PARTICIPANT INSTRUCTIONS
Free parking is available at the Sheridan-Walker Parking Garage (501 West Sheridan Ave,
northwest corner of Sheridan and Walker, immediately north of John Rex School) and the Arts
Garage at 431 W. Main St., south of City Hall. Parking tickets must be validated by City staff
before or after the meeting.
It is the policy of the City to ensure that communications with participants and members of the
public with disabilities are as effective as communications with others. Anyone with a
disability who requires an accommodation, a modification of policies or procedures, or an
auxiliary aid or service, or alternate format of the agenda in order to participate in this meeting
should contact the ADA Coordinator of the Planning Department at (405) 297-2406 as soon as
possible but not later than 48 hours (not including weekends or holidays) before the scheduled
meeting. The Planning Department will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternate format of the
agenda or any information provided at said meeting, please contact the ADA department
coordinator listed above 48 hours prior to the scheduled meeting.
ADDRESSING THE COMMISSION
Citizens may address the Commission on agenda items by responding to Chair’s call for
speakers during discussion on each item. All comments must be relevant to the item. The Chair
or presiding officer may in his or her discretion prohibit a person from addressing the
Commission and/or remove that person from the Council Chambers, if that person commits
any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of
the following: speaking without being recognized by the Chair or presiding officer; continuing
to speak after notice that the speaker’s allotted time has expired; presenting comments or
material not relevant to the item under discussion; failing to comply with the lawful
instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that
delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent,
threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may
also be subject to arrest and removal from the Municipal Building for violation of Oklahoma
City Municipal Code 2020, §30-81- Disorderly conduct and/or violation of Okla. Stat. tit.
21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency
Operations or Employees. Please limit your comments to three minutes.
COMMISSION ACTIONS
Official Action can only be taken on items which appear on the Agenda. The Downtown
Design Commission may adopt, approve, deny, defer, recommend, amend, strike or continue
any Agenda item. When more information is needed to act on an item, the Downtown Design
Commission may refer the matter to Planning Department staff. All items are either approved,
denied, continued to a specific later date, or stricken from the Agenda entirely.

A. BCA-25-00004 at 4 E Sheridan Avenue (Bricktown). Consideration and
possible action on a recommendation to the Board of Adjustment regarding a
request for a variance from the maximum attached wall sign area limit.
B. BCA-25-00005 at 4 E Sheridan Avenue (Bricktown). Application by James
Potts, NAI Red, for Don Karchmer, Bricktown Ventures III, LLC, to: 1) Paint
a 240 square foot attached wall sign over a previously restored “ghost” sign
near the top of the west elevation (Variance required from the maximum
allowed attached wall sign area).

house clad with stucco (flint in color), with balcony, roof top deck and
alley access garage with glass panel garage door; 2) Install building
mounted lighting; 3) Install street trees; and 4) Install 6’ tall metal fence.
2. DTCA-25-00035 R1 at 428 W California Avenue (DBD). Application
by Laura Silverio, TAP Architecture, for Melinda Mcmillan-Miller,
Director, City of Oklahoma City Parks & Recreation Department, to:
Remove north/main entrance double door, adjacent windows and
frames, and install new double glass door and adjacent windows.
3. DTCA-25-00036 at 427 SW 13th Street (DTD-2). Application by

5. DTCA-25-00059 at 426 NW 5th Street (DBD). Application by

front yard fence on top of existing brick masonry planter wall, with two
walk gates.
6. DTCA-25-00060 at 501 Couch Drive (DBD). Application by Scott
Brelsford, ADG Blatt, for Doug Stussi, Manager, 501 Couch Drive,
LLC/OKC Philharmonic, to: 1) Repair stucco and stone; and 2) Remove
existing set-in glass entrance and storefront, and install new storefront
with double doors to be flush with south facade of building.
7. DTCA-25-00062 at 508 South EK Gaylord Blvd Unit SC (DBD).
Application by Amy Thomas, Network Connex, for Zachary James,
Verizon Wireless, to: Install 38 ft tall silver metal small cell pole in the
streetscape (overall height with equipment 41 ft.).
