Call to Order Village President Vicki Scaman called the Regular Meeting to order at 7:09 P.M. II. Roll Call Junior Deputy Clerk Viola Vega called the Roll Call. Trustee Wesley joined via remote participation per Village protocols. Present: 5- Village President Scaman, Village Trustee Enyia, Village Trustee Leving Jacobson, Village Trustee Straw, and Village Trustee Wesley Absent: 1- Village Trustee Taglia III. Agenda Approval Junior Deputy Clerk Sofia Gerringer called the roll call vote. It was moved by Trustee Enyia, seconded by Trustee Leving Jacobson, to approve the Agenda. The motion was approved. The roll call on the vote was as follows: AYES: 5- Village President Scaman, Village Trustee Enyia, Village Trustee Leving Jacobson, Village Trustee Straw, and Village Trustee Wesley NAYS: 0 ABSENT: 1- Village Trustee Taglia IV. Minutes A. MOT 25-191 A Motion to Approve Minutes from the Tuesday, May 20, 2025 Regular Meeting of the Village Board. Junior Deputy Clerk Tatiana Vega called the roll call vote. Village Clerk Christina Waters introduced the three junior deputy clerks and presented them with certificates and gift cards. It was moved by Trustee Straw, seconded by Trustee Leving Jacobson, that this Motion be approved. The motion was approved. Non-Agenda Public Comment Monique Matthew: Said a prayer. Resident said she was followed in Oak Park for three days and made a police report. She said President Scaman has done nothing since she has been here. Said all she sees is terrorists and danger coming into our community. President Scaman said she can email her to continue the conversation. [Male]: Lives at 114 South Humphrey. The property manager doesn't care about the residents. President Scaman said staff can follow up with him. VI. Village Manager Reports Village Manager Kevin Jackson said staff will provide the Board with updated calendars for the summer with tentative dates scheduled for Board goal-setting. VII. Village Board Committees Clerk Waters reported the Citizen Involvement Commission meetings will now start at 6:30 P.M. instead of 7:00 P.M. VIII. Citizen Commission Vacancies C. ID 25-394 Board and Commission Vacancy Report for June 10, 2025 There were no comments. IX. Citizen Commission Appointments, Reappointments and Chair Appointments D. MOT 25-193 A Motion to Consent to the Village President’s Appointment of: Aging in Communities Commission - Monika Robinson, 12-month Term Extension as Commissioner Disability Access Commission - Darien Bloom, Reappoint as Commissioner for 2nd Term Community Development Citizens Advisory Committee - Kirsten Weismantle, Appointment as Commissioner for 1st Term Clerk Waters read the names into the record. It was moved by Trustee Enyia, seconded by Trustee Straw, to approve the Appointments. A voice vote was taken and the motion was approved. X. Consent Agenda Village of Oak Park Page 2 Printed on 7/2/2025 President and Board of Trustees Meeting Minutes June 10, 2025 Approval of the Consent Agenda It was moved by Trustee Straw, seconded by Trustee Wesley to approve the items under the Consent Agenda. The motion was approved. ORD 25-149 An Ordinance Authorizing the Sale of Surplus Vehicles and Equipment Owned by the Village of Oak Park This Ordinance was approved. F. RES 25-212 A Resolution Approving a Construction Agreement with The Baltimore & Ohio Chicago Terminal Railroad Company for Construction of the 2025 Bridge Repair Project Over the Railroad’s Property in an Amount not to Exceed $41,494 and Authorizing its Execution This Resolution was adopted. G. RES 25-219 A Resolution Authorizing the Execution of an Intergovernmental Agreement with the State of Illinois for the Municipal Maintenance of State Highways This Resolution was adopted. H. RES 25-220 A Resolution Approving a Professional Services Agreement with Sterns, Conrad and Schmidt, Consulting Engineers, Inc. for the Development of a Waste Characterization Study in an Amount not to exceed $83,560 and Authorizing its Execution This Resolution was adopted. XI. Regular Agenda I. ORD 25-148 An Ordinance Amending Chapter 2, Article 19 (“Community Relations Commission”) Of The Oak Park Village Code Regarding The Community Relations Commission’s Establishment; Composition and Duties and Functions Assistant Village Manager/HR Director Kira Tchang presented the Item. Community Relations Commission Chair Yoko Terretta expressed her gratitude. It was moved by Trustee Enyia, seconded by Trustee Straw, that this Ordinance be adopted. The motion was approved. Call to Board and Clerk President Scaman said we will have a Juneteenth proclamation next week and there will be Juneteenth events this weekend. She read a statement on Juneteenth. Trustee Enyia invited the community to attend the Juneteenth flag-raising at Village Hall tomorrow from 6-8:30 pm and the cookout this Saturday. He wished his dad a happy 80th birthday and congratulated his daughter's softball team for winning their championship game. Trustee Straw congratulated Oak Park Youth Baseball and Softball (OPYBS) on another successful season. Trustee Leving Jacobson expressed her gratitude to Clerk Waters for organizing the junior deputy clerk program. President Scaman announced Senator Don Harmon has added $100K to the state budget to further support The Day Nursery. She participated with Kindness Creators in a gay pride parade. XIII. Adjourn It was moved by Trustee Straw, seconded by Trustee Leving Jacobson, to Adjourn. A voice vote was taken and the motion was approved. Meeting adjourned at 7:49 P.M., Tuesday, June 10, 2025. VIII. Citizen Commission Vacancies This is an ongoing list of current vacancies for the Citizens Involvement Commissions. Residents are encouraged to apply through the Village Clerk’s Office. C. ID 25-394 Board and Commission Vacancy Report for June 10, 2025 Overview: This report lists the expected number of members, current number of members seated and number of active vacancies for the Village’s 18 citizen boards and commissions. There are currently 21 vacancies. IX. Citizen Commission Appointments, Reappointments and Chair Appointments Names are forwarded from the Citizens Involvement Commission to the Village Clerk and then forwarded to the Village President for recommendation. MOT 25-193 A Motion to Consent to the Village President’s Appointment of: Aging in Communities Commission - Monika Robinson, 12-month Term Extension as Commissioner Disability Access Commission - Darien Bloom, Reappoint as Commissioner for 2nd Term Community Development Citizens Advisory Committee - Kirsten Weismantle, Appointment as Commissioner for 1st Term Overview: Board and Commission Information Aging in Communities Commission | The Aging in Communities Commission was created to advise the Village Board in its efforts to address the evolving needs and interests of our changing demographic and to develop a community-wide lens to identify not just a set of plans, programs, procedures, and services but also an inclusive awareness and approach that facilitates livability for everyone. Disability Access Commission | The Disability Access Commission advises the Village Board on public policies to facilitate full participation in community activities by persons with disabilities into the mainstream of Oak Park life be recognizing that persons with disabilities can lead proud and productive lives, to promote universal access throughout the Village and to heighten public awareness to the needs of Villagers with disabilities. Community Development Citizens Advisory Committee | The Community Development Citizens Advisory Committee formulates recommendations to the Village Board for the annual allocation of Federal Community Development Block Grant funds for public service, administration, property and infrastructure improvements, and economic revitalization activities targeted to low- and moderate-income individuals. X. Consent Agenda E. ORD 25-149 An Ordinance Authorizing the Sale of Surplus Vehicles and Equipment Owned by the Village of Oak Park Overview: Village departments have vehicles and equipment that may be disposed of once they are no longer useful to the Village. These vehicles and equipment will be reassigned, donated, sold at auction, traded in, consigned, or disposed of as scrap. RES 25-212 A Resolution Approving a Construction Agreement with The Baltimore & Ohio Chicago Terminal Railroad Company for Construction of the 2025 Bridge Repair Project Over the Railroad’s Property in an Amount not to Exceed $41,494 and Authorizing its Execution Overview: The Village is required to enter into an agreement with the Baltimore & Ohio Chicago Terminal Railroad Company for the 2025 bridge repair project occurring over the railroad’s property. The agreement is required to allow for the current bridge repair project to proceed for the repair work on the Home, Oak Park, East, and Lombard Avenue bridges over I-290 and also includes Austin Boulevard for any future planned work. G. RES 25-219 A Resolution Authorizing the Execution of an Intergovernmental Agreement with the State of Illinois for the Municipal Maintenance of State Highways Overview: The Village and the State of Illinois have historically entered into an Intergovernmental Agreement (IGA) for the Village maintenance of State highways within the Corporate limits of Oak Park. This item would renew the existing ten-year agreement with the State. H. RES 25-220 A Resolution Approving a Professional Services Agreement with Sterns, Conrad and Schmidt, Consulting Engineers, Inc. for the Development of a Waste Characterization Study in an Amount not to exceed $83,560 and Authorizing its Execution Overview: The Environmental Services Division issued an RFP on January 29, 2025 for a Waste Characterization Study which will identify the composition of residential waste streams in Oak Park and provide staff with recommended viable strategies for meeting the waste diversion and reduction needs, goals, and priorities of the Village. The proposal from SCS Engineers was determined to be the most appropriate bid for the project based the firm's extensive experience and pioneering methodology. XI. Regular Agenda I. ORD 25-148 An Ordinance Amending Chapter 2, Article 19 (“Community Relations Commission”) Of The Oak Park Village Code Regarding The Community Relations Commission’s Establishment; Composition and Duties and Functions Overview: The proposed Ordinance amends the Village Code provisions regarding the Community Relations Commission to reflect a modern vision for the Commission that aligns with the Village Board’s vision for Diversity, Equity and Inclusion, and complements the work performed by Community Relations staff and the Office of Diversity, Equity and Inclusion.
