Residents may also address the Council on individual concerns not listed on the agenda by signing up to speak under the “Citizens to be Heard” item, which appears at the end of the agenda. Declared candidates for a position on the City Council may not speak regarding their candidacy, nor may any speaker campaign in favor of or against an item that has already been placed on a ballot for consideration by the voters of Oklahoma City.
