Participant Instructions
The following safety guidelines are in place during the COVID19 pandemic for meetings in the Council
Chamber at City Hall: face coverings are required throughout the building (disposable face masks will
be available); only the south entrance to City Hall will be open; temperature checks will be required
upon entry; meeting attendees are required to sign a log for contact tracing purposes; Chamber doors
will be marked “entrance” and “exit”; air purifying machines will be in the Chamber; hand sanitizer
machines will be available; seating for up to 33 people will be available in the Chamber; up to 3 people
can sit in an open pew (family groups may sit together and exceed the limit of 3 people per pew); if
needed, overflow seating will be available on the 3rd and 2nd floor lobbies; and the Chamber will be
cleaned and sanitized daily.
Citizens may address the Committee on certain items by signing up to speak and providing the agenda

item number and reason for appearing, but all comments must be relevant to the item. The Chairperson
or presiding officer may in his or her discretion prohibit a person from addressing the Committee, or
have any person removed from the meeting location, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by
the Chairperson or presiding officer; continuing to speak after notice that the speaker’s allotted time has
expired; presenting comments or material not relevant to the item under discussion; failing to comply
with the lawful instructions of the Chairperson or presiding officer; engaging in other conduct, activity or
speech that delays, disrupts or interferes with the effective or timely conduct of the meeting. A person
may also be subject to arrest and removal from the building if he or she violates Oklahoma City
Municipal Code 2020, § 3081 – Disorderly conduct.
It is the policy of COTPA Pension Plan Committee to ensure communication with participants and
members of the public with disabilities are as effective as communications with others. Anyone with a
disability that would like to participate in the meeting but requires an accommodation, modification of
policies/procedures, auxiliary aid or service, or an alternate format of the agenda/information provided

A. Discussion and consideration of an action regarding recommendations by the
Actuary and Human Resources Manager, that USI complete an experience study
and what effects a change to the Discount Rate would have on the plan if the
Benefit Multiplier were increased by $3 or $5 per year with an 3% increase to
retiree benefits on the Funded Ratio.
5. Receive Investment Report
A. Presentation of the investment review and discuss and consider an action regarding
recommendations as presented by the Investment Fund Manager.
6. Ratify Application for Normal Retirement
A. Ratification of Application(s) for Retirement of Vested Member(s) and/or
contingent pensioners of the COTPA Pension Plan.
7. Receive Pensioners Benefits Termination
A. Ratification of SingleSum Refunds for Terminated NonVested Members of the
COTPA Pension Plan.
8. Ratify Vendor Claims
