Simpson, Secretary Simon Bright, General Counsel, McAfee & Taft MEETING IN PERSON ONLY AT ALTERNATE LOCATION OKC Municipal Courthouse; 2nd Floor Court Room #6 701 Couch Drive, OKC, OK 73102 https://www.okc.gov/departments/municipal-court/general-information INFORMATION ABOUT COUNCIL MEETINGS The Oklahoma County Criminal Justice Advisory Council meeting is being held In Person ONLY at ALTERNATE location OKC Municipal Courthouse; 2nd Floor Court Room #6 701 Couch Drive, OKC, OK 73102 NO Video or Teleconference Option is Available PARTICIPANT INSTRUCTIONS FOR IN PERSON MEETING The Oklahoma County Criminal Justice Advisory Council will be meeting IN PERSON on February 19, 2026, at 3:00 p.m. The Council encourages participation in the public meeting from the residents of Oklahoma County. Participants who wish to speak under Citizen Participation will need to sign up to speak using the Oklahoma County Criminal Justice Advisory Council form available on the registration table. Citizens will be limited to 2 minutes to speak to Council. Citizens may address the Council, but all comments must be relevant to topics on the agenda. Citizens’ Participation is not provided as a general forum and is not a forum for support/opposition of publicly announced or declared candidates for public office/issues, as such, they will not be allowed to be discussed. Citizens will not be allowed to campaign on any political issue during the Council meeting. Comments must strictly concern specific Council actions or policies on the agenda. PLEASE LIMIT YOUR COMMENTS TO 2 MINUTES. Special Considerations for Attendance at OKC Municipal Courthouse: Attendees should expect to go through regular courthouse security screenings. Also, because the courthouse is a public building, all attendees agree to abide by the rules of decorum befitting a court facility including that all attendees should conduct themselves “in a dignified and orderly manner…” in accordance with all Facility Rules and Regulations or be removed from the premises. Council Actions Official action can be taken only on items which appear on the agenda. The Council may adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any agenda item. When more information is needed to act on an item, the Council may refer the matter to Staff. The Council may also refer items to standing committees of the Council for additional study. Under certain circumstances, items are deferred to a specific later date or stricken from the agenda entirely. CJAC Members will have name plate tent cards to designate them as a voting board member. CJAC staff name plate tent cards will be in Green. CJAC staff are NOT voting members. CJAC Members may assign participants from their offices to participate in board member discussion. Non-voting member participants name plate tent cards will be in Blue and will NOT be recorded as voting. Appointment of Tony Tyler to be Chair and Sanford Coats to be Vice-Chair; Amy Simpson to be Secretary and Christy Gillenwater to be Assistant Secretary. b. Appointment of Tony Tyler as First Community Representative, Sue Ann Arnall as Second Community Representative, Dan Straughan as Third Community Representative, Theodis Manning to be Fourth Community Representative, and Jim Holman to be the Fifth Community Representative. c. Appointment of Craig Freeman as Treasurer. d. Appointment of Simon Bright as General Counsel. e. Designation of City Clerk of Oklahoma City as publisher of all meeting notices. f. Approval of check signors according to bylaws. 3. Approve Consent Docket: a. Approve minutes from November 20, 2025 meeting [ Document ] b. Accept Report on Current Expenditures [ Report ] c. Accept Financial Summary for FY26 Q2 [ Summary ] d. Receive the CJAC FY26 2nd Quarter Report [ Report ] 4. Presentation from Justice Management Institute (JMI) including introduction of the assessment tool and project updates on technical assistance project. 5. Presentation by Edmond Police Chief J.D. Younger on the Blue Envelope Program, a communication support tool used during law enforcement interactions to help individuals who may have communication, sensory, or cognitive challenges. 6.
