INFORMATION ABOUT AIRPORT TRUST MEETINGS
The Oklahoma City Airport Trust (“Trust”) encourages participation in the public meeting from the
residents of Oklahoma City. Unless otherwise posted, the Trust generally meets at 9:00 a.m. in Council
Chambers at City Hall on the fourth Thursday of each month except in November and December when it
meets the third Thursday of the month at 8:30 a.m. To confirm meeting dates, call (405) 316-3228.
Accommodations
It is the policy of the Trust to ensure the communications with participants and members of the public
with disabilities or those with limited English proficiency are as effective as communications with others.
Anyone with a disability, as defined in the Americans with Disabilities Act, a limited English proficiency,
or in need of an alternate format of the agenda or any information provided at the meeting, an auxiliary
aid, or another specialized service such as a sign language, or language, interpreter in order to participate
in this meeting, should contact the Department of Airports at (405) 316-3228 no later than twenty-four
(24) hours (not including weekends or holidays) before the scheduled meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address. All comments must be relevant to the item. The
Chairperson or presiding officer may, in his or her discretion, prohibit a person from addressing the Trust,
or have any person removed from the Council Chamber, if that person commits any disorderly or
disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking
without being recognized by the Chairperson or presiding officer; continuing to speak after notice that the
speaker’s allotted time has expired; presenting comments or material not relevant to the item under
discussion; failing to comply with the lawful instructions of the Chairperson or presiding officer; or
engaging in other conduct, activity, or speech that disrupts the business of the Trust. Pursuant to 21
O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or
jeopardizing the safety of self or others”. A person may also be subject to arrest and removal from the
Municipal Building for violation of Oklahoma City Municipal Code 2020, §30-81 Disorderly conduct
and/or for violation of 21 O.S. §280-Willfully Disturbing, Interfering With or Disrupting State Business,
Agency Operations or Employees.
Citizens who have signed up to speak may address the Trust on any agenda item, except those agenda
items falling into the exceptions identified below, or under the “Citizens to be Heard.” Citizens may not
address the Trust regarding items under “Director Reports” or “Items from Trustees” (except for items
listed for a vote or if asked for comments from a Trustee). Citizens to be Heard is not provided as a
forum to announce a candidacy for public office, or a forum for any previously announced public
candidates or citizen to campaign on any political issue during the Trust’s meeting. Comments must
concern Trust services, policies, facilities, or items on the agenda.
Citizens who wish to be recognized for comments to Trust are encouraged to call the Department of
Airports at (405) 316-3228, twenty-four (24) hours prior to the Trust meeting, but citizens may also sign
up to speak at the meeting. Any person addressing the Trust shall have up to three (3) minutes to speak
unless additional time is granted by the presiding Chair.
Trust Actions
The Trust can take official action on items that appear on the agenda. At the time action is taken, the Trust
may elect to act as stated on the agenda or to alternatively dispose of any agenda item by otherwise
adopting, approving, ratifying, denying, deferring, amending, modifying, recommending, or continuing
the item listed on the agenda. When more information is needed to act on an item, the Trust may elect to
refer the matter to the Airport Director or any of the Trust’s assigned Municipal Counselors. The Trust
may also elect to refer items to a committee of the Trust, to a board or commission, or to an independent
consultant for additional study. Under certain circumstances, items may be stricken from the agenda
entirely.
Items listed under each category in this agenda are usually approved as a group or section upon motion
from a Trustee. Trustees, staff, or citizens may request discussion or separate action on any item on the
agenda.

Contract to Alva Roofing Co., Project No. OCAT OKC 2514, MMAC Hangar
9 Roof Replacement, Mike Monroney Aeronautical Center,
$2,600,000, and approving the contract and bonds.
C. Lease Agreement with the United States of America, by and through the U.S.
Department of Homeland Security, U.S. Customs and Border Protection, to
lease certain premises to support international flights, September 22, 2025
through September 21, 2026.
D. Airport Use Agreement with ARINC Incorporated, to install, operate, and
maintain communication equipment and provide air and ground
communications to aircraft, retroactive to July 1, 2025 through June 30, 2030.

ConRAC Shuttle Bus Operations and Maintenance Agreement with Transdev
Services, Inc., first contract year estimated cost $2,470,580, retroactive to
October 1, 2024 through September 30, 2029.
G. Ratifying the Director of Airports and approving Change Order No. 2 to the
Construction Contract with Globe Construction Co., Project No. OCAT
WRWA 2424, Baggage Claim Units Replacement, increase of $6,479.
H. Amendment No. 3 to the Professional Services Contract for engineering
services with Allford Hall Monaghan Morris LLC, Project No. OCAT
WRWA 2427, New Parking Garage, increase of $1,723,950.
I. Memorandum of Agreement with Duit Construction Co. Inc., Project No.
OCAT WRWA 2402, Reconstruct Terminal Apron South Gates – Phase I, and

Access and Revenue Control System software upgrade and initial licenses

R. Resolution authorizing Change Order No. 4 for Standard Testing &
Engineering, LLC, to perform quality assurance testing associated with
Project No. OCAT WRWA 2433, Hangar 4 Construction Management at
Risk Services, utilizing The City of Oklahoma City Contract No. MC-0742-
G, Engineering and Testing Services, estimated cost $5,000.
S. Resolution ratifying the Director of Airports and approving the rental and
purchase of services to install a temporary chiller from Jackson Mechanical
Service, Inc., for Thomas P. Stafford Building, Mike Monroney Aeronautical
Center, utilizing The City of Oklahoma City Contract Pricing Agreement No.
C246033, estimated cost $180,565.
T. Receive Terminal Area Master Plan Executive Summary Report.
V. Wiley Post Airport
A. Construction Agreement and Lease Agreement with N962H LLC, to lease
certain premises for the construction and operation of a corporate hangar,
estimated revenue for the primary term $214,244.40, September 1, 2025
through August 31, 2045.
B. Ratifying and approving Addendum No. 1, RFP-OCAT-2502, Request for
Proposals for Real Estate Brokerage Services, and awarding the Broker
Service Agreement to NAI Red, Inc., August 29, 2025 through August 28,
2028.
C. Amendment No. 5 to the Construction Contract with T.J. Campbell
Construction Co., Project No. OCAT WPA 2419, Drainage Improvements –
Phase 1, increase of $21,981 and 15 calendar days.
D. Amendment No. 6 to the Construction Contract with Duit Construction Co.,
Inc., Project No. OCAT WPA 2316, Widen Runway 17R/35L to 100 Feet and
Improve Drainage Structures, decrease of $54,746.40; and ratifying the
Director of Airports and approving Substantial Completion.
E. Lease and Operations Agreement with PWA FBO LLC, to lease certain
premises for the purpose of operating its Fixed Base Operations and
Specialized Aviation Services Operations, estimated revenue for the primary
term $2,123,437, October 1, 2025 through September 30, 2030.
VI. General
A. Audit Contract with Allen, Gibbs, & Houlik L.C., for the performance of the
Fiscal Year 2024-2025 annual audit, not to exceed $50,017, effective August
28, 2025.
B. Amendment No. 1 to the Annual Maintenance Contract with Diversified
Construction of Oklahoma, Inc., for Project No. OCAT GEN 2524, Annual

not-to-exceed amount for the initial term.
C. Amendment No. 1 to the Professional Services Contract with ENERCON

Environmental Compliance Services Contract, retroactive to July 25, 2025
through July 24, 2026.
D. Amendment No. 2 to the Professional Services Contract with Freese and
Nichols, Inc., for Project No. OCAT GEN 2415, On-Call Multi-Year
Environmental Compliance Services, retroactive to August 1, 2025 through
July 31, 2026.
E. Amendment No. 2 to the Professional Services Agreement for Security
Guard Service with TriCorps Security, Inc., exercising the first Option Period
and amending the Annual Management Fee, September 1, 2025 through
August 31, 2026.
F. Resolution authorizing the purchase of janitorial supplies from Brady
Industries, LLC dba BradyPlus, utilizing The City of Oklahoma City
Contract COKC02009, estimated cost $350,000, retroactive to July 1, 2025
through June 30, 2026.
G. Resolution ratifying the Director of Airports and approving a Financial
Reporting Software Subscription and Support Services Contract with
FORVIS MAZARS, LLP, estimated cost $4,000.
VII. Clarence E. Page Airport
A. Assignment and Assumption Agreement with D & J Land LLC and D & D
Design Manufacturing Inc., for Block 4, Lot 7 Lease Agreement as a hangar
site for the storage of a privately owned aircraft, effective August 28, 2025
through December 31, 2026.
B. Ratifying and approving Addendum No. 1; awarding the Construction
Contract to Rudy Construction Co., Project No. OCAT RCE 2533, Extend
Future Hangar Development Taxilane, $292,500; and approving the contract
and bonds.
C. Amendment No. 1 to the Lease and Operations Agreement with Legacy
Aviation Services, Inc. to lease Hanger 4D to support their Fixed Base
Operations and Specialized Airport Service Operations, estimated revenue
for the primary term $21,614.28, September 1, 2025 through February 28,
2026.
VIII. Easements
A. Avigation and Hazard Easement be accepted by The City of Oklahoma City
and the Oklahoma City Airport Trust from Scott Webb and Alexandra Webb,
12900 South Rockwell Avenue. OKC Will Rogers International Airport.

right of way for fiber lines and utilities along Air Cargo Road. OKC Will
