A Regular Meeting will start at 6:00 p.m., to begin in Council Chambers (Room
201). The Village Board is expected to enter immediately into Closed Session
(Room 130) and reconvene the Regular Meeting at 7:00 p.m. in Council
Chambers (Room 201).
The President and Board of Trustees welcome you. Public comments may be made by
individuals at the beginning of the meeting, as well as when agenda items are
discussed. If you wish to provide public comment, complete the "Instructions to
Address the Village Board" form which is available at the back of the Chambers and
present it to the Village Clerk at the Board table. When recognized, approach the
podium and state your name first. If you wish to provide comment by virtual means,
contact the Village Clerk's Office prior to 5:00 p.m. on the day of the meeting by calling
708-358-5670 or by email to publiccomment@oak-park.us. Your camera must remain
on while speaking. Please limit your remarks to three minutes.
Instructions for Non-Agenda Public Comment
Non-agenda public comment is a time set aside at the beginning of a meeting for
individuals to speak about an issue or concern that is not on that meeting's agenda. It is
not intended for a dialogue with the Board. Non-agenda public comment is limited to 30
minutes with a limit of three minutes per person. If non-agenda public comment exceed
30 minutes, public comment will resume after the items listed under the regular agenda
are complete. See instructions above on how to provide public comment.
Instructions for Agenda Public Comment

A. MOT 25-237 A Motion to Approve a Proclamation Annually Designating Hispanic
Heritage Month from the 15th of September to the 15th of October.
Overview: This is a motion to approve Village President Vicki Scaman proclaiming
Hispanic Heritage Month from the 15th of September to the 15th of October.
B. MOT 25-238 A Motion to Approve a Proclamation Declaring August 15 - November 15,
2025 as Lights Out for Birds During Peak Migration
Overview: This is a motion to approve Village President Vicki Scaman proclaiming Lights
Out for Birds During Peak Migration, August 15 - November 15, 2025, in the
Village of Oak Park.

Overview: This report lists the expected number of members, current number of
members seated and number of active vacancies for the Village’s 18 citizen
boards and commissions. There are currently 20 vacancies.

(“Building”), Article 12 (“Plumbing Code”) of the Oak Park Village Code
to Adopt the 2014 Illinois Plumbing Code with Amendments as
Recommended by the Building Code Advisory Commission
Overview: The Village periodically reviews, adopts, and amends building codes to attract
construction growth by accepting current trends and implementing more
modern approved materials and safer building practices. The Building Code
Advisory Commission is recommending that the Village Board adopt the 2014
edition of the Illinois Plumbing Code with amendments to simplify and
streamline the Village’s building code process.

Advisory Commission is recommending that the Village Board adopt the 2024
editions of the International Code Council (ICC) with fewer amendments to
simplify and streamline the Village’s building code process.

The Building Code Advisory Commission is recommending that the Village
Board adopt the 2024 editions of the International Code Council (ICC) Building
Code with decreased number of amendments to simplify and streamline the
Village’s building code process.

Overview: The Village periodically reviews and adopts updated building codes to attract

modern approved materials and safer building practices. The Building Code
Advisory Commission is recommending that the Village Board adopt the 2024
editions of the International Code Council with a decreased number of
amendments to simplify and streamline the Village’s building code process.

Advisory Commission is recommending the Village Board adopt the 2023
editions of the National Electric Code with fewer amendments to simplify and
streamline the Village’s building code process.

N. RES 25-244 A Resolution Approving an Intergovernmental Agreement by and
Between the Village of Oak Park and the Metropolitan Water Reclamation
District of Greater Chicago for the Design, Construction, Operation, and
Maintenance of the Green Alleys Project in Oak Park, Illinois and
Authorizing its Execution
Overview: The Village of Oak Park recently received notice of award of $440,000 from
the Metropolitan Water Reclamation District (MWRD) for their Green
Infrastructure Partnership Program for construction of four permeable alleys in
2026. The IGA defines the terms and conditions of the funding program.

O. RES 25-263 A Resolution Affirming the Village of Oak Park as a Welcoming Village
and Calling on Legislators to Prohibit Law Enforcement Officers from
Concealing Their Identities
Overview: This Resolution was prepared at the request of the Village Board. It affirms the
Village of Oak Park as a Welcoming Village and calling on legislators to
prohibit law enforcement officers from concealing their identities.
P. MOT 25-229 A Motion to Approve the July 2025 Monthly Treasurer’s Report for All
Funds
Overview: Approval of the July 2025 Monthly Treasurer’s Report for All Funds
Q. ORD 25-177 An Ordinance Authorizing the Sale of Surplus Vehicles and Equipment
Owned by the Village of Oak Park
Overview: Village departments have vehicles and equipment that may be disposed of
once they are no longer usable to the Village. These vehicles and equipment
will be reassigned, sold at auction, traded in, consigned, or disposed of as
scrap.
R. ORD 25-178 An Ordinance Amending the Municipal Code to Allow Domestic
Electric Vehicles in Higher Weight Classes to Park on Residential
Streets
Overview: This item seeks approval of an ordinance amendment to the Village’s
Municipal Code to allow domestic electric vehicles (EVs) to park on residential
streets that currently exceed the allowable threshold, such as SUVs and
trucks.
S. ORD 25-183 An Ordinance Amending Section 9-1-15 (“Impersonating a Firefighter”),
Section 17-1-28 (“Impersonating a Police Officer or Firefighter”), and
Section 19-3-1 (“Impersonating a Police Officer”) of the Oak Park Village
Code Regarding Penalties for Impersonating Police Officers and
Firefighters
Overview: This Ordinance was prepared at the request of the Village Board. It amends
the Village Code to increase penalties impersonating police officers and
firefighters in the Village of Oak Park.
T. ORD 25-184 An Ordinance amending Chapter 23A (“Taxes”) of the Oak Park Village
Code by amending Article 11 (“Municipal Grocery Tax”) and repealing
Ordinance No. 25-159 regarding a Municipal Grocery Tax
Overview: This is an ordinance amending the Village’s local grocery tax to update
technical language as requested by the Illinois Department of Revenue.

U. ORD 25-164 *Deny the Appeal and Concur with the Historic Preservation Commission
and Adopt an Ordinance Denying a Certificate of Appropriateness to
Build a Ten-Story Addition Behind an Existing Oak Park Landmark
Building, known as the Boulevard Arcade Building, located at 1035 South
Boulevard
Overview: The Historic Preservation Commission denied a Certificate of Appropriateness
(COA) to Applicant, John Schiess, for 1035 South Boulevard, as the
Commission found the proposed ten-story rear addition to be not in compliance
with the Architectural Review Guidelines. The Historic Preservation Ordinance
provides the Applicant the option to appeal to the Village Board.
V. RES 25-254 A Resolution Approving an Extended Term and Special Services
Agreement Amendment No. 5 with MC Squared Energy Services, LLC for
the Oak Park Community Choice Aggregation Program through
December 2028 and Authorizing Its Execution
Overview: A resolution approving an extended term and special services agreement
amendment No. 5 with MC Squared Energy Services, LLC for the Oak Park
Community Choice Aggregation program through December 2028 and
authorizing its execution.
W. ID 25-539 A Presentation and Discussion on the Unhoused Taskforce
Recommendations
Overview: Staff will present the recommendations of the Unhoused Taskforce for
discussion by the Board.
