Call to Order Village President Abu-Taleb called the Meeting to order at 7:33 P.M. II. Roll Call Present: 6- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village Trustee Moroney, Village Trustee Boutet, and Village Trustee Andrews Absent: 1- Village Trustee Button III. Agenda Approval It was moved by Village Trustee Andrews, seconded by Village Trustee Tucker, to approve the Agenda. A voice vote was taken and the motion was approved. IV. Minutes A. MOT 18-345 Motion to Approve Minutes from June 4, 2018 Regular Meeting and June 11, 2018 Special Meeting of the Village Board It was moved by Village Trustee Tucker, seconded by Village Trustee Andrews, to approve the Minutes. A voice vote was taken and the motion was approved. V. Non-Agenda Public Comment Chris Donovan. Mr. Donovan provided minutes from February 23, 2015 that assisted in recapping Board discussion of the Madison Street road diet. He noted all the meetings that did not include a vote for the road diet. David Fleucke. Mr. Fleucke, a massage therapist, expressed concern regarding aspects of the Massage Therapy Ordinance that he is uncomfortable with. He recommended that the Board revisit the ordinance as well as trust the State Certification process. Debbie Simmons. Ms. Simmons, also a massage therapist, would like those in her profession to be recognized as healthcare providers. The ordinance as written discredits legitimate massage therapists. Audrey Reardon. Ms. Reardon is a new massage therapist. The ordinance has caused her to look outside of Oak Park to start her business. VI. Village Manager Reports There was nothing to report. Village Board Committees Village Trustee Boutet discussed the I-Gov Committee meeting held on Saturday. VIII. Citizen Commission Vacancies There were no comments. IX. Citizen Commission Appointments, Reappointments and Chair Appointments There were no appointments or reappointments. X. Consent Agenda Approval of the Consent Agenda It was moved by Village Trustee Tucker, seconded by Village Trustee Andrews, to approve the items under the Consent Agenda. The motion was approved by the following vote: AYES: 6- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village Trustee Moroney, Village Trustee Boutet, and Village Trustee Andrews NAYS: 0 ABSENT: 1- Village Trustee Button B. ORD 18-377 An Ordinance Establishing an All-Way Stop at the Intersection of Adams Street and Kenilworth Avenue and Amending Section 15-1-12 (“Yield Right of Way Signs”) of the Oak Park Village Code as Reviewed at the May 21, 2018 Regular Meeting This Ordinance was adopted. C. ORD 18-378 An Ordinance Establishing Prevailing Wages for Public Works Projects in the Village of Oak Park, Cook County, Illinois This Ordinance was adopted. D. RES 18-924 A Resolution Approving an Independent Contractor Agreement with Stenstrom Petroleum Services, Inc. for Replacement of Underground Storage Tank Access Ports and Leak Detector Monitoring System for the Fuel Storage Tanks Located at the Public Works Center in an Amount not to Exceed $44,819.00 and Authorizing its Execution This Resolution was adopted. E. MOT 18-339 A Motion to Approve the Bills in the Amount of $2,868,396.67 from May 9, 2018 through June 8, 2018 This Motion was approved. MOT 18-340 A Motion to Approve the May 2018 Monthly Treasurer’s Report for All Funds This Motion was approved. XI. Regular Agenda G. RES 18-925 A Resolution Approving an Independent Contractor Agreement with J. Gill & Co. for Repairs to the Holley Court and Avenue Parking Structures in an Amount not to Exceed $665,588 and Authorizing its Execution Deputy Village Manager Shelley stated that earlier this year, the Board authorized a professional services agreement with Walker Restoration Consultants to observe and provide documentation for repairs needed in the Holley Court and Avenue Garages. Nick Binotti. Mr. Binotti discussed the Prevailing Wage Ordinance and the pension costs for these wages. Director of Development Customer Services Tammie Grossman stated that this item is for repairs to the Avenue Garage at all levels including the lobby areas and facade. Repairs for the Holley Court Garage will be done over a three year period. This year's repairs include the roof top level, the ramp to the roof top, bridges, elevator lobby areas for all floors and stair lobby areas for all floors. She discussed future repairs and improvements to Holley Court planned for the next two years. Ms. Grossman answered questions from the Board. Village President Abu-Taleb discussed safety in the garages and asked to make sure that security is mindful of speeding in the garages. It was moved by Village Trustee Andrews, seconded by Village Trustee Boutet, that this Resolution be adopted. The motion was approved. The roll call on the vote was as follows: AYES: 6- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village Trustee Moroney, Village Trustee Boutet, and Village Trustee Andrews NAYS: 0 ABSENT: 1- Village Trustee Button XII. Call to Board and Clerk Village Trustee Boutet thanked those who commented about the Massage Ordinance. She stated that the goal of the ordinance was to address illegal massage activity in the Village and was not intended to make things difficult for the legitimate businesses. She welcomed their input and was interested in follow-up by the Board. Regarding the Prevailing Wage Ordinance, a municipality can either adopt what Cook County has set or conduct their own wage assessment. That is a difficult analysis for a municipality to do. Oak Park has historically relied on Cook County's assessment. Village Trustee Boutet would also like to see the following items on the next agenda: the Beer Shop dog issue, the animal limits in multi-family dwellings, anything that needs to be done for the 500 S. Humphrey block and a report of any activities done to address concerns on North Avenue. Village Trustee Moroney thanked the massage professionals for letting the Board know how the ordinance affects them. He would like to do something to help them out. He acknowledged that the Board made some mistakes and requested that this be fixed as soon as possible. Village Trustee Taglia also agreed. Village President Abu-Taleb asked Deputy Village Manager Shelley to bring the Massage Ordinance back to the Board at the next Regular Meeting. XIII. Adjourn It was moved by Village Trustee Andrews, seconded by Village Trustee Tucker, to adjourn. A voice vote was taken and the motion was approved. On May 21, 2018, the Village Board approved a motion to grant the petition to upgrade from two-way YIELD signs to all-way STOP signs at the intersection of Adams Street and Kenilworth Avenue and direct Staff to prepare the necessary ordinance. C. ORD 18-378 An Ordinance Establishing Prevailing Wages for Public Works Projects in the Village of Oak Park, Cook County, Illinois Overview: In June of each year, the Village is required to adopt an ordinance setting prevailing wages for certain public works projects pursuant to the Prevailing Wage Act, 820 ILCS 130/0.01 et seq. D. RES 18-924 A Resolution Approving an Independent Contractor Agreement with Stenstrom Petroleum Services, Inc. for Replacement of Underground Storage Tank Access Ports and Leak Detector Monitoring System for the Fuel Storage Tanks Located at the Public Works Center in an Amount not to Exceed $44,819.00 and Authorizing its Execution Overview: Public Works staff requested bids for the removal and replacement of the deteriorated Underground Storage Tank (UST) access ports which are located on top of the Public Works Center underground Fuel tanks, as well as remove and replace the obsolete leak detector monitoring system and sensors. The bid from Stenstrom was the lowest qualified bid. E. MOT 18-339 A Motion to Approve the Bills in the Amount of $2,868,396.67 from May 9, 2018 through June 8, 2018 Overview: Attached is the regular list of bills as paid through the Village’s accounts payable (AP) system for the period beginning May 9 through June 8, 2018. This is the most current list available. F. MOT 18-340 A Motion to Approve the May 2018 Monthly Treasurer’s Report for All Funds Overview: The unaudited May 31, 2018 report is hereby presented pursuant to 65 ILCS 5/3.1-35-45 summarizing the Village’s cash and investment balances. XI. Regular Agenda G. RES 18-925 A Resolution Approving an Independent Contractor Agreement with J. Gill & Co. for Repairs to the Holley Court and Avenue Parking Structures in an Amount not to Exceed $665,588 and Authorizing its Execution Overview: The Parking Division sent out an Request for Proposals (RFP) for structure maintenance repairs to the Holley Court and Avenue Parking Structure. A total of seven engineering firms appeared at the walk-through and four proposals were received. Staff in conjunction with Walker Restoration Consultant reviewed the proposals. The proposal from J. Gill and Company was the low bidder and best fit the needs of the Village for this project.
