Walker 3rd Floor Council Chamber By The City of Oklahoma City Office of the City Clerk at 3:50 pm, Jul 31, 2025 INFORMATION ABOUT THE BOND ADVISORY COMMITTEE MEETINGS The Bond Advisory Committee generally meets at 3:00 p.m. in Council Chambers on the third floor of City Hall, 200 N. Walker. The meetings are scheduled on the first Monday of every month unless there is a holiday. A cancellation of a scheduled meeting will be posted with the City Clerk’s Office prior to the meeting date. The meetings are open to the public. The following guidelines are in place for meetings in the Council Chamber at City Hall: only the south entrance to City Hall will be open; air purifying machines have been installed in the Chamber; hand sanitizer machines and disposable face masks will be available. It is the policy of the City to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should contact the Finance Department ADA Coordinators Matt Boggs at 297-2348, or as soon as possible but not later than 48 hours (not including weekends or holidays) before the scheduled meeting. The department will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. If you need an alternate format of the agenda or any information provided at said meeting, please contact one of the ADA department coordinators listed above 48 hours prior to the scheduled meeting. Duties of the Bond Advisory Committee The Bond Advisory Committee shall review requests for allocations or major reallocations of monies in general obligation bond funds and make its recommendations to the Council. Addressing the Committee Citizens may address the Committee during the meeting on any matter that is on the agenda. Citizens may also address the Committee on individual concerns at the end of the agenda under “Citizens to be Heard”. If you know in advance that you wish to address the Committee, you may call the Office of Management and Budget at 297-2257 and provide your name and the subject about which you wish to speak. Citizens to be Heard is not provided as a forum for publicly announced or declared candidates for City public office, and they will not be allowed to speak as Citizens to be Heard. Citizens will not be allowed to campaign on any political issue during the Committee meeting. Comments must concern matters under the Committee’s oversight. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber. The Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Committee, or have any person removed from the Council Chamber, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 3081 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Committee Actions Official action can be taken only on items that appear on the agenda. The Council may adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any agenda item. The Committee may dispose of business on the agenda by recommending approval, denial, deferral or amendment. When additional information is requested, the Committee may also refer items to staff or legal counsel. Location: North Portland Ave (State Highway 74) and West Memorial Road Background: This unlisted project will utilize $685,734.09 of unlisted funds from Proposition No. 1 of the 2017 General Obligation Bond Authorization to satisfy the City of Oklahoma City’s full financial obligation for improvements at the intersection of North Portland Avenue (State Highway 74) and West Memorial Road. This project was a collaborative effort between the City of Oklahoma City and the Oklahoma Turnpike Authority (OTA) to alleviate traffic congestion and improve safety at this key intersection. As part of the improvements, two Texas Turnarounds were installed to enhance traffic flow and reduce delays. Although the City initially committed $650,000 toward the project, construction costs increased significantly due to rising material prices following the COVID-19 pandemic. Location: Southwest 15th Street and South MacArthur Boulevard Background: This unlisted project will utilize $250,000 in unlisted funds from Proposition No. 1 of the 2017 General Obligation Bond Authorization to address significant street damage along Southwest 15th Street, just west of South MacArthur Boulevard. As part of this street improvement project, repairs will also be made to the stormwater drainage infrastructure that was compromised in the affected area. These improvements will restore the structural integrity of the roadway, ensure proper drainage functionality, and enhance long-term safety and reliability for the traveling public. This project is expected to begin construction Summer 2025 and be completed by Fall 2025.
