Parking tickets must be validated by City staff before or after the meeting. Only the south entrance to City Hall will be open. It is the policy of the City to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service, or alternate format of the agenda in order to participate in this meeting should contact the ADA Coordinator of the Planning Department at 405-297-2406 as soon as possible but not later than 48 hours (not including weekends or holidays) before the scheduled meeting. ADDRESSING THE COMMISSION Citizens may address the Commission on agenda items by responding to Chair’s call for speakers during discussion on each item. All comments must be relevant to the item. The Chair or presiding officer may in his or her discretion prohibit a person from addressing the Commission and/or remove that person from the Council Chambers, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, §30-81- Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Please limit your comments to three minutes. COMMISSION ACTIONS Official Action can only be taken on items which appear on the Agenda. The Urban Design Commission may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda item. When more information is needed to act on an item, the Urban Design Commission may refer the matter to Planning Department staff. UDCA-25-00016 at 2120 NW 23rd Street (Uptown NW 23rd St) Application by Jeff Garis, Five Star Painting, for Chelsea Harjo, CC Investments, LLC to: 1) Paint the exterior of the building white with black trim. VI. Cases for Individual Consideration A. UDCA-24-00012 at 1229 NW 26th Street (Asian District) Application by Hollie Hunt, Sam Gresham Architects, for Jennifer Ly, Chinatown, Inc., to: 1) Construct 28,462 sq. ft. commercial building clad in exposed concrete tilt- up panels, “wood-look” metal ACM siding, pre-finished metal roofing and fascia, with metal awnings (east, south, and west elevations) and steel columns and beams at the east entry. 2a) Construct surface parking lot (east of the new building); 2b) Construct new angled on-street parking stalls along the south side of NW 27th St and along the north side of NW 26th St (approval needed from Traffic and Transportation Commission and City Council). 3a) Construct sidewalks along the east side of N Classen Blvd and along the north side of NW 26th St; 3b) Construct on-site sidewalks. 4) Install attached wall signs at the east and west elevations. 5a) Install required parking lot lighting. 6a) Install landscaping, including required street trees and parking lot landscaping; 6b) Remove all existing curb cuts along the north side of NW 26th St and replace with new curb and gutter; 6c) Create new curb cut on NW 26th for access to the proposed surface parking lot; 6d) Create new curb cut on the south side of NW 27th St for new access to the existing surface parking lot. 7a) Construct a six-foot-tall wood fence at the southern half of the east property line; 7b) Construct a six-foot-tall wood fence at the northern half of the east property line; 7c) Construct trash enclosures for the trash bins and the trash compactor; and 7d) Construct screen fencing for all transformers and generators. B. UDCA-25-00008 at 1016 NW 24th Street (Uptown NW 23rd St) Application by Mark Zitzow, Johnson & Associates for Grant Nixon, RCN Holding, LLC to: 1) Demolish the existing structure and all on-site improvements; 2) Construct a two-story duplex structure clad in brick veneer and cementitious wood-look siding with composite shingles; 3a) Construct four-foot-wide sidewalk along the south side of NW 24th St; 3b) Construct a concrete sidewalk from the sidewalk on NW 24th St to the duplex entries; 4a) Install one medium shade tree in the front yard; 4b) Construct two concrete driveways to connect the garages to the alley; 4c) Install ground mounted HVAC units; and 5) Install four-foot-tall open metal fencing at the front of the two units to enclose patio areas. C. UDCA-25-00013 at 904 NW 23rd Street (Uptown NW 23rd St) Application by Nathan Cao, Omega Investments, LLC, to: 1) Demolish the existing building and all on-site improvements. D. UDCA-25-00015 at 417 NW 23rd Street (Uptown NW 23rd St) Application by Collin Fleck, Bockus Payne Architects, for Tim Mannin, OKC Community Church, to: 1a) Remove the existing wood canopy structure at the south elevation; 1b) Remove the existing glass storefront system at the south elevation; 1c) Remove the stone veneer from both ends of the south elevation; 2a) Create three openings at the south elevation and install glazing for new transom windows; 2b) Install new storefront glazing system with double entry doors at the center opening; 2c) Install new prefinished metal canopy with hanger rods; 2d) Reface the south elevation with brick veneer and black glazed block; and 3a) Install four exterior light fixtures. VII. Other Business Scenic River Cases: A. SPUD-1737 at 2944 SW 8th Street (Stockyards) Consideration and possible action on an application by Mark W. Zitzow, Johnson & Associates, for Riverfront Holdings, LLC to provide a recommendation to the Planning Commission for a request to rezone from SPUD-01139 to a Simplified Planned Unit Development, SPUD-01737, that would be developed in accordance with modified R-2 Medium-Low Density District regulations. Stockyards City / Scenic River Cases: B. SPUD-1748 at 2108 SW 11th Street (Stockyards City Transitional Development Overlay District/Scenic River Overlay Design District - Stockyards) Consideration and possible action on an application by Kaitlyn Turner, Box Law Group, for Micky Owen Schroeder, MOS Holdings, LLC to provide a recommendation to the Planning Commission for a request to rezone from SPUD-00185, SPUD-00493, I-2, Stockyards City Transitional Development District, Scenic River Overlay Design District (Stockyards) to a Simplified Planned Unit Development, SPUD-01748, that would be developed in accordance with modified I-2 Moderate Industrial District regulations. VIII. Communications A. Administrative Approval Report Scenic River Cases: 1. SRCA-25-00008 at 620 First Americans Blvd (AICC) Application by Chris Russell, TEIM Design, PLLC for David Todd, City of Oklahoma City MAPS to: 1) Remove wooden and metal post obstructions in river bed; 2) Remove existing access road and construct new concrete access road; 3) Realign 280 linear feet of Eagle Lake Trail (concrete); 4) Remove/reset 150' linear foot of post and cable fence; 5) Construct sheet pile dam with concrete cap; 6) Install rip rap; and 7) Construct concrete boat ramp. Urban Design Cases: 2. UDCA-23-00032(R4) at 2401 N Classen Blvd and 1205 NW 23rd Street (Uptown NW 23rd St) Application by Kevin Galliart, Trinity Group Architects for Jason J. King, Rainbow Records to: 1) Lower the raised sidewalk along N Classen Blvd; 2) Eliminate one doorway at the east elevation and replace with an extended storefront window; and 3) Increase the amount of brick at the base of the wall at the east elevation. 3. UDCA-25-00012 at 801 NW 7th Street (Cottage District) Application by Mike Gilles, Savannah Builders for Peter and Kim Erdoes to: 1) Construct metal seam fence along the north and west property lines; and 2) Construct CMU block wall (with a driveway gate at the Shartel frontage) along the south and east property lines.
