PARTICIPANT INSTRUCTIONS
Free parking is available at the Sheridan-Walker Parking Garage (501 West Sheridan Ave,
northwest corner of Sheridan and Walker, immediately north of John Rex School) and the Arts
Garage at 431 W. Main St., south of City Hall. Parking tickets must be validated by City staff
before or after the meeting.
It is the policy of the City to ensure that communications with participants and members of the
public with disabilities are as effective as communications with others. Anyone with a
disability who requires an accommodation, a modification of policies or procedures, or an
auxiliary aid or service, or alternate format of the agenda in order to participate in this meeting
should contact the ADA Coordinator of the Planning Department at (405) 297-2406 as soon as
possible but not later than 48 hours (not including weekends or holidays) before the scheduled
meeting. The Planning Department will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternate format of the

ADDRESSING THE COMMISSION
Citizens may address the Commission on agenda items by responding to Chair’s call for
speakers during discussion on each item. All comments must be relevant to the item. The Chair
or presiding officer may in his or her discretion prohibit a person from addressing the
Commission and/or remove that person from the Council Chambers, if that person commits
any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of
the following: speaking without being recognized by the Chair or presiding officer; continuing
to speak after notice that the speaker’s allotted time has expired; presenting comments or
material not relevant to the item under discussion; failing to comply with the lawful
instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that
delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent,
threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may
also be subject to arrest and removal from the Municipal Building for violation of Oklahoma
City Municipal Code 2020, §30-81- Disorderly conduct and/or violation of Okla. Stat. tit.
21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency
Operations or Employees. Please limit your comments to three minutes.
COMMISSION ACTIONS
Official Action can only be taken on items which appear on the Agenda. The Downtown
Design Commission may adopt, approve, deny, defer, recommend, amend, strike or continue
any Agenda item. When more information is needed to act on an item, the Downtown Design
Commission may refer the matter to Planning Department staff. All items are either approved,
denied, continued to a specific later date, or stricken from the Agenda entirely.

B. DTCA-25-00079 Part 1 at 620 N Harvey Avenue (DBD). Application by
Ben DeCuyper, Butzer Architects and Urbanism, for Kari Watkins,
Oklahoma City National Memorial and Museum, to: 1. Demolition: a.
Demolish portions of awning on west and south façades; b. Demolish 5
windows on the 2nd floor and infill with masonry; c. Demolish portion of
concrete low wall; d. Demolish portions of the on-site sidewalks; e. Remove
railings and trash cans; f. Remove and relocate: landscaping, bollards,
benches, sandstone slabs, and Vermont slate for children’s area; g. Remove

along Flaming Lips Alley and the east side of the ballpark; and 2)
Construct new eight-foot tall horizontal slat cedar plank fence with

2. DTCA-23-00042 E1 at 520 W Main Street (DBD). Application by
Marcelo D Aramendi, Infiniti Living 1, LLC, to extend the term of the
Certificate of Approval.
3. DTCA-24-00020 (R1) at 431 NW 10th Street & 1100 N Walker
Avenue (DBD). Application by Brian Fitzsimmons, Fitzsimmons
Architects, for Chris Fleming, Brown's Bakery, to: Revise landscaping
and fencing, and reduce number of angled on-street parking spaces.
4. DTCA-25-00049 at 400 SW 13th Street (DTD-2). Application by Tony
Say, Viking Real Estate, to: 1) Construct two-story house clad with
brick, with attached wall lighting, with rear entry/alley access garage
and concrete parking pad; 2) Construct 6’ cedar fence; 3) Construct 5’
city sidewalk; and 4) Install landscaping, including street tree.
5. DTCA-25-00058 at 1101 N Broadway Avenue (DBD). Application by
Ricardo Alcantara, 405 Signs, for Chris Fleming, Midtown 1101
Broadway, LLC, to: Install projecting sign at southwest corner of the
building, on the south/10th St facade, Stewart Title.
6. DTCA-25-00064 at 1212 Classen Drive (DTD-1). Application by
Joshua Linhardt, Barrett L Williamson Architects, for C. Jarrod Rogers,
Villa Teresa Opportunity Zone Investments LP, to: Renovate Lowrey
House 1) Remove: asphalt and concrete drive; concrete walk; fire
escape stairs and associated landing, columns and concrete step; metal
canopy roofing and flashing; metal chimney vent caps; and front (south)
elevation wall sconces; 2) Remove vinyl windows and install new
aluminum-clad wood windows; 3) Remove non-original doors at the
northeast, back corner of the house and the second-floor fire escape, and
convert/reduce openings for windows, infill wall and apply finish to
match original stucco, and install aluminum-clad wood windows; 4)
Remove door at center north entrance and replace with new 15 light
door; 5) Remove retaining wall on south property line and reconstruct
with concrete and salvaged brick veneer and salvaged stone column
caps; 6) Remove front porch and reconstruct with concrete and salvaged
brick veneer; 7) Remove non-original back (north) porches and
associated steps, guard rails and walls, and construct new back (north)
porch and steps of concrete with salvaged brick veneer and painted cast
iron guard and handrails; 8) Remove existing AC condensers and install
new HVAC condensers on the east side of the building; 9) Remove non-
original red roof tiles and replace with green roof tiles to match original;
10) Construct concrete driveway with drive and pedestrian ramp
connection to the adjacent parking lot and driveway; 11) Construct

accessible wheelchair lift on the east side of the new back (north) porch;
13) Install 3’6” tall wood fence; and 14) Install lights in the canopy of

7. DTCA-25-00065 at 1216 Classen Drive (DTD-1). Application by
Joshua Linhardt, Barrett L Williamson Architects, for C Jarrod Rogers,
Villa Teresa Opportunity Zone Investments LP, to: 1) Renovate Villa
Teresa School building and site: a. Remove portion of concrete
driveways and sidewalks, concrete planter, curbs, vinyl siding, damaged
wood trim and siding, attic vents, and “School” letters on south façade;
b. Remove portions of the hipped roof and the west-facing gabled roof;
c. Remove roof hatch and in-fill opening, and construct new roof hatch
opening and install new roof access hatch; d. Remove east entrance door
and install new wood, half-light door; e. Remove window louvers and
cast stone sills on west façade and in-fill openings with matching brick;
f. Remove window, louver above and portions of the brick around the
window opening to create a door opening, and in-fill excess opening
with matching brick as needed; g. Remove double window and portions
of brick around the window opening to create door opening for access to
new roof deck, and install door; h. Repair one-story roof, install roof
deck and install metal guard rails; i. Construct brick gable with window;
j. Construct stair enclosure clad in brick veneer with aluminum clad
wood window; k. Construct roof deck vestibule between the second-
floor hall and the new rooftop deck, clad in brick veneer with a flat
single-ply membrane roof, with salvaged windows and wood, half-light
door; l. Construct metal fire escape stair of painted steel with steel hand
and guard rails; m. Install aluminum-clad wood-fixed skylights on the
east and west sides of the roof; n. Construct elevator penthouse clad in

Remove window on the west wall of the carriage house and remove
portions of the brick below the window opening to create a door
opening and install wood, half-light pedestrian door; b. Remove existing
door on west façade, widen opening and install new door; c. Remove
existing door on south facade and install new door; 2. Anderson 2
House: a. Remove northern portions of the west concrete and asphalt
drive; b. Remove part of the sidewalk from the west driveway towards
the front entrance; c. Remove concrete sidewalks adjacent to the north
property line, sidewalks to the carriage house, a concrete slab north of
the west driveway, the asphalt playground, concrete curbs and the
sidewalks connecting these features; d. Remove chain link fencing; e.

brick veneer with flat roof; i. Remove metal fire escape steps, landing
and slide on the north elevation; j. Remove cloth awning and metal
frame from the back entrance; k. Construct concrete stair behind the
house’s west wing to provide access to a new entry door; l. Remove
portions of the roof, gutter, fascia, and brick and construct roof dormer
of brick veneer with clay roof tiles on the back (north) side of the
existing roof and install wood half-light door with nine lights, and
construct metal fire escape stair; m. Construct metal fire escape stair
north of the house; n. Install brick patio deck with a concrete accessible
ramp at the back (north) entrance; o. Construct concrete walkways and
two firepits; p. Install new wood fencing and new wrought iron fencing;
3. Villa Teresa Pool House and pool: a. Construct pool house clad in
brick veneer, with wood-framed side-gabled roof with clay roof tiles,
wood columns, aluminum-clad fixed windows with frosted,
polycarbonate glazing, hollow metal doors and frames, and can lights
and pendant lights; and b. Construct concrete pool and concrete pool

9. DTCA-25-00075 at 321 SW 14th Street (DTD-2). Application by Gary
Randolph, Randolph Design + Build, for Max Atkinson, Max Atkinson,
to: 1) Construct 3-story house with rooftop terrace with hot tub, clad
with brick, with attached wall lighting, rear entry/alley access garage
with black steel garage doors and concrete parking pad; 2) Construct
poured-in-place 6’ tall concrete fence; 3) Construct shadow box cedar
mechanical screens; 4) Construct 5' city sidewalk; 5) Construct concrete

10. DTCA-25-00076 at 11 NW 8th Street (DBD). Application by JP Craig,
Lingo Construction, for Steve Mason, Mason Realty Investors, to: 1.
Remove existing steel frame windows; 2. Remove existing overhead
doors, frame and track; 3. Remove portion of existing brick wall below
existing window opening on south facade of east building to create door
opening; 4. Remove portions of concrete; 5. Remove man door on east
facade; 6. Install new overhead doors in existing openings on south
facade of east building; 7. Install new windows in existing openings; 8.
