President Abu-Taleb
NAYS: 0
ABSENT: 2- Village Trustee Ott, and Village Trustee Salzman

The Special Meeting reconvened at 7:15 P.M.

VII. Agenda Approval
It was moved by Village Trustee Tucker, seconded by Village Trustee Ott, to
approve the agenda. A voice vote was taken and the motion was approved.

IX. Regular Agenda
A. ID 16-058 Eisenhower Expressway (I-290) Update and Discussion: Update on status of
Noise Walls and Discussion on Conceptual Aesthetic Treatments.
Village Manager Pavlicek noted that this is the sixth meeting of the Board regarding the
Eisenhower to discuss elements that the Village will have the ability to address in a
proposed letter of intent with IDOT. An update on the status of resident voting regarding
the twelve segments of noise wall will be reviewed. In addition, aesthetics for the bridge
crossings will be discussed.
Village Engineer Bill McKenna stated that ballots were sent out by IDOT to residents who
live along the Eisenhower and have a noise level of 5dB or greater. The initial balloting
sent in fall of 2015 failed to get a response rate of 33%, which was the goal of IDOT. A
second round of ballots sent to those who did not respond was sent in January. IDOT is
looking to have the voting completed by the end of February with a final tally in early
March. The current tally reflects seven segments responding against and five segments
responding in favor of the walls. Mr. McKenna referred to several maps indicating where
the walls would and would not be installed based on the current vote.
Rick Kuner. Mr. Kuner discussed specific areas where residents voted for and against
sound walls. He also suggested that the Village allow more than just the minimum
required notice regarding meetings on the topic of the Eisenhower in order to reach more
people.
Jameel Rafia. Mr. Rafia expressed concern that there have been no African American
representatives from IDOT presenting information at these meetings.
Pete Harmet from IDOT stated that they would like to go to public hearing in July. The
letter of intent doesn't necessarily have to be completed before that unless the character
of the project changes significantly. He discussed the Environmental Impact Statement
and other topics that would be covered at the public hearing.
There was discussion regarding using an acrylic material for the walls and the possibility
of a third vote once the design is determined. Property owners would be voting on what
will actually be installed versus an abstract situation and public opinion may change.
Guaranteed use of up to date technology should be included in the letter of intent as well
as what will have the least negative impact on the village.
Village Manager Pavlicek stated that there will need to be additional meetings regarding
construction scheduling, public utilities and the letter of intent. She added that at a
working group level, some consensus has been made regarding several major issues.
Village Planner Craig Failor introduced the committee that worked on the next
presentation, which includes three levels of design elements for bridge crossings based
on available funds for the project. Committee member Josephine Bellalta of Altamanu
Inc. stated that the committee looked at items such as urban design, architecture,
landscaping and lighting, among other things, to create functional spaces around the
bridges. Images and concepts from projects world-wide that have been built, as well as
those yet to be built, were reviewed to compile the examples being presented.
Village Planner Doug Kaarre gave a Powerpoint presentation of three cost levels of
conceptual vehicular and pedestrian bridge designs. There were comments and

discussion following the presentation.
X. Adjourn
It was moved by Village Trustee Barber, seconded by Village Trustee Brewer, to
adjourn. A voice vote was taken and the motion was approved. Meeting
adjourned at 8:30 P.M., Monday, February 22, 2016.

Overview: As discussed at the February 18, 2015 meeting of the Village Board, a series of
Village Board Study Session are being held to allow Village Staff to present
information related to elements of the future reconstruction of the I-290
through Oak Park. As a part of this meeting, information will be presented
related to:
o An update on proposed Noise Walls and the voting process
o Discussion related to various aesthetic treatments for bridges and noise
walls
Consistent with prior I-290 Study Sessions, the comment page has been
opened on the Village website related to the noise walls and various
conceptual aesthetic treatments. Residents are encouraged to review the
information at the link and share their comments on the noise walls and
various conceptual aesthetic treatments through Monday, February 22, 2016
