ADDRESSING THE COMMITTEE Citizens may address the Committee on agenda items by responding to Chair’s call for speakers during discussion on each item. All comments must be relevant to the item. The Chair or presiding officer may in his or her discretion prohibit a person from addressing the Committee and/or remove that person from the Council Chambers, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, §30­81­ Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Please limit your comments to three minutes. COMMITTEE ACTIONS Official Action can only be taken on items which appear on the Agenda. The Riverfront Design Committee may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda item. When more information is needed to act on an item, the Riverfront Design Committee may refer the matter to Planning Department staff. To provide a recommendation to the Planning Commission on a proposed ordinance amendment to Chapter 59 to restructure the City’s design review bodies, consolidating the powers and duties of the Bricktown Urban Design Committee with the Downtown Design Review Committee and consolidating the powers and duties of both the Stockyards City Urban Design Committee and Riverfront Design Committee with the Urban Design Commission. Consideration and possible action on application by Alicia Tomlin, Truck Yard/Brainstorm Shelter, for Kenton Tsoodle, Executive Director, OCURA, to: Revise elevations, landscaping, fence, service yard, food truck surface, dumpster enclosure size, storage container locations, remove private and public trailers, add downspouts and outdoor lights, move driveways, demolish and replace additional sidewalk areas, move Tiki Trailer/Bar Trailer, move Games section, and replace Teepees with three covered outdoor seating areas. 2. SRCA­23­00028 at 1766 E I­40 Highway (American Indian Cultural Center District) Application by Chris Russell, TEIM Design, for David Todd, MAPS Office, City of Oklahoma City, to: 1) Reconstruct a portion of the Greenway Trail; 2) Construct steel pedestrian bridge with concrete deck, seating areas. 2. SRCA­23­00028 at 1766 E I­40 Highway (American Indian Cultural Center District) Application by Chris Russell, TEIM Design, for David Todd, MAPS Office, City of Oklahoma City, to: 1) Reconstruct a portion of the Greenway Trail; 2) Construct steel pedestrian bridge with concrete deck, cable rail system, and illuminated handrail; 3) Install 16’ tall light poles on the bridge; 4) Construct retaining walls; and 5) Construct sidewalks. 3. SRCA­24­00004 at 326 SW 13th Street (Western Gateway District) Application by Gary Randolph, Gary Randolph Construction to: 1) Construct 2­story house, clad in white stucco and Acme Stone Lake brick, with cedar siding around box window on north façade; with black aluminum framed windows with cedar lintels; with steel and glass front door; with clay tile roof and charcoal shingles; with attached wall lighting; with garage with alley access and black steel garage doors ;and concrete parking pad; 2) Construct poured in place 6' tall concrete fence; 3) Install 6' tall wood fence to screen HVAC units; 4) Construct sidewalks; and 5) Install landscaping, including street tree.
