MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 or TDD (405) 297-2020 at least 48 hours in advance
(not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternative format of the agenda, or
any information provided at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Safety Guidelines
The following safety guidelines are in place during the COVID-19 pandemic for meetings in the Council
Chamber at City Hall: face coverings are strongly recommended throughout the building (disposable face
masks will be available); only the south entrance to City Hall will be open; air purifying machines will be in
the Chamber; hand sanitizer machines will be available; and the Chamber will be cleaned and sanitized
daily.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens will be limited to
three minutes to speak to the Trust.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

Approve the minutes of the December 20, 2022, meeting.
III. Consent Docket
A. Bill Payment Services Contract with U.S. Payments, LLC (C239022), providing
the accessibility of PaySite Kiosk payment terminals to utility customers, estimated
annual cost $250,000, effective January 17, 2023.
B. Renewal of the Professional Services Agreement with First Vehicle Services, Inc.
(R23-C189013), solid waste fleet maintenance services, estimated annual cost
$1,400,000, retroactive to January 1, 2023, through December 31, 2025, and
approving the letter of credit.
C. Renewal of the Pricing Agreement with Clifford Power Systems, Inc. (R23-
C209023), Hefner Water Treatment Plant emergency generators, estimated cost
$610,000, retroactive to January 7, 2023, through June 7, 2023.
D. Amendment No. 1 to the contract for engineering services with Carollo Engineers,
Inc., Project WT-0249, filter rehabilitation, Draper Water Treatment Plant, fee
increase of $101,480.
E. Amendment No. 3 to the contract for engineering services with Freese and
Nichols, Inc., Project ST-0149, North Canadian Wastewater Treatment Plant
master plan and upgrades, fee increase of $82,240.
F. Amendment No. 1 to the System Provider Contract with Aurigo Software
Technologies, Inc. (C219038), program management information system
implementation, estimated increase of $236,438.
G. Amendment No. 1 and Change Order No. 1 revising the construction contract
with Southwest Water Works, LLC, Project WC-0957, waterline replacement,
NW 79th Street to Kenilworth Road from Georgia Avenue to Western Avenue
and NW 60th Street to NW 57th Street from Kingston Road to Harvard Avenue,
increase of $349,289.68; and accepting the project and placing the maintenance
bond into effect.
H. Resolution extending time to award contract for good cause, awarding a contract
to Downey Contracting, LLC, Project WT-0250-2, treatment train three filter
influent flume rehabilitation, Draper Water Treatment Plant, $371,043; and
approving the contract and bonds.

I. Resolution authorizing a change in the cost estimate for the Pricing Agreement with
Core & Main (R21-C189039), waterline repair clamps, estimated annual cost
increase of $200,000 to a total estimated annual cost of $300,000, for the period
ending February 29, 2024.
J. Resolution assigning the Sole Source Agreement from Otto Environmental Systems
(NC), LLC to Duramax Holdings, LLC DBA Otto Environmental Systems (NC),
LLC (SS19-C199016) for repair and replacement parts not provided under
warranty for Otto brand refuse carts, retroactive to November 11, 2021, through
October 22, 2023.
K. Joint Agreement with The City of Oklahoma City and Oklahoma Gas & Electric
Company for treated wastewater supply service unrelated to private business
use.
L. Lease Agreement with The City of Oklahoma City and T-Mobile Central, LLC, a
Delaware limited liability company (AC-22-0033-CT), for the operation and
maintenance of cellular telephone equipment, Hefner Surge Tank at the Lake
Hefner Reservation, retroactive to December 17, 2021, through December 16,
2024.
M. Second Amendment to Lease Agreement with Montgomery Best Living, LLC
(AC-18-0058-MA), to lease additional commercial office space at 500 West
Main Street.
N. Joint Revocable Permit with The City of Oklahoma City and Red Coyote Running
& Fitness, PE-23-0020-HR, to hold the 2023 Puppy Love Run 5K at the Lake
Hefner Reservoir and Reservation, February 12, 2023, revenue of $305
(OCWUT revenue of $125).
O. Grant of a permanent easement to The City of Oklahoma City, Project SC-1087,
sewer line repairs, NW 27th Street and I-44.
P. Ratification of payments from December 14, 2022, through January 10, 2023.
IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in approving Change Order No. 7,
revising the construction contract with Allen Contracting, Inc., Projects BC-
0219R, pedestrian bridge and WC-0997, waterline relocation, Northwest
Expressway and West Wilshire Boulevard. (No OCWUT funds.)
B. Concurrence with The City of Oklahoma City in approving Amendment No. 4 to
the contract for engineering services with MacArthur Associated Consultants,
LLC, Project BC-0219, Northwest Highway pedestrian crossing at West Wilshire
Boulevard, fee increase of $2,900. (No OCWUT funds.)
V. Emergency Construction Contracts by Resolution (Four affirmative votes required
for approval.)
A. Resolution ratifying the actions of the General Manager in declaring an emergency;
approving the bidding documents, approving Addendum No. 1, and awarding a
contract to Krapff- Reynolds Constructio n Company, Project SE- 0049,
emergency sanitary sewer repairs, SW 38th Street and Portland Avenue,
$244,452; ratifying issuance of an emergency work order; and approving the
contract and bonds.
(Four affirmative votes required for approval.)

B. Resolution ratifying the actions of the General Manager in declaring an emergency;
approving the bidding documents, approving Addenda Nos. 1 and 2; and
awarding a contract to Krapff-Reynolds Construction Company, Project WE-
0100, emergency water service lines replacement, various locations, $180,000;
ratifying issuance of an emergency work order; and approving the contract and
bonds.
(Four affirmative votes required for approval.)

A. Amendment No. 1 to the Professional Services Agreement with Vanguard Utility
Services, Inc., (C229010), automated meter reading system implementation,
revised estimated cost of $43,129,751.02.
