Oklahoma City Water Utilities Trust Page 1 of 5 June 20, 2023 OKLAHOMA CITY WATER UTILITIES TRUST MEETING INFORMATION The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297­2422 to confirm meeting dates. It is the policy of the Trust to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should call (405) 297­2422 or TDD (405) 297­2020 at least 48 hours in advance (not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. Addressing the Trust Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number, their reason for appearing and their address, but all comments must be relevant to the item. The Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or have any person removed from the Council Chamber, if that person commits any disorderly or disruptive behavior, which includes without limitation any of the following: speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30­81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280­ Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens will be limited to three minutes to speak to the Trust. Trust Actions The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the actions it may take. If more information is needed, the Trust may refer matters to the General Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take certain actions. Items may be stricken from the agenda, or no action may be taken. Consent Docket Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket items usually involve routine actions or standard contracts. Ratifying and approving Addendum No. 1; awarding a contract to Cimarron Construction Company, LLC, Project WC­0950­1, waterline replacement, NW 122nd Street from Reynolds Road to Legends Boulevard, NW 144th Street to NW 147th Terrace from Elmtree Lane to Salem Creek Road, $2,624,400; and approving the contract and bonds. B. Letter of Credit approval for Waste Management of Oklahoma, Inc. (C239031), residential solid waste collection services. C. Pricing agreements award and approval, Thornton, Musso, and Bellemin, Inc. (C249003) as primary award, Shannon Chemical Corporation (C249004) as secondary award, and Sterling Water Technologies, LLC (C249005) as tertiary award, for zinc orthophosphate, estimated annual cost $500,000, July 16, 2023, through July 15, 2026. D. Renewal of the Professional Services Agreement with Gravitec Systems, Inc. (R24­C149013), for fall hazard inspection, evaluation, design, fabrication, and installation services, estimated annual cost $350,000, August 1, 2023, through July 31, 2024. E. Renewal of a Professional Services Agreement with CH2M Hill Engineers, Inc. (R24­C199010), process flow evaluation, system integration design, implementation services, and ongoing project management fees, estimated annual cost of $1,000,000, July 31, 2023, through July 30, 2028. F. Amendment No. 1 and renewal of a Joint Professional Services Agreement with The City of Oklahoma City and OKC Metro Alliance, Inc. (SS24­C233027), to provide the operation of a non­medical detoxification center and additional program services, including but not limited to clerical support services, grounds maintenance services, supervised painting, and janitorial services, estimated cost $2,071,961.84, July 1, 2023, through June 30, 2024. G. Amendment No. 3 to the Joint Contracts for Engineering Services with The City of Oklahoma City and Ardurra Group, Inc., Project MC­0714­A; Benham Design, LLC, Project MC­0714­B; and Tetra Tech, Inc. Project MC­0714­D, Civil Engineering Services for Water and Wastewater Systems at Tinker Air Force Base. H. Amendment No. 2 to the Joint Contract for Engineering Services with The City of Oklahoma City and Kimley­Horn and Associates, Inc., Project MC­0714­C, Civil Engineering Services for Water and Wastewater Systems at Tinker Air Force Base. Resolution affirming its prior decision to purchase Badger and Itron Devices, software and related parts and hardware to proportionally complete the conversion of its manual metering infrastructure to automated metering infrastructure from fiscal year 2023 through 2032 to improve operational efficiency and reliability of timely collecting consumption readings and to authorize the continued purchase of meters, registers, and associated new and replacement parts, hardware, and services from Badger Water Meters, and, the purchase of encoded receiver transmitters, meter lid kits, software, wireless reading devices, instrumentation, and hardware from Itron Mobile, in accordance with the previous decision of the Trustees, and declaring continued purchase of Badger and Itron devices, software, and related parts and hardware to be in the best interest of the Oklahoma City Water Utilities Trust and the Oklahoma City water system and its customers; and that for this automated metering infrastructure conversion the first year estimated annual cost of purchases from Badger Water Meters and Itron Mobile are $3,600,000 and $3,000,000, respectively. J. Recommend The City of Oklahoma City accept a permanent easement, Project WC­0660, southeast Oklahoma raw water supply system, Lake Atoka to Lake Draper and McGee Creek Reservoir to Lake Atoka. K. Concurrence Docket A. Concurrence with The City of Oklahoma City in approving Amendment No. 1 to the Contract for Engineering Services with CEC Corporation, Projects PC­0926, Widening of Post Road from SE 44th Street to SE 74th Street and WC­1023, 60­inch Water Transmission Main Replacement, along SE 74th Street from Douglas Boulevard to Post Road; along Post Road from SE 74th Street to SE 44th Street; and along SE 44th Street from Post Road to Douglas Boulevard, fee increase of $819,023. (No OCWUT funds.) V. Emergency Construction Contracts by Resolution (Four affirmative votes required for approval.) A. Resolution ratifying the actions of the General Manager in declaring an emergency; approving the bidding documents, and awarding a contract to Matthews Trenching Company, Inc., Project SE­0051, emergency sanitary sewer repairs, along Willow Creek Boulevard between Sylvester Drive and Windmill Road, $272,670; ratifying issuance of an emergency work order; and approving the contract and bonds. (Four affirmative votes required for approval.) VI. Items for Individual Consideration A. 1. Receive the Preliminary Engineering Report from Kimley­Horn and Associates, Inc., Project SC­0915, lift station improvements, various locations.
