Call to Order Village President Abu-Taleb called the meeting to order at 6:36 P.M. He authorized a statement be read providing that the meeting is being held remotely due to COVID-19 restrictions and guidelines and that it is not prudent to have people present at the Village Board's regular meeting location due to public health concerns related to that pandemic. II. Roll Call III. Agenda Approval Village Trustee Simone Boutet asked that Item K be moved from the Consent Agenda to the Regular Agenda. It was moved by Village Trustee Boutet, seconded by Village Trustee Andrews to approve the Agenda as amended. IV. Minutes A. Motion to Approve Minutes from Special Remote Meeting of March 8, 2021, Regular Remote Meeting of March 15, 2021 and Special Remote Meeting of March 22, 2021 Meeting of the Village Board. Title: Motion to Approve Minutes from Special Remote Meeting of March 8, 2021, Regular Remote Meeting of March 15, 2021 and Special Remote Meeting of March 22, 2021 Meeting of the Village Board. It was moved by Village Trustee Boutet, seconded by Village Trustee Moroney, to approve the Minutes. The motion was approved. The roll call on the vote was as follows: V. Proclamation B. Village Manager Reports Village Manager Cara Pavlicek provided a dashboard update on the Oak Park Public Health Department's vaccinations through Monday April 12, 2021. Village Arti Walker-Peddakotla brought attention to the initiatives the Federal Government has passed pertaining to vaccinating Veterans and how helpful it has been to Veterans, spouses and their caregivers. Village President Anan Abu-Taleb thanked staff and the entities for all of their efforts to ensure our residents are receiving the vaccination. VIII. Village Board Committees None. IX. Consent Agenda Approval of the Consent Agenda It was moved by Village Trustee Boutetand seconded by Village Trustee Andrews to approve the items under the Consent Agenda. The motion was approved. The roll call on the vote was as follows: C. An Ordinance Amending the Fiscal Year 2021 Annual Budget as Discussed at the March 22, 2021 Special Meeting of the Village Board. Call to Board and Clerk Clerk Vicki Scaman: Clerk Scaman stated that she is honored to be the first Village Clerk and Village President Elect to take the final motion of a Village Board Meeting. She thanked all those who ran for office. Village Trustee Simone Boutet: Trustee Boutet would like to see the swearing-in ceremony held outdoors and in-person so that people can be sworn in live so they can be dully honored for their efforts and their future service to the Village. Village Trustee Susan Buchanan: No comments Village Trustee Arti Walker-Peddakotla: No comments Village Trustee Dan Moroney: Trustee Moroney congratulated Clerk Scaman and the 3 new Village Trustees. Village Trustee Deno Andrews: Trustee Andrews congratulated Clerk Scaman on being elected the next Village President. Village Trustee Jim Taglia: Trustee Taglia congratulated Village President Elect Vicki Scaman as well as Trustees Elect Chibuike, Lucia and Ravi. He said they each ran constructive campaigns. Village President Anan Abu-Taleb: Village President Abu-Taleb shared his gratitude for Trustees, staff and the community. XII. Remote Meetings of the Oak Park Village Board of Trustees is authorized pursuant to Section 7 (e) of the Open Meetings Act. The Village President has determined that an in-person meeting is not practical or prudent due to the COVID-19 outbreak during the Governor’s disaster proclamation. It is also not feasible to have a person present at the Board’s regular meeting location due to public safety concerns related to the COVID-19 outbreak. The President and Board of Trustees welcome your statement into the public record of a meeting. ORD 21-36 An Ordinance Amending the Fiscal Year 2021 Annual Budget as Discussed at the March 22, 2021 Special Meeting of the Village Board. Overview: An ordinance is hereby presented to appropriate funds for FY21. On a continuous basis, staff evaluates all expenditures and certain adjustments must be made based on various circumstances. On a quarterly basis (and sometimes more often if needed), these amendments are recommended to the Village Board for approval. The attached amendments being requested are all related to the Sustainability Fund discussion at the Special Board meeting on March 22, 2021. RES 21-104 A Resolution Authorizing the Release of Certain Executive Session Minutes Overview: The Village Board is required pursuant to Section 2.06(d) of the Illinois Open Meetings Act (“Act“), 5 ILCS 120/2.06(d), to conduct a semi-annual review of its executive session minutes and make a determination regarding the release of minutes. E. RES 21-105 A Resolution Approving a Purchase Price Agreement with The Terramar Group, Inc., d/b/a Fleet Safety Supply for Emergency Lighting and Sound Equipment for Vehicles in an Amount Not to Exceed $30,000.00 in Fiscal Year 2021 and Authorizing its Execution Overview: The Fleet Services Division of the Public Works Department is responsible for equipping Police and Public Works vehicles with emergency lighting and sound equipment. The division annually seeks competitive bids for this equipment. F. RES 21-106 A Resolution Authorizing the Use of Motor Fuel Tax Funds in the amount of $1,808,262.00 for the Maintenance of Streets in the Village of Oak Park for the 2021 Fiscal Year Overview: The Village receives a monthly distribution of Motor Fuel Tax (MFT) funds from the Illinois Department of Transportation (IDOT). The Illinois Highway Code requires that each municipality receiving MFT funds use those funds for the limited purposes described in the Highway Code. This item is for those approved uses related to the costs of labor and materials for construction and maintenance of the public right of way. The Village is required to adopt a Resolution which obligates its share of MFT funds to one or more of the approved purposes set forth in the Highway Code. G. RES 21-107 A Resolution Approving a Parking Lot License Agreement with Pilgrim Congregational Church of Oak Park, Illinois and Authorizing Its Execution Overview: Historically, the Village has entered into a license agreement for the use of the parking lot owned by Pilgrim Congregational Church (Lot 22). H. RES 21-108 A Resolution Approving an Encroachment License and Covenant Agreement with 500 Lyman LLC for the Fenced Landscaped Area in the Public Right of Way at 504 S. Lyman Avenue and Authorizing its Execution Overview: The Ambrosia Homes Development at the southeast corner of Lyman Avenue and Madison Street installed a fenced in landscaped area along its Madison Street frontage between the new building and the public sidewalk. An encroachment license agreement is needed in order for these improvements to remain in the ROW and to define the terms and conditions of maintenance, insurance requirements, and restoration work following any future Village or private utility work. RES 21-109 A Resolution Authorizing the Execution of a Settlement Agreement in Workers’ Compensation Case Numbers 2019 WC 27535 and 2019 WC 27536 Overview: It is requested that the Village Board authorize the execution of a settlement agreement in Workers’ Compensation Case Numbers 2019 WC 27535 and 2019 WC 27536. J. RES 21-110 A Resolution Approving a Second Amendment to the Independent Contractor Agreement with A & B Landscaping and Tree Service Inc., for Snow Plowing and Salting of Village Leased/Owned Parking Lots, Back-Up Snow Removal for Public Streets and Sidewalk Snow Shoveling for Fiscal Year 2021 to Change the Not to Exceed Amount from $250,000 to $300,000 and Authorizing Its Execution Overview: Staff is submitting a Second Amendment to the Independent Contractor Agreement with A & B Landscaping and Tree Service Inc., increasing the agreement from $250,000 to $300,000. The first amendment, approved by the Village Board on March 1, 2021, increased the contract from $175,000 to $250,000 and was needed to pay for services rendered as a result of significant snow events that occurred in January and February. Invoicing for these major snow events has since fully depleted the parking portion of the agreement. In order to prepare for snow events that may occur through the remainder of 2021, staff is seeking additional contract authority to ensure snow and ice removal operations for the Village’s parking system are not adversely impacted. K. RES 21-111 A Resolution Approving and Adopting the 2021 Special Event Fees Overview: Pursuant to the Village Code, the Village Board reviews the Special Event fees each year. Fees are updated based upon wage changes as provided in applicable collective bargaining agreements or as directed by the Village Board via the annual budget process L. MOT 21-51 A Motion to Approve the March 2021 Monthly Treasurer’s Report for All Funds Overview: The unaudited March 31, 2021 report is hereby presented pursuant to 65 ILCS 5/3.1-35-45 summarizing the Village’s cash and investment balances. M. MOT 21-50 A Motion to Approve the Bills in the Amount of $4,315,060.04 from March 6, 2021 through April 9, 2021 Overview: Attached is the regular list of bills paid through the Village’s accounts payable (AP) system for the period beginning March 6, 2021 through April 9, 2021.
