Parking tickets must be validated by City staff before or after the meeting. Only the south entrance to City Hall will be open. It is the policy of the City to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service, or alternate format of the agenda in order to participate in this meeting should contact the ADA Coordinator of the Planning Department at 405-297-2406 as soon as possible but not later than 48 hours (not including weekends or holidays) before the scheduled meeting. The Planning Department will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. ADDRESSING THE COMMISSION Citizens may address the Commission on agenda items by responding to Chair’s call for speakers during discussion on each item. All comments must be relevant to the item. The Chair or presiding officer may in his or her discretion prohibit a person from addressing the Commission and/or remove that person from the Council Chambers, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, §30-81- Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Please limit your comments to three minutes. COMMISSION ACTIONS Official Action can only be taken on items which appear on the Agenda. The Urban Design Commission may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda item. When more information is needed to act on an item, the Urban Design Commission may refer the matter to Planning Department staff. None. VI. Cases for Individual Consideration A. SYCA-25-00001 at 1007 S Agnew Avenue (Stockyards Transitional). An application by Dakota Desai, Smith Roberts Baldischwiler, LLC, for Lavonna Koger, Shorty’s Hattery, to: 1) Construct a 1,500 square foot addition at the west end of the existing building; 2) Construct a parking lot (variances required for parking and for maneuvering in the public right-of- way); 3) Install landscaping including street trees (variance required from minimum required landscape standards); and 4) Construct 7’-1” tall trash enclosure constructed with wood stockade fencing. B. SYCA-25-00002 at 2108 SW 11th Street (Stockyard Transitional). An application by Hollie Hunt, hjh designs, for Mickey Schroeder to: 1) Demolish the existing curb cut and driveway on SW 11th St and replace with new curb and gutter; 2) Construct new metal building; 3) Pave new concrete parking lot and stripe parking stalls; 4a) Construct six-foot wide sidewalks along the south side of SW 11th St (variance required from the requirement for a pedestrian sidewalk access to the building entry); 4b) Construct sidewalk along the north side of the proposed building; 5) Install lighting; 6a) Install landscaping, including street trees on SW 11th St; 6b) Construct new curb cut and driveway on SW 11th St; 6c) Install new curb and gutter on SW 11th St in the four exisiting gaps in the curbing; 7a) Install new metal sliding gate in the existing concrete block wall at the north property line; and 7b) Install new metal sliding gate in the existing metal fence at the south property line. Consideration and possible action on an application by Dakota Desai, Smith Roberts Baldischwiler, LLC, for Reyes Brothers Buy Homes, LLC to provide a recommendation to the Planning Commission regarding a request to rezone from R-1 Single- Family Residential District and Scenic River Overlay Design District (SRODD) to a new Simplified Planned Unit Development (SPUD-01794) that would be developed in accordance with modified R-1 Single-Family Residential District and the Scenic River Overlay Design District (SRODD) regulations. SYCA-24-00004 at 1934 Exchange Avenue (Stockyards City). Application by Deborah Miller, City of Oklahoma City Public Works Department, to: 1) Install a backup power generator directly south of the building for Fire Station 8; and 2) Construct a six-foot tall wooden screen fence for the generator. King, Rainbow Records, to: 1) Extend the term of the Certificate of Approval. 7. UDCA-23-00032(R5) at 2401 N Classen Blvd (Asian District). Application by Kevin Galliart, Trinity Group Architects for Jason J. King, Rainbow Records, to: 1) Change the window at the north elevation to a door with two sidelites; 2) Alter the east elevation to introduce three columns of dark brick to match dark brick elsewhere on the building; and 3) Use reclaimed red brick from the original building at the north elevation. 8. UDCA-24-00020 at 218 SW 23rd Street (Capitol Hill). Application by Deborah Miller, City of Oklahoma City Public Works Department, to: 1) Install a backup power generator directly south of the building for Fire Station 7; and 2) Construct a six-foot tall wooden screen fence for the generator that ties into the existing metal dumpster enclosure. 9.
