Oklahoma City Water Utilities Trust Page 1 of 5 January 16, 2024 OKLAHOMA CITY WATER UTILITIES TRUST MEETING INFORMATION The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to confirm meeting dates. It is the policy of the Trust to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. Addressing the Trust Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number, their reason for appearing and their address, but all comments must be relevant to the item. If you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or have any person removed from the Council Chamber, if that person commits any disorderly or disruptive behavior, which includes without limitation any of the following: speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be Heard.” Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form located outside the Chambers. Please return this form to the Trust Secretary before the meeting begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber. Trust Actions The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the actions it may take. If more information is needed, the Trust may refer matters to the General Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take certain actions. Items may be stricken from the agenda, or no action may be taken. Consent Docket Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket items usually involve routine actions or standard contracts. Plans and Specifications to be advertised for bids, Project SC-1096, Sanitary Sewer Rehabilitation, NW 43rd Street to NW 50th Street from May Avenue to Pate Avenue. B. 1. Extension of a Professional Services Agreement, Haynes Equipment Company, LLC (R21-C139011), to provide immediate telemetry and supervisory control improvements and ongoing support services, estimated cost $300,000, retroactive to January 1, 2024 through June 30, 2024; approving Letter of Credit; and 2. Request for Proposals to be advertised, (RFP OCWUT 13-24) Telemetry, SCADA Equipment, and Support Services. C. Pricing Agreements award and approval, Primary Award - Norit Americas, Inc. (C249032), Secondary Award - Donau Carbon US LLC (C249033), and Tertiary Award - Calgon Carbon Corporation (C249034), powdered activated carbon, estimated annual cost $1,250,000, January 16, 2024 through January 15, 2026. D. Letter of Credit for Nexgen Asset Management (C249041), Enterprise Asset Management System Selection, Deployment, and Implementation. E. Amendment No. 2 and Change Order No. 2 with Downey Contracting, LLC, Project WC-1050, Booster Pump Station Nos. 7 and 22 System Improvements, 5925 South Portland Avenue and 7440 SW 29th Street, increase of $82,566.81. F. Amendment No. 1 with Urban Contractors, LLC, Project SE-0055, Emergency Sanitary Sewer Repair, 4818 South Pennsylvania Avenue, decrease of $524.50; and accepting the project and placing the maintenance bond into effect. G. Amendment No. 1 and Change Order No. 1 with Jordan Contractors, Inc., Project SE-0050, Emergency Sanitary Sewer Repairs, 200 NE 36th Street and 810 NW 15th Street, increase of $1,606.10; and accepting the project and placing the maintenance bond into effect. H. Ratifying and approving Addenda Nos. 1 through 3; and adopting a Resolution extending time to award contract, awarding contract to Cimarron Construction Company, LLC, Project WC-0974-2, Waterline Replacement, Villa Avenue to Virginia Avenue from NW 33rd Street to NW 28th Street and Classen Boulevard to Western Avenue from NW 51st Street to NW 46th Street, $7,174,730; and approving the contract and bonds. K. Resolution ratifying the selection process used by the Tulsa Authority for the Recovery of Energy to select Byers Creative, LLC for public information and education services; and authorizing the General Manager or designee of the Oklahoma City Water Utilities Trust to negotiate a two-year professional services agreement with Byers Creative, LLC for residential recycling public information and education campaign and associated implementation services, not to exceed $400,000 annually. L. Department of the Air Force License, Tinker Air Force Base, Oklahoma, retroactive to November 1, 2021 through September 30, 2071. M. Recommend The City of Oklahoma City accept a permanent easement, Project SC-1106, Deer Creek Interceptor Improvements, NW Expressway and North Mustang Road. N. Recommend The City of Oklahoma City accept a permanent easement, Projects WM-0351 and SM-0324, Water Meter Vault Phase II, Robert E. Lee and West Memorial Road. O. Ratification of payments from November 29, 2023 through January 3, 2024. IV. Concurrence Docket A. Concurrence with The City of Oklahoma City in approving Plans and Specifications to be advertised for bids, Projects PC-0698 and WC-1026, Roadway Widening, SW 149th Street between Western Avenue and Santa Fe Avenue. (No OCWUT funds) V. Emergency Construction Contracts by Resolution (Four affirmative votes required for approval.) A. Resolution ratifying the actions of the General Manager in declaring an emergency; approving the bidding documents, and awarding a contract to Jordan Contractors, Inc., Project SE-0056, Emergency Sanitary Sewer Line Replacement, NE 4th Street between Kate Avenue and Fonshill Avenue, $316,380; ratifying issuance of an emergency work order; and approving the contract and bonds.
