Receive Financial Report for the Financial Report for the Ten Months Ended April 30, 2025, and 2024 4. Ratify and Approve Payment of Claims and Invoices 5. Consider and Approve FTZ Grantee Operator Zone Site Agreement (the “Agreement”) by and between the Port Authority of the Greater Oklahoma City Area and Phillips 66 Company (the “Company”) for the purpose of designating a portion of the Company’s Ponca City Refinery as Foreign-Trade Zone No. 106 6. Consider and Approve the First Amendment to Master Services Agreement by and between Ernst & Young, LLP (“EY”) and the Port Authority of the Greater Oklahoma City Area for the purpose of increasing the approved total of professional fees that may be paid to EY to $32,000 from the previously approved $25,000. 7.
