MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 or TDD (405) 297-2020 at least 48 hours in advance
(not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternative format of the agenda, or
any information provided at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Safety Guidelines
The following safety guidelines are in place during the COVID-19 pandemic for meetings in the Council
Chamber at City Hall: face coverings are strongly recommended throughout the building (disposable face
masks will be available); only the south entrance to City Hall will be open; air purifying machines will be in
the Chamber; hand sanitizer machines will be available; and the Chamber will be cleaned and sanitized
daily.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens will be limited to
three minutes to speak to the Trust.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

relocation, Interstate 40 and South Douglas Boulevard.
C. Utility Relocation Agreements with the Oklahoma Department of Transportation,
State Project NHPPI-4000 (050) UT, Job Piece 28992, highway improvements,
Projects WC-1034, waterline relocation, and SC-1100, sanitary sewer relocation,
Interstate 40 and South Douglas Boulevard.
D. Ratifying and approving Addendum No. 1; awarding a contract to Southwest
Water Works, LLC, Project WC-0835, waterline replacement, Western Avenue
to Sage Avenue from SW 47th Street to SW 49th Street and McKinley Avenue to
Douglas Avenue from NW 10th Street to NW 11th Street, $3,564,540; and
approving the contract and bonds.

F. Renewal of the Joint Agreement with The City of Oklahoma City and the Center
for Employment Opportunities, Inc. (SS23-C239002), to provide two Center for
Employment Opportunities work crews, estimated cost $400,000 (OCWUT
estimated cost $200,000), July 1, 2022, through June 30, 2023.
G. Renewal of the Pricing Agreement with Parathon Construction, LLC
(R23-C199011) driveway, sidewalk, and mailbox replacement services, July 31,
2022, through July 30, 2023, estimated cost $1,400,000.
H. Renewal of the Pricing Agreement with GreenShade Trees, Inc. (R23-C199012),
landscaping restoration services, July 31, 2022, through July 30, 2023, estimated
annual cost $600,000.
I. Amendment No. 2 revising the construction contract with Archer Western
Construction, LLC, Project WT-0250-1, filter influent flume rehabilitation, Draper
Water Treatment Plant, decrease of $27,930; and accepting the project and
placing the maintenance bond into effect.

J. Resolution authorizing the sole source purchase of meter locks, keys, and seals
from Inner-Tite Corp. (SS23-C239005), July 1, 2022, through June 30, 2023,
estimated cost $75,000.
K. Amendment No. 2 to the Services Agreement with The City of Oklahoma City for
the Parks and Recreation Department, (AC-17-0061-MA), to provide ground
maintenance, mowing, snow and ice treatment, and litter removal services on
Oklahoma City Water Utilities Trust properties, July 1, 2022, through June 30,
2027, estimated annual increase of $53,630, for a total estimated annual cost of
$1,384,103.
L. Confidentiality Agreement (C229028), with Jacobs Engineering Group Inc. and
The City of Oklahoma City for the purpose of negotiating terms of a Professional
Services Agreement (C239004), risk and resilience assessments, emergency
response plan, and business continuity plan project.
M. 1. Recommend The City of Oklahoma City accept a permanent easement,
Project SC-1030, sanitary sewer rehabilitation, NW 63rd Street to NW 60th
Street from Colony Lane to Barnes Avenue; and
2. Authorize payment of claim, $48,000.
N. Accept a permanent easement from The City of Oklahoma City, Project WC-
0619, Metro Well System waterline replacement, SE 4th Street to SE 15th Street
from Eastern Avenue to Eckroat Street.

A. Ratifying and approving Addenda Nos. 1 and 2; awarding a contract to Oscar
Renda Contracting, Inc., Project WC-0871, Atoka raw water pipeline, Atoka
Pump Station O to Coalgate Pump Station, $42,390,684; and approving the
contract and bonds.

B. Resolution of the Oklahoma City Water Utilities Trust authorizing and approving
the issuance of its Utility System Revenue Refunding Bonds in one or more series
in the aggregate principal amount of not to exceed $300,000,000 (collectively, the
“bonds”); waiving competitive bidding for the sale of the bonds; authorizing and
approving the negotiated sale of the bonds at a price less than par; establishing
parameters for the discount and interest rates on the bonds; approving the
solicitation for and use of bond insurance and/or a reserve surety or insurance
policy; authorizing certificate(s) of determination setting forth the underwriters’
discount, the original issue discount, interest rates, redemption provisions, size and
maturities of the bonds; approving a bond purchase agreement with respect to the
sale of the bonds and authorizing and directing execution thereof by the Chairman
or Vice Chairman; authorizing and approving the execution of supplemental bond
indenture(s) by and between the Oklahoma City Water Utilities Trust (OCWUT)
and the Trustee Bank, whereby OCWUT authorizes the issuance and delivery of
the bonds and amends certain provisions of the amended and restated general
bond indenture; providing that the organizational document creating OCWUT is
subject to the provisions of said bond indenture; ratifying and confirming lease
agreements, as amended, by and between The City of Oklahoma City and
OCWUT, pertaining to the water, sanitary sewer, and solid waste management
systems, and approving and authorizing an extension of lease; approving and
authorizing the form of a preliminary official statement and final official statement
pertaining to the bonds, and authorizing the distribution of the same, authorizing the
Chairman or Vice Chairman to approve any corrections to said preliminary and
final official statements, and authorizing the distribution thereof; authorizing all
documents, certificates, representations, instructions and letters necessary or
incidental to the issuance of such bonds, including, but not by way of limitation, a
continuing disclosure agreement, bond insurance and/or surety documents, as
deemed necessary by General Manager or designee, and escrow deposit
agreement; authorizing and directing the execution and delivery of the bonds;
requesting and directing BancFirst, as trustee bank, to authenticate the bonds; and
containing other provisions relating thereto.
