Participant Instructions
The Central Oklahoma Transit and Parking Authority (COTPA) meets the first Friday of the month at
9:00 a.m.in City Hall unless prior notice of a change is posted. Parking is available at the Sheridan
Walker Parking Garage (501 West Sheridan) and the Arts District Garage (431 W. Main).
It is the policy of the City to ensure that communications with participants and members of the public
with disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should contact the ADA department coordinator at (405) 297-3705 as soon as
possible but not later than 48 hours (not including weekends or holidays) before the scheduled meeting.
The department will give primary consideration to the choice of auxiliary aid or service requested by the
individual with disability. If you need an alternate format of the agenda or any information provided at
said meeting, please contact the ADA department coordinator listed above 48 hours prior to the scheduled
meeting.
Addressing the Trust
Residents may address Trustees on certain items by signing up to speak and providing the
agenda item number, their reason for appearing and their address, but all comments must be
relevant to the item. The Chairperson or presiding trustee may in his or her discretion prohibit a
person from addressing the COTPA, or have any person removed from the Council Chamber, if
that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is
not limited to, any of the following: speaking without being recognized by the Chairperson or
presiding trustee; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply
with the lawful instructions of the Chairperson or presiding trustee; engaging in other conduct,
activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct
that is “violent, threatening, abusive, obscene, or jeopardizes the safety of self or others”. A
person may also be subject to arrest and removal from the Municipal Building for violation of
Oklahoma City Municipal Code 2020, § 30-81 – Disorderly conduct and/or violation of Okla.
Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting State Business, Agency
Operations or Employees.
Residents may not address the COTPA regarding items from “Items from Chairperson, “Items from
Trustees” (except for items listed for a vote or if asked for comments by a Trustee). Residents may also
address the COTPA on individual concerns, included on the listed exceptions, at the beginning of the
agenda under “Residents to be Heard.” Residents to be Heard is not provided as a forum for publicly
announced or declared candidates for City public office, and they will not be allowed to speak as
Residents to be Heard. Residents will not be allowed to campaign on any political issue during the
meeting. Comments must concern COTPA services or policies. Please fill out a "Request to be Heard"
form located outside the Chambers. Please return this form to the Trust. PLEASE LIMIT YOUR
COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairperson or
presiding trustee shall constitute grounds for removal from the Council Chamber. Residents who wish to
be listed on the agenda for comments to COTPA call the Administrative Coordinator at (405) 297-
2484 before 4 p.m. on the Tuesday prior to the next COTPA meeting. Persons so listed on the agenda for
comments to COTPA are subject to the same restrictions listed above. Persons may use City computer to
make presentations to COTPA only if requested to do so by the Chairperson, a Trustee, or the
Administrator and the device containing the presentation is provided to the Administrative
Coordinator three business days in advance.
Trust Actions
Official action can be taken only on items which appear on the agenda. The Trust may adopt, amend,
approve, defer, deny, ratify, recommend, strike, or continue any agenda item. When more information is
needed to act on an item, the Trust may refer the matter to the Administrator or the Assistant Municipal
Counselor. The Trust may also refer items to standing committees of the Trust or to a board or
commission for additional study. Under certain circumstances, items are deferred to a specific later date
or stricken from the agenda entirely.
Consent Docket/Television Coverage
Items listed under "Consent Docket" are usually approved as a group with the proper motion from a
member of COTPA. Members of COTPA may request discussion or separate action on any item on the
Consent Docket.

Oklahoma Transportation and Parking Authority for cost share matching for
senior non-emergency medical transportation services for residents of Moore,
estimated total cost $15,000, estimated total revenue $15,000, retroactive to
July 1, 2025 through June 30, 2026.
B. Approve the Lease Agreement with REHCO Downtown Development, LLC
for surface lot parking, estimated amount of $348,050
C. Approve Renewal No. 1 of the Professional Service Agreements with
Cummins Southern Plains LLC (COTPA 22040125), and Holt Truck Centers
of Oklahoma LLC (COTPA 22040225), for Cummins OEM engines, parts,
and services, estimated annual cost $750,000 October 7, 2025 through
October 6, 2026.
D. Approve Amendment No. 1 and Renewal No. 1 of the Professional Service
Agreements with OCHS Inc. (Securian Financial and Madison National Life
Insurance Company, Inc.) to provide employee life and short-term disability
benefits to eligible full-time Central Oklahoma Transportation and Parking
Authority employees, estimated annual cost $250,000, January 1, 2026
through December 31, 2027.
E. Approve Renewal No.2 with Tolar Manufacturing Company Inc. (COTPA
BVB202018_24) for additional bus stop amenities, estimated annual cost of
$2,100,000, October 3, 2025 through October 2, 2026.
F. Renewal No. 2 of Professional Service Agreement with Dewitt Investments
LLC DBA Elite Protection Services, an Oklahoma Corporation (COTPA-21-
065-25), to provide fare inspection and security services, estimated annual
cost $700,000, October 4,2025 through October 3, 2026.
G. Resolution ratifying the freezing of certain Central Oklahoma Transportation
and Parking Authority (COTPA) defined contribution plans and authorizing
the COTPA Administrator and/or the Human Resources Manager, to (a)
merge the COTPA plan (“COTPA MPP”) into the money purchase plan and
trust, open plan sponsored by the City of Oklahoma City, subject to the
approval of the Oklahoma City Deferred Compensation Board and (b) merge
the COTPA 457 deferred compensation plans into the respective 457 plan of
the City of Oklahoma City, subject to the approval of the Oklahoma City
Deferred Compensation Board.
H. Approve Renewal No. 2 and Amendment No. 1 of Interlocal Agreement
between the Oklahoma Department of Human Services (“OKDHS”) for the
continuation of the Climb Ride Program estimated cost $371,643, estimated
revenue $371,643. retroactive to July 1, 2025 through June 30, 2026.

A. Approve Amendment No. 1 of the Memorandum of Understanding with the
Regional Transportation Authority of Central Oklahoma for Interim
Administrative Services.
B. Adopt a Resolution of Program of Projects for the Federal Fiscal Year 2022
and Federal Fiscal Year 2023 Section 5310 Program Funding for Seniors and
Individuals with Disabilities for the Oklahoma City Urbanized Area.
C. Approve Mutual Termination of Lease with the Oklahoma Humanities
Council, Inc. for premises located at 424 Colcord Drive, Suite E, Oklahoma
City, Oklahoma 73102, retroactively effective July 31, 2025.
D. Approve Amendment No. 1 and Change Order No.1 with Terra Construction
LLC, Project MB-1710, EMBARK Parking Garage Inspections & Repairs,
various locations, cost increase of $43,036.90.

Approve the Professional Services Agreement with The Goodyear Tire &
Rubber Company for tire leasing on a mileage basis, including related on-
site tire service and support, at an estimated annual cost of $422,642.45, for
the term of August 1, 2025, through July 31, 2030.
F. Approve the Professional Services Agreement with Woodridge Enterprises,
LLC dba Stratus Building Solutions to provide clean and well-maintained
streetcars and facilities, estimated annual cost $198,000, September 5, 2025
through September 4, 2028.
G. Approve Amendment No. 1 and Change Order No. 2 with CADE
Construction, Project MB-1716 EMBARK Administration Building
Renovations, cost increase of $51,925.56.
H. Approve the Agreement and Adopt the Resolution for Sole Source
Agreement with Brookville Equipment Corporation to be the sole source
provider for the purchase of supplies, replacement parts, and batteries for the
Oklahoma Streetcar, estimated cost for fiscal year 2026 $1,856,902,
September 5, 2025 through September 4, 2030.
