Parking tickets must be validated by City staff before or after the meeting. Only the south entrance to City Hall will be open. It is the policy of the City to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service, or alternate format of the agenda in order to participate in this meeting should contact the ADA Coordinator of the Planning Department at 405-297-2406 as soon as possible but not later than 48 hours (not including weekends or holidays) before the scheduled meeting. The Planning Department will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. ADDRESSING THE COMMISSION Citizens may address the Commission on agenda items by responding to Chair’s call for speakers during discussion on each item. All comments must be relevant to the item. The Chair or presiding officer may in his or her discretion prohibit a person from addressing the Commission and/or remove that person from the Council Chambers, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, §30-81- Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Please limit your comments to three minutes. COMMISSION ACTIONS Official Action can only be taken on items which appear on the Agenda. The Urban Design Commission may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda item. When more information is needed to act on an item, the Urban Design Commission may refer the matter to Planning Department staff. All items are either approved, denied, continued to a specific later date, or stricken from the Agenda entirely. Urban Design Commission Agenda May 28, 2025 I. Call to Order II. Approval of Minutes A. April 23, 2025, Meeting III. Cases Withdrawn A. None. IV. Continuance Requests A. None. V. Consent Docket (Anyone may request individual consideration of a consent item.) A. SRCA-25-00005 at 1413, 1417, 1421, & 1425 SW 3rd Street (Farmer’s Market) Application by Ken Fitzsimmons, TASK design for Joseph Trance, Goodwill Central Oklahoma to: Renovate building: 1a) Remove/install windows; 1b) Remove overhead doors, infill with metal panels and windows; 1c) Install storefront doors; 1d) Remove/install railings; 1e) Paint building; and Signage: 2a) Install canvas awning with sign “Transforming lives, one donation at a time”; and 2b) Install attached wall sign, Goodwill plus logo. VI. Cases for Individual Consideration A. UDCA-24-00012 at 1229 NW 26th Street (Asian District) Application by Hollie Hunt, Sam Gresham Architects for Jennifer Ly, Chris Fleming, Chinatown, Inc. to: 1) Construct 28,462 sq. ft. commercial building clad in exposed concrete tilt-up panels, “wood-look” metal ACM siding, pre- finished metal roofing and fascia, with metal awnings (east, south, and west elevations) and steel columns and beams at the east entry; 2a) Construct parking lot (east of the new building); 2b) Construct new angled on-street parking stalls along the south side of NW 27th St and along the north side of NW 26th St (approval needed from Traffic and Transportation Committee and City Council); 3a) Construct sidewalks along the east side of N Classen Blvd and along the north side of NW 26th St; 3b) Construct on-site sidewalks; 4) Install attached wall signs at the east and west elevations; 5) Install required parking lot lighting; 6a) Install landscaping, including required street trees and parking lot landscaping; 6b) Remove all existing curb cuts along the north side of NW 26th St and replace with new curb and gutter; 6c) Create new curb cut on NW 26th for access to the proposed surface parking lot; 6d) Create new curb cut on the south side of NW 27th St for new access to the existing surface parking lot; 7a) Construct a six-foot- tall wood fence at the southern half of the east property line; 7b) Construct a six-foot-tall wood fence at the northern half of the east property line; 7c) Construct trash enclosures for the trash bins and the trash compactor; and 7d) Construct screen fencing for all transformers and generators. UDCA-23-00032(R3) at 2401 N Classen Blvd (Asian District) Application by Kevin Galliart, Trinity Group Architects for Jason J. King, Rainbow Records to: 1) Revise the floor plans and east elevation to recess two entry doors so the outward door swings do not extend into the public right-of-way. 2. UDCA-25-00002 at 319 SW 25th Street (Capitol Hill) Application by Jessica Snyder, ADG/Blatt for Jessie Thompson, Community Action Agency of Oklahoma City to: South Elevation: 1) Install aluminum storefront entry doors to match existing; 2) Install storefront glazing on the first floor at the east end of the south elevation; 3) Install new metal door in existing opening at the penthouse level; 4) Remove existing exposed plywood panel and replace with brick infill to match existing at the penthouse level; 5) Remove existing mesh grate and replace new HVAC louver; 6) Install mechanical exhaust at the penthouse level; 7) Install parapet metal flashing at the penthouse level; 8) Install new gutters and downspouts; North Elevation: 9) Install two insulated metal doors at the first floor in existing openings; 10) Install electrical equipment panels at the first floor; 11) Remove existing overhead door at the first floor and replace with brick infill to match existing; 12) Construct raised sidewalk with ramp, steps, and handrail; 13) Construct trash enclosure attached to the building at the east end of the north elevation; East Elevation: 14) Install 20 new windows to match existing; 15) Install overflow scuppers at the top of the third floor; 16) Install metal parapet cap at the penthouse level; and 17) Install three scupper boxes with downspouts; Roof: 18) Install ten skylights on the third floor roof; 19) Install 16 new HVAC units on the third floor roof; and 20) Install a mechanical exhaust unit on the penthouse roof; Public Right- of-Way for SW 25th St: 21) Replace some sections of concrete sidewalk with new concrete sidewalk; 22) Construct a raised curb island at the right side of the existing on-street ADA parking stall (with a new five- foot wide loading area between the ADA stall and the raised island); 23) Install new fire hydrant in the raised island; 24) Install landscaping; 25) Remove 10 LF of existing curb and gutter and replace with 10 LF of two foot wide flume for drainage; and Public Right-of-Way for the two adjoining alleys: 26) Remove and replace 104 SY of concrete.
