corner of Sheridan and Walker, immediately north of John Rex School). Parking tickets must be
validated by City staff before or after the meeting. Only the south entrance to City Hall will be open.

ADDRESSING THE COMMISSION
Citizens may address the Commission on agenda items by responding to Chair’s call for speakers
during discussion on each item. All comments must be relevant to the item. The Chair or presiding
officer may in his or her discretion prohibit a person from addressing the Commission and/or remove
that person from the Council Chambers, if that person commits any disorderly or disruptive behavior.
Disorderly conduct includes, but is not limited to, any of the following: speaking without being
recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s
allotted time has expired; presenting comments or material not relevant to the item under discussion;
failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other
conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any
conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”.
A person may also be subject to arrest and removal from the Municipal Building for violation of
Oklahoma City Municipal Code 2020, §3081 Disorderly conduct and/or violation of Okla. Stat. tit.
21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or
Employees. Please limit your comments to three minutes.
COMMISSION ACTIONS
Official Action can only be taken on items which appear on the Agenda. The Urban Design
Commission may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda
item. When more information is needed to act on an item, the Urban Design Commission may refer
the matter to Planning Department staff. All items are either approved, denied, continued to a specific
later date, or stricken from the Agenda entirely.

Gabrial Friedman, Asian District Board for Melinda McMillenMiller to: 1) Install
sculpture at Military Park.
VI. Cases for Individual Consideration
A. UDCA2400027 at 2416 N Western Avenue (Uptown NW 23rd St)
Application by Daniel Douthit, Rowlock Studio for Yalin Hsu, MILU, LLC to: 1)
Construct 1,059 SF building clad with cementitious direct applied stucco,
aluminum storefront glazing/entry system, and a hollow core metal door at the east
elevation; 2a) Construct 5'0" wide sidewalk along NW 24th St and along N
Western Ave with ADA access ramp at the corner (to be built as a MAPS 4
project, Spring 2025); 2b) Construct onsite sidewalk leading to the building entry
and paved areas to the north and east of the building; 3a) Install one attached wall
sign at the north elevation; 4a) Install street trees; 4b) Install landscaping; 5a)
Construct a sixfoottall horizontal pine picket fence along the east property line;
and 5b) Construct a sixfoottall vertical picket wood fence as a trash enclosure at

recommendation to the Planning Commission for a request to rezone from SPUD
913 to Simplified Planned Unit Development (SPUD1683) that will develop in
accordance with the NB Neighborhood Business District and the UD Urban

2. UDCA2000033 (E2) at 718 N Lee Avenue (Cottage District)
Application by Veronica Galaviz to: Extend the term of the Certificate of
Approval.
3. UDCA2400031 at 3016 N Classen Blvd (Asian District) Application by
Donny Ho, Blue Diamond Signs for Duy Tran, Pho Cuong to: 1) Construct a
new gable element at the west side of the existing roof; and 2) Install an
attached wall sign on the new wall of the gable roof element.
4. UDCA2400044 at 2701 S Walker Avenue (Capitol Hill) Application by
Arturo Rodriguez, Kustom Signs for Dolores Ramirez Sosa to: 1) Install two
attached wall signs (one at the east elevation and one at the north elevation;
2) Install a new sign on the existing freestanding pole; 3) Replaster and paint
the exterior of the building; 4) Replace the door at the east elevation; 5)
Install landscaping; and 6) Replaster and paint the wall from the building to
the south property line.
5. UDCA2400050 at 824 and 832 NW 7th Street (Cottage District)
Application by Vinicio Lopez, Lopez Lawn and Tree Service for Lee Peoples
and Monica Brown to: 1) Construct sevenfoot tall fence on the property line
between 824 and 832 NW 7th St; 2) 824 NW 7th St: Construct one seven
foottall fence between the house and the property line fence; 3) 832 NW
7th St: Construct two gates (one on either side of the house) and one seven
foottall fence along the alley at the rear property line with a gate.
