To confirm meeting dates and locations, call (405) 297­2674. It is the policy of The City of Oklahoma City to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service to participate in this meeting should call (405) 297­2674, or TDD (405) 297­2020, at least 48 hours in advance (excluding weekends or holidays). The Trails Advisory Committee will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability before the scheduled meeting. Addressing the Trails Advisory Committee Citizens may address the Trails Advisory Committee on certain items or at the end of the meeting when the Chair asks for citizen comments. If you wish to address the Trails Advisory Committee, you may call (405) 297­2674 and provide your name and the topic of your remarks, or you may ask to speak at the meeting. Citizens who address the Trails Advisory Committee will be asked to provide their name and address, as well as the agenda item number and their reason for appearing. All comments must be relevant to the item. The presiding officer may prohibit a person from addressing the Trails Advisory Committee, or have any person removed from the meeting location, if they commit disorderly or disruptive behavior. This includes, but is not limited to, speaking without being recognized by the presiding officer; continuing to speak after notice that the allotted time has expired; presenting comments or material irrelevant to the item under discussion; failing to comply with lawful instructions of the presiding officer; or engaging in other conduct, activity, or speech that delays, disturbs, or interferes with the effective or timely conduct of the meeting or is otherwise violent, threatening, abusive, obscene, or or material irrelevant to the item under discussion; failing to comply with lawful instructions of the presiding officer; or engaging in other conduct, activity, or speech that delays, disturbs, or interferes with the effective or timely conduct of the meeting or is otherwise violent, threatening, abusive, obscene, or jeopardizes the safety of self or others. A person may be subject to arrest and removal from the meeting location for violating the Oklahoma City Municipal Code, 2020, § 30­​81 – Disorderly Conduct and/or violating the Oklahoma Statutes, Title 21, § 280 – Willfully Disturbing, Interfering with, or Disrupting State Business, Agency Operations, or Employees. Citizens may not address the Trails Advisory Committee under “Items from the Chairman,” “Comments from Committee Members,” or “Items from Staff” (except for items listed for a vote or if asked for comments by a Committee Member). Citizens may also address the Trails Advisory Committee on individual concerns, including on the listed exceptions, at the end of the agenda under “Comments from Citizens.” However, “Comments from Citizens” is not a public forum for announced or declared candidates for City office, and such persons will not be allowed to speak under “Comments from Citizens.” No person will be allowed to campaign on any political issue during the Trails Advisory Committee meeting. Comments must concern City services or policies. Please fill out a “Request to be Heard” form, as provided by staff, and PLEASE LIMIT YOUR COMMENTS TO THREE MINUTES. Continuing to speak beyond the time allowed by the presiding officer will constitute grounds for removal from the meeting location. Trails Advisory Committee Actions The Trails Advisory Committee may adopt, approve, ratify, deny, defer, recommend, receive, amend, or continue any agenda item. Committee actions are not limited by staff recommendations. If more information is needed, the Trails Advisory Committee may refer matters to the Director of Parks and Recreation or to legal counsel, or submit them to committees, boards, or commissions for additional study. A regular meeting of the Oklahoma City Trails Advisory Committee was held on Friday, September 9, 2022, at 3:30 p.m., at the Will Rogers Park Garden Exhibition Center, located at 3400 NW 36th Street. Discussion/Action on Reports from Subcommittees. A. Advocacy and Education Subcommittee. No report Commissioner Thurman asked how the information in the water bill mailer is selected each month. Melinda McMillan-Miller responded that the Parks and Recreation Marketing Manager, Robert Culverhouse, submits information to the Public Information Office, and they choose what is most prevalent for that month. The information is usually what is happening city wide; including activities sponsored by Parks and Recreation unless it is a time sensitive topic for general safety. Commissioner Goforth asked what the reason is for being unsuccessful with the mailer and are we trying to put too much out there. Melinda McMillan-Miller stated every department is given a maximum amount and are submitting information. Public Information has to identify what is most time sensitive. Commissioner Young suggested to use more social media opportunities that may be available to reach more residents. Melinda McMillan-Miller stated she will follow-up with the Public Information Officer, Kristy Yager, about what social media options are available. Hall McKnight asked what we can do for public safety and trail etiquette. Melinda McMillan-Miller stated she will follow-up with Robert Culverhouse and see what other options can be utilized to get information out. She emphasized the marketing strategy is pretty robust for the City and Parks and Recreation is branding the trails with OKC Parks. B. Strategic Planning and Safety Subcommittee. No report Oklahoma City Trails Advisory Committee Meeting Minutes September 9, 2022 Page 3 of 4 V. Comments from Committee Members Chairman McKnight welcomed new Commissioner Barbara Young. Commissioner Goforth asked if bicycle repair stations can be installed by a third party? Melinda McMillan-Miller stated that she will ask for them to be replaced. Commissioner Bostick stated she noticed the Bert Cooper Trails signs in the Bluff Creek Park only identify it as the Bert Cooper Trails, and no other identifications for the entire area of Bluff Creek Park are marked. Melinda McMillan-Miller responded that the signs do only identify the trail as Bert Cooper Trails. Chairman McKnight commented that at one time the City did not have any signage on any of the trails, or any funds for amenities. The Better Streets Safer City Program have helped with getting some signage and now people are using the trails for multiuse. VI. Items from Staff. Melinda McMillan-Miller introduced the youth council members, Ashley Romero and Jose Gonzales. A. Update on trail intersection evaluations. Brandon Boydstun gave an update about the color scheme for each trail. These are the intersections with more potential for risk. Stuart Chai gave an explanation from a traffic standpoint. He stated he would like to get information from the commissioners about concerns of trail courtesy. There are a lot of signs being developed and proposed for the trail system. He said some laws about how riders are to stop or yield at a stop sign changed within this last year. Riders can stop at a stop sign or red light and if they feel it is clear they can precede through the sign or light. Melinda McMillan-Miller summarized that the current signage on the trail crossing are appropriate and follow the law. There will be some trail etiquette signs to go up on our trails. Melinda McMillan-Miller gave an update on some trail projects. She stated the Deep Fork Trail project is going to City Council on Tuesday to go out for bid on construction. After bids are reviewed, more information will come back to this commission and the Greenway Trail is going very well and work is being done on some bridges. The South May Airport Trail is also under design and will be using Oklahoma City Trails Advisory Committee Meeting Minutes September 9, 2022 Page 4 of 4 ARPA Funding. Announcement was given for the Larry McAtee Park Dedication on October 10, 2022. Hal McKnight commented about naming something for Pam Henry. She served on multiple committees and in the Rotary Club of America. The Southwest side of City Hall maybe a location to consider for a memorial to her. VII. Comments from Citizens Larry Hopper announced on Sept 24, 2022, there will be a bicycle rodeo and free hamburgers and hot dogs. This event is designed to reach children about bicycle safety. He also stated that signage for the sight impaired would be an improvement on the trails. He mentioned the 100-year-old Rotary monument, in South Rotary Park, that it is needing to be reinforced to the curb to preserve the sign. VII.
