The President and Board of Trustees welcome you. Public comments may be made by individuals at the beginning of the meeting, as well as when agenda items are discussed. If you wish to provide public comment, complete the "Instructions to Address the Village Board" form which is available at the back of the Chambers and present it to the Village Clerk at the Board table. When recognized, approach the podium and state your name first. If you wish to provide comment by virtual means, contact the Village Clerk's Office prior to 5:00 p.m. on the day of the meeting by calling 708-358-5670 or by email to publiccomment@oak-park.us. Your camera must remain on while speaking. Please limit your remarks to three minutes. Instructions for Non-Agenda Public Comment Non-agenda public comment is a time set aside at the beginning of a meeting for individuals to speak about an issue or concern that is not on that meeting's agenda. It is not intended for a dialogue with the Board. Non-agenda public comment is limited to 30 minutes with a limit of three minutes per person. MOT 25-272 A Motion to Approve a Proclamation Declaring Transgender Day of Remembrance Annually on November 20th in Oak Park, IL Overview: This is a motion to approve Village President Vicki Scaman proclaiming Transgender Day of Remembrance Annually on November 20th in Oak Park, IL. C. MOT 25-280 A Motion to Approve a Proclamation for National Hunger and Homelessness Awareness Week, November 16-22, 2025 Overview: This is a motion to approve Village President Vicki Scaman proclaiming the week of November 16 National Hunger and Homelessness Awareness Week. D. MOT 25-282 A Motion to Approve a Proclamation for Small Business Saturday on Saturday November 29, 2025. Overview: This is a motion to approve Village President Vicki Scaman proclaiming Saturday November 29, 2025 as Small Business Saturday in Oak Park, IL. VII. Village Manager Reports E. ID 25-714 Review of the Board Meeting Calendars for November and December 2025 Overview: Calendars are presented to the Board for the purpose of highlighting Special Meeting topics. These topics are based on adopted Village Board Goals and/or previous Village Board direction. VIII. Village Board Committees This section is intended to be informational. If there are approved minutes from a recent Committee meeting of the Village Board, the minutes will be posted in this section. IX. Citizen Commission Vacancies This is an ongoing list of current vacancies for the Citizens Involvement Commissions. Residents are encouraged to apply through the Village Clerk’s Office. F. MOT 25-285 Board and Commission Vacancy Report for November 18, 2025 Overview: This report lists the expected number of members, current number of members seated and number of active vacancies for the Village’s 18 citizen boards and commissions. Citizen Commission Appointments, Reappointments and Chair Appointments Names are forwarded from the Citizens Involvement Commission to the Village Clerk and then forwarded to the Village President for recommendation. If any appointments are ready prior to the meeting, the agenda will be revised to list the names. G. MOT 25-284 A Motion to Consent to the Village President’s Appointment of: Board of Fire and Police - James Gates, Appoint as Member; Board of Health - Kate Odom, Reappoint as Member Overview: Board and Commission Information Board of Fire and Police - The Board of Fire and Police Commission supervises appointment and promotion eligibility lists and holds disciplinary hearings regarding the two departments. Serves the civil service role for public safety employees set out by state statute. Board of Health - The Board of Health is an advisory body to the Director of the Department of Public Health and the Board of Trustees, and as such has authority to make recommendations as to rules, regulations and orders as it may deem necessary for the preservation and improvement of public health and for the prevention and/or suppression of disease. XI. Consent Agenda H. ORD 25-201 An Ordinance Amending Chapter 3 (“Alcoholic Liquor Dealers”) of the Oak Park Village Code to Update and Streamline Various Provisions Pertaining to the Regulation of Local Businesses and Consumption of Alcoholic Beverages Overview: The Liquor Control Review Board is proposing an ordinance to update and streamline various provisions contained in Chapter 3 (“Alcoholic Liquor Dealers”) of the Oak Park Village Code. I. ORD 25-208 An Ordinance Amending Chapter 15 (“Motor Vehicles and Traffic”), Article 1 (“In General”), Section 12 (“Yield Right-of-Way Signs”) of the Oak Park Village Code to Remove Locations for Yield Signs Overview: Section 15-1-12 of Village Code establishes locations for Yield signs. This section of code has not been updated in many years and the majority of the locations where yield signs used to exist have been upgraded to stop signs. ORD 25-209 An Ordinance Establishing All-Way Stops at the Intersection of Clinton Avenue and Lexington Street and Northbound Stops on Belleforte Avenue at Greenfield Street and Forest Avenue at Greenfield Street Overview: As directed by the Village Board at the October 14, 2025 and November 11, 2025 Board Meetings, this Ordinance established all-way stop controls at the Clinton and Lexington intersection as part of a traffic calming petition process and requires northbound traffic on Belleforte Avenue and Forest Avenue to stop at their intersections at Greenfield Street as part of the northwest Oak Park traffic study recommendations. K. RES 25-311 Concur with the Transportation Commission’s Recommendation and Adopt a Resolution to Establish Staff Permit Parking 7:00 A.M. to 4:00 P.M. Monday through Friday, August 15 through June 15 for Staff at Beye Elementary School (230 N. Cuyler Avenue) Overview: The purpose of this agenda item is to request Village Board concurrence with the Transportation Commission’s recommendation to designate limited on-street “Staff Permit Parking” for employees of Beye Elementary School to alleviate staff parking challenges during the academic year. L. RES 25-315 A Resolution Approving a Task Order for Professional Engineering Services with V3 Companies, Ltd. for Topographic Surveys for the 2026 Capital Improvement Projects in an Amount not to exceed $102,000 and Authorizing its Execution Overview: The Engineering Division requested a proposal from V3 Companies to provide topographic surveys for the 2026 capital improvement program locations. Topographic surveys are used as the base for the design for roadway and utility improvement projects. Work includes surveying streets for water and sewer improvement projects and local street resurfacing projects for design and construction in 2026. M. RES 25-322 A Resolution Approving an Amendment to the Collective Bargaining Agreement Between the Village of Oak Park and The Automobile Mechanics’ International Association of Machinists and Aerospace Workers (IAM), AFL-CIO Local 701 for the Period of July 1, 2025, through June 30, 2028, and Authorizing its Execution Overview: On October 14, 2025 the Village Board approved the collective bargaining agreement between with the Automotive Mechanics’ International Association of Machinist and Aerospace Workers (IAM), AFL-CIO Local 701. This is a minor amendment changing the employee evaluation period to align with the contract. N. RES 25-325 A Resolution Authorizing the Execution of a Settlement Agreement in Workers’ Compensation Case Number 24 WC 13593 Overview: It is requested that the Village Board authorize the execution of a settlement agreement in Workers’ Compensation Case Number 24 WC 13593. RES 25-326 A Resolution Authorizing the Purchase of Excess Public Entity Liability Insurance, Excess Workers’ Compensation Insurance, Property Insurance, Crime Coverage, and Cyber Liability for the Village of Oak Park for Fiscal Year 2026 in an Amount Not to Exceed $934,810 Overview: The Resolution authorizes the purchase of excess insurance for amounts over the Village’s self-insured retention amounts for coverage for public entity liability insurance, excess workers’ compensation insurance, property insurance, crime coverage, and cyber liability for fiscal year 2026. P. RES 25-327 A Resolution Approving and Amendment to a Professional Services Agreement with T.Y. Lin International Great Lakes, INC for the Completion of an Electric Shuttle Feasibility Assessment to Change the Amount not to Exceed from $65,732 to $68,130 and Authorizing its Execution Overview: This is a resolution approving and amendment to a professional services agreement with T.Y. Lin International Great Lakes, INC for the completion of an electric shuttle feasibility assessment to change the amount not to exceed from $65,732 to $68,130 and authorizing its execution. Q. RES 25-332 A Resolution Ratifying the Submission of a Grant Application with Metropolitan Mayors Caucus for the Low Income Energy Efficiency Outreach and Engagement Grant in the amount of $25,000 Overview: This is a Resolution ratifying the submission of a grant application with Metropolitan Mayors Caucus for the low income energy efficiency outreach and engagement grant in the amount of $25,000. XII. Regular Agenda R. ORD 25-165 Concur with the Historic Preservation Commission and Adopt an Ordinance Designating 1144 Lake Street as an Oak Park Landmark Overview: The Historic Preservation Commission recommends that the Village Board Adopt an Ordinance authorizing amendment of Chapter 7, Article 9, Section 7 (F) of the Village Code and designate 1144 Lake Street as an Oak Park Landmark. This is a companion item with their Class L request and the redevelopment agreement. RES 25-331 Concur with the Historic Preservation Commission and Adopt a Resolution Supporting and Consenting to Approval of Cook County Class L Classification for the Rehabilitation of the Building Located at 1144 Lake Street, Oak Park, Illinois Overview: Nicholas P. Karris, on behalf of the owner of the Marshal Fields and Company building located at 1144 Lake Street, is applying for a Cook County Class L real estate tax assessment incentive that offers financial benefits to property owners undertaking substantial rehabilitation of landmarked buildings. In order to receive a Class L assessment designation, the municipality in which the real estate is located must, by lawful ordinance or resolution, state (1) that the incentive is necessary for the substantial rehabilitation, (2) that it supports the granting of the incentive, and (3) that it has reviewed and accepted its Preservation Commission’s recommendation of the project. This resolution would provide Village support for the Class L request and is a companion item to the Landmark Designation Ordinance and the attached Economic Incentive Agreement. T. RES 25-321 A Resolution Approving the Expansion of the Business Assistance Grant Program and Grant Guidelines Overview: Staff is proposing the expansion of the Business Assistance Grant Programs to include three (3) new grant programs designed to assist new and existing businesses. U. RES 25-288 Concur with the Housing Programs Advisory Committee's Recommendations and Adopt a Resolution Awarding a Funding Grant Agreement for an Affordable Housing Project Totaling $450,000 from the Housing Trust Fund and Authorizing Execution of the Agreement with the Oak Park Residence Corporation Overview: The Housing Programs Advisory Committee (HPAC) has reviewed an application from the Oak Park Residence Corporation (OPRC) for the Housing Trust Fund and is recommending its approval. V. ID 25-718 Truth in Taxation Public Hearing for the Proposed Tax Year 2025 Property Tax Levy and Determination of Estimated Levy Overview: This is the Village’s annual public hearing for the estimated 2025 Property Tax Levy. The public hearing was originally scheduled for November 11. In order to accommodate a revised schedule for budget and levy consideration and approval, the Village Board continued the public hearing to November 18. W. ID 25-719 Public Hearing on the Fiscal Year 2026 Tentative Annual Budget of the Village of Oak Park Overview: This a public hearing the Village’s FY 2026 tentative annual budget. X. ID 25-721 Review of the 2026 Fiscal Year Budget Overview: This is the first review of the proposed operating budget for Fiscal Year 2026. Staff will be available to review and answer questions on any of the following budgets.
