Ratify the Public Fleet Conversion Grant Contract with the Association of Central Oklahoma Governments signed by the Oklahoma City Zoo and Botanical Garden Executive Director and CEO for the provision of reimbursement of certain costs incurred for the purchase of four level 2 EV chargers powered by solar canopy installation; grant amount not to exceed $843,200; and 3. Authorize the Oklahoma City Zoo and Botanical Garden Executive Director and CEO to administer the Public Fleet Conversion Grant Contract as required by the Scope of Services, Invoicing and Reporting requirements. Each charging station will be dual-port, providing a total of four charging ports for public use. The chargers will deliver AC Level 2 capacity and be available to Zoo guests, staff, and the general public during normal operating hours, thereby expanding access to clean transportation infrastructure in Central Oklahoma. Currently, the Zoo operates three public-facing EV chargers, which are in constant use during peak hours. The addition of these four new ports represents a 130% increase in available charging capacity and will help meet the growing demand for EV charging in the region. The project will also feature an integrated solar photovoltaic (PV) system designed to fully offset the electricity consumed by the chargers. The solar system is projected to generate approximately 212 metric tons of CO₂ offsets annually based on the EPA greenhouse gas equivalencies calculator (1). If we take a conservative estimate (4 hours per charger per day) with an average of 7kW (2) per charger, then powering the chargers with on-site solar instead of grid electricity (3) will further avoid approximately 13,094 kilograms (28,886 pounds) of CO₂ emissions annually, equivalent to the carbon sequestration of about 595 trees each year(1). These energy offsets will not only reduce operational costs and emissions, but will demonstrate the benefits of renewable energy to the zoo’s one million plus guests each year. The project site is located on Zoo-owned property with existing electrical infrastructure and public access, minimizing installation costs and maximizing cost-effectiveness. Routine maintenance will be performed by Zoo facilities staff, and any specialized electrical or solar service needs will be outsourced to qualified contractors. This project directly supports regional clean air goals by promoting electric vehicle adoption, reducing greenhouse gas emissions, and enhancing the resiliency of transportation-related infrastructure. 1. https://www.epa.gov/energy/greenhouse-gas-equivalencies-calculator 2. https://www.transportation.gov/rural/ev/toolkit/ev-basics/charging-speeds 3. https://www.epa.gov/system/files/documents/2024-01/egrid2022_summary_tables.pdf Section 5: Infrastructure Project Impact This project is not a Public-Private Partnership (PPP). It is a non-profit initiative led by the Oklahoma Zoological Society, a 501(c)(3) conservation organization. • Light Duty Vehicles (Alternative Fuel / Electric): Approximately 28 light-duty electric vehicles are anticipated to utilize the new EV chargers each week. This will primarily serve visitors to the Page 21 of 23 zoo, but can include Zoo owned administrative, education, and operations vehicles as well as personal EVs belonging to staff who commute daily. • Average Miles Driven per Day (Light Duty): Most of the zoo’s visitors are in the OKC Metro area. Therefore, we assume that on average, these light-duty electric vehicles travel approximately 20–30 miles per day, primarily within the metropolitan area. • Average Days Driven per Week (Light Duty): Guest and zoo vehicles are typically operated 7 days per week. • Heavy Duty Vehicles (Alternative Fuel / Electric): The Zoo does not currently operate heavy-duty electric or alternative fuel vehicles that would utilize this station. • Average Miles Driven per Day (Heavy Duty): Not applicable. • Average Days Driven per Week (Heavy Duty): Not applicable. Public-Private Partnership (PPP): • Is this project a PPP? No. • Description (if applicable): Not applicable. This project will serve as public infrastructure supporting both the Zoo’s sustainability goals and community EV adoption, while providing accessible charging for visitors and employees. Section 6: Fueling Infrastructure project Budget and Budget Justification The zoo reached out to solar provider for EightTwenty for an estimate for this project. Part of the zoo’s shared cost will be providing signage, for up to $1000, which was not specifically referenced in the budget document. Page 22 of 23 Page 23 of 23
