This matter was APPROVED on the Consent Agenda. 2022-0316 Rock Salt Purchase - Proposal The 2022 Fiscal Year Budget includes funds for the purchase of rock salt for snow fighting operations through the early months of January, February, and March, while also providing salt for any end of year events in November and December. Rock salt has traditionally been purchased utilizing the State of Illinois Rock Salt Joint Purchasing program. The budgeted price for FY22 was $82.80/ton, and the contract price was considerably lower at $48.97/ton. Due to the favorable pricing the Village has already purchased 100% of our committed amount of four thousand two hundred (4,200) tons of rock salt, and an additional 20% which was allowed per contract. Five thousand forty (5,040) tons of salt have been delivered. The favorable pricing has resulted in a budget savings of $170,503.20. Fuel prices play an important role in salt pricing. After reading commodity reports on salt and cartage costs, staff decided to be proactive and order an additional seven hundred (700) tons of salt, anticipating salt prices in the next State contract VILLAGE OF ORLAND PARK Page 4 of 26 Board of Trustees Meeting Minutes April 18, 2022 to be potentially two and a half to three (2.5-3) times higher. We received three (3) quotes for the additional salt. Morton Salt, Inc. Price per ton quote - $70.41 - $49,287 total Compass Minerals Price per ton quote - $87.30 - $61,110 total Cargill Salt Price per ton quote - $92.44 - $64,708 total I move to waive the bidding requirements and approve the purchase of seven hundred (700) tons of rock salt from Morton Salt, Inc. of Chicago, IL for an amount not to exceed $49,287.00; AND Authorize the Village Manager to execute all related agreements, subject to Village Attorney review. This matter was APPROVED on the Consent Agenda. 2022-0219 2022 Playground Renovations - Purchase and Installation Since 2020, the Village has renovated ten (10) playgrounds based on data outlined in the “2019 Village Park Assessment.” The scope of the renovations included improvements to playgrounds, site amenities, and accessibility per the Americans with Disabilities Act (ADA). The FY2022 Public Works Department budget includes funding for six (6) additional playground renovations, which include Brown, Eagle Ridge II, Heritage, Ishnala, Parkview Estates, and Wedgewood Commons Parks. Similar to previous years, the selection of playgrounds to be renovated was based on the data from the “2019 Village Park Assessment” and geographical location within the Village. The full scope of work includes new playground equipment, new engineered wood fiber (wood mulch), improved edge restraints, new site amenities, and ADA improvements. A description of proposed playground improvements and a map of the location of these parks are provided as an attachment to this report. A Brief Overview of Playgrounds Village-wide There are fifty-six (56) playgrounds spread across sixty-six (66) park and facility sites in the Village. According to the 2020 NRPA Agency Performance Review, which highlights characteristics of America’s local public park agencies, a community with a population range between 50,000 to 99,999 has on average one (1) playground for every 3,859 residents. With a population of roughly 60,000, the Village of Orland Park fairs substantially better, with one (1) playground for VILLAGE OF ORLAND PARK Page 5 of 26 Board of Trustees Meeting Minutes April 18, 2022 every 1,090 residents. The typical life span of a pubic playground is between ten to fifteen (10-15) years. The average age of the Village’s playgrounds is nineteen (19) years, which highlights the need for a continued and concerted effort to renovate our playgrounds. It should be noted that while some Village playgrounds have surpassed their average life span, Village playgrounds are maintained to the highest possible safety standards. A Certified Playground Safety Inspector (CPSI) from the Public Works Department inspects and reports on each playground on a monthly basis. Hazards and other issues are addressed immediately. The Public Works Department currently employs two (2) Certified Playground Safety Inspectors (CPSI). Upon completion of work at each playground, a Village CPSI will audit all work to ensure compliance with manufacturer requirements and national playground standards. Once approved by the CPSIs, playgrounds would be opened to the public for all to enjoy. 2022 Public Notification of Proposed Improvements To notify residents of the proposed playground improvements, postcards were sent to the 1,291 residents who live within five hundred (500) feet of the six parks where improvements are proposed. Postcards included general information about the proposed improvements, as well as a QR Code that links to the website where more detailed information was available. A survey was posted on the Public Works website for residents to vote on their preferred playground option (A or B) and provide comments regarding the improvements. An invitation to the March and April 2022 Recreation Advisory Board (RAB) meetings was also included. Additionally, signs were placed at each park to notify residents of upcoming park improvements and to direct them to the Public Works website. At the RAB meeting on March 1st, Public Works Staff presented their approach to public outreach as well as a general overview of the proposed improvements. The RAB asked that survey results be presented at the April 5th RAB meeting. A resident who lives near Ishnala Park informed the RAB that there were several children with developmental disabilities who frequently visit Ishnala Park. She asked if the Village might be able to update the proposed playground options to further enhance the accessible playground features. After hearing this, the Public Works Staff worked with playground designers from Landscape Structures Inc. (LSI) to revise both options for Ishnala Park. Residents were notified of the updated plans via postcards and on the Village’s website. Residents expressed thanks for revising the plans to make the park even more inclusive for children of all abilities. A copy of one of the emails sent to Public Works regarding Ishnala Park is attached for reference. At the April 5th RAB meeting, Public Works Staff presented all proposed playground and pavilion improvement projects to the public and RAB members. Survey results were presented for each park. In addition to the six (6) playground VILLAGE OF ORLAND PARK Page 6 of 26 Board of Trustees Meeting Minutes April 18, 2022 improvements, enhancements at Cachey and Discovery Parks, which were renovated in 2021, were also presented. The scope of these particular improvements are limited to minor playground equipment additions with the goal of filling gaps in the improvement made last year. Feedback regarding each improvement was requested from everyone in attendance. Ultimately, after hearing from residents, the RAB voted on each of the proposed playground options and a final recommendation was made for each park. The RAB recommendations aligned with the preferred options of residents as indicated on the playground survey results. The playground proposal described below, which is attached for approval, reflects the playground selections voted on and recommended by the Recreation Advisory Board. Proposal A co-op proposal from Landscape Structures Inc. (LSI) for the purchase and installation of the aforementioned playground improvements is attached for review. The proposal was facilitated by Landscape Structures’ local vendor, NuToys Leisure Products. The proposal includes an 8% discount on playground equipment based on the co-op pricing offered via HGAC Buy Co-Op Contract PR11-20 Parks & Recreation Equipment. The co-op discount is typically 6%, but because of the volume of equipment purchased, the Village will receive an 8% discount. The proposed contractor site work has been competitively bid by NuToys and is based on prevailing wage rates. This is the same proposal process that was used in 2020 and 2021 for playground improvements. The scope of LSI’s proposal includes: new playground equipment, professional playground installation, safety surfacing (mulch) removal and replacement, edge restraint (boarder) removal and replacement, and the installation of access ramps per the ADA. To complete the proposed renovations, the Village would utilize LSI as the general contractor to ensure the playground equipment, safety surfacing, and concrete work is installed correctly by certified local contractors. The Village would work closely with Landscape Structures’ local vendor, NuToys Leisure Products, on a day-to-day basis during the duration of the project. This is the same arrangement used by the Village in 2020 and 2021, which provided an efficient and effective means of completing the scope of work. In both 2020 and 2021, procurement of equipment was completed on schedule and the installation of all work exceeded Staff’s expectations for quality and attention to detail. LSI has also used this type of co-op purchasing / installation services contract with several other local municipalities, including the City of Lake Forest, Arlington Heights School District, Buffalo Grove Park District, Algonquin School District #300, Niles Park District, West Aurora School District, Peoria Park District, and Naperville School District 203. I move to approve the use of HGAC Buy Co-Op contract PR11-20; VILLAGE OF ORLAND PARK Page 7 of 26 Board of Trustees Meeting Minutes April 18, 2022 AND Accept the proposal from Landscape Structures Inc. titled "Orland Park Playground Renovations 2022" for the purchase and installation of playground equipment and associated site work for an amount not to exceed $985,423.02 ($966,101.00 plus a 2% contingency of $19,322.02); AND Authorize the Village Manager to execute all related contracts, subject to Village Attorney review; AND Allow the Village Manager to approve change orders not to exceed the contingency amount. This matter was APPROVED on the Consent Agenda. 2022-0188 Heavy Duty Vehicle Purchase The Village currently operates twenty-six (26) heavy duty plow and dump body trucks. The equipment is vital to Public Works snow fighting efforts, and supports Public Works projects throughout the year. The most recent heavy duty vehicle purchase was made in 2019. Due to the aging fleet, maintenance and operating costs have risen along with operator down time. Currently, there are thirteen (13) Sterling plow and dump body vehicles being used with an average age of nineteen and a half (19.5) years and three thousand six hundred sixty-one (3,661) operating hours on each piece of equipment. Sterling went out of business in 2009, exacerbating the lack of availability and ease of access for certain parts. Also, three (3) of the Sterlings the Village owns utilize the underbody scraper, which require more maintenance and are unnecessary. New innovations and updates in the trucking industry - such as air powered disc brakes - lower maintenance costs and maximize equipment uptime. Peterbilt trucks are widely regarded as the most reliable and durable, with robust product support and an extensive local dealer network. The Village is eligible to purchase the Peterbilt Model 548 through the Sourcewell purchasing co-op contract #060920-PMC. Staff would like to proceed with the purchase of five (5) single axle Peterbilt 548 chassis at the Sourcewell discounted price of $120,119.20 each, for a total of $600,596.00. These chassis will be up-fitted with a Henderson dump body, plow package, and V-box spreader insert with pre-wetting system. VILLAGE OF ORLAND PARK Page 8 of 26 Board of Trustees Meeting Minutes April 18, 2022 Staff would also like to proceed with the purchase of one (1) tandem axle Peterbilt 548 chassis at the Sourcewell discounted price of $140,809.20. This chassis will be up-fitted with a Henderson dump body, plow package with wing, and V-box spreader insert with pre-wetting system. Henderson offers state-of-the-art dump truck bodies and plow packages with updated user controls and body versatility. The truck bodies and V-box inserts utilize corrosion resistant stainless steel for extended usable life. To ensure safe operation of the vehicles, up-fit packages will include high visibility emergency lighting packages, a wing plow laser guidance system, and multiple cameras. Utilizing a drop-in V-box spreader system with an integrated pre-wetting system minimizes unnecessary wear on the dump body components to extend the usable life of the vehicle. These dump bodies will be utilized all year long to support various Public Works projects. The Henderson Mark E dump body is fully customizable. The Village is eligible to purchase the Henderson body through the Sourcewell purchasing co-op contract #080818-HPI. Staff would like to proceed with the purchase of five (5) Henderson Mark E dump bodies installed with plow packages and FSHTM V-box spreaders for the single axle Peterbilt 548s at the Sourcewell discounted price of $126,312.00 each, for a total of $631,560.00. Staff would also like to proceed with the purchase of one (1) Henderson Mark E dump body installed with a front and wing plow package and FSH V-box spreader for the tandem axle Peterbilt 548 at the Sourcewell discounted price of $158,214.00. With the current economic climate, we anticipate a pricing fluctuation that could either positively or negatively impact the quoted amounts. Also, due to the long lead time, the vehicle orders for FY 2022 and FY 2023 will be placed together. An updated contract with pricing for the medium duty trucks and work vans has not yet been released. We anticipate their release in the coming months. I move to approve the use of Sourcewell contract #060920-PMC for the purchase of five (5) single axle Peterbilt 548s for an amount of $600,596.00 per quote dated February 25, 2022 plus a 10% ($60,059.60) contingency for a total not to exceed the amount of $660,655.60; AND To approve the use of Sourcewell contract #060920-PMC for the purchase of one (1) tandem axle Peterbilt 548 for an amount of $140,809.20 per quote dated March 9, 2022 plus a 10% ($14,080.92) contingency for a total not to exceed the amount of $154,890.12; VILLAGE OF ORLAND PARK Page 9 of 26 Board of Trustees Meeting Minutes April 18, 2022 AND To approve the use of Sourcewell contract #080818-HPI for the purchase of five (5) Henderson Mark E dump bodies each with a plow package and FSHTM V-box spreader, installed on the single axle chassis, for an amount of $631,560.00 per quote #159889, dated March 22, 2022; AND To approve the use of Sourcewell contract #080818-HPI for the purchase of one (1) Henderson Mark E dump body with a front and wing plow package and FSHTM V-box spreader, installed on the tandem axle chassis, for an amount of $158,214.00 per quote #160200, dated April 7, 2022; AND Authorize the Village Manager to execute all related contracts, subject to the Village Attorney review. This matter was APPROVED on the Consent Agenda. 2022-0186 2022 Road Improvement Program Construction Management- Award The 2022 Neighborhood Road Improvement Program (“NRIP”) includes the maintenance and reconstruction of various roadways/streets throughout the Village. This project is bid annually, based primarily on the recommendation of the Village’s pavement management consultant, Applied Research Associates (ARA), of Champaign, Illinois, in partnership with Public Works staff’s institutional knowledge of Village roadways. The NRIP has been managed by Public Works staff in conjunction with the assistance of a consulting engineering firm since 2015. Baxter & Woodman Consulting Engineers has been the firm assisting the Village from 2015 to 2021. To initiate the 2022 NRIP construction project itself, a request for proposals (RFP 22-030 Neighborhood Road Improvement Program 2022) was published on the BidNet Direct website and bids were received from five (5) qualified contractors. Via the proposal evaluation scoring process, PT Ferro Construction of Joliet, Illinois is identified as the successful proposer for the project, with a total bid price of $5,297,343.91, and evaluation scores of 4.89 and 5.00 from Public Works staff. To facilitate the construction management for the various activities within the 2022 NRIP, on March 23, 2022, staff requested proposals for Phase lll construction management services from the Village’s prequalified list of consulting engineering firms, with a due date of April 8, 2021. The request was made to the nine (9) firms listed below. All firms were provided a scope summary, a spreadsheet document containing the estimated construction cost for each neighborhood, and sample VILLAGE OF ORLAND PARK Page 10 of 26 Board of Trustees Meeting Minutes April 18, 2022 resident notifications. The summary of submittals is listed below. Three (3) firms submitted a proposal for consideration, three (3) firms respectfully declined (“D”) due to an already full 2022 calendar for their field staff, and three (3) firms did not respond (“NR”). Firm Name - cost (total estimated hours) Baxter & Woodman, Inc. - $318,500.00 (2,412) Engineering Research Associates - $286,824.00 (2,424) HR Green, Inc. - $264,800.00 (2,148) V3 Companies - D Christopher B. Burke Engineering Ltd. - D CivilTech - D Ciorba Group - NR Strand Associates - NR TranSystems - NR HR Green, Inc. (“HRG”) is identified as the lowest cost proposer, and is a firm that has established a proficient and professional relationship with the Village for several years. This proposal will be an addendum to the existing Master Services Agreement (MSA) which the Village entered into with HRG in October of 2020. Prior to establishing the MSA with HRG, this firm has provided excellent construction management services in previous years to augment Public Works management of infrastructure improvements and inspection. HRG has performed bridge inspection services and bridge repair guidance for the Village since 2016. Within the last ten (10) years, HRG served as the construction inspection firm for the following: 2012 through 2013 construction of the 156th Street road extension from Ravinia Avenue to LaGrange Road. This was a challenging road construction project due to the very poor soils in the region. 2016 reconstruction of road crossing culverts beneath Orlanbrook Drive serving Park Hill and Orlanbrook condo subdivisions 2017 replacement of the Wheeler Drive bridge deck over Tinley Creek, adjacent to the Teebrook Villa neighborhood. 2019 waterproofing membrane replacement guidance for the Teebrook Drive bridge deck over Tinley Creek HRG has provided construction oversight and inspection for numerous Village projects and other municipalities’ road improvement projects of similar nature. Most recently, HRG provided similar road improvement construction management VILLAGE OF ORLAND PARK Page 11 of 26 Board of Trustees Meeting Minutes April 18, 2022 for the 2021 Aurora, Illinois road resurfacing project ($1.9M) and 2021 Oswego, Illinois road resurfacing project ($5.5M). I move to accept the proposal from HR Green, Inc. of New Lenox, Illinois for the 2022 Neighborhood Road Improvement Program construction management, for an amount not to exceed $264,800.00; AND Authorize the Village Manager to execute all related contracts, subject to Village Attorney review. This matter was APPROVED on the Consent Agenda. 2022-0344 Camera License/Equipment and Server - Purchase For the last several years, staff has added additional security cameras and begun replacement of older cameras throughout Village facilities and parks. In 2021, staff identified approximately fifty (50) new security camera locations. These installations and replacements require greater storage capacity to maintain a consistent retention policy. The current servers at Sportsplex, Village Hall and Public Works are at maximum storage capacity. These servers are approximately five (5) years old and unable to handle any future expansion. In addition to the server replacement, additional camera licenses and equipment is required to continue new installations. I move to approve the purchase of the Camera Licenses and Equipment in the amount of $11,553.88; AND Approve the purchase of the Servers under the Midwestern Higher Education Compact Contract purchasing price of $66,579.52. This matter was APPROVED on the Consent Agenda. 2022-0328 Konica Minolta Multi-Functional Printer Lease The lease and maintenance agreements for the Village's eighteen (18) multi-functional printers (MFPs) are being serviced by multiple vendors. This approach resulted in user dissatisfaction, inefficient management and increased cost. Staff is in the third (3) year of a plan to consolidate these agreements under a single vendor, Konica Minolta, utilizing the Sourcewell cooperative purchase contract. The Village has replaced seven (7) MFPs the last two (2) years. The next phase includes the replacement of nine (9) devices, whose leases are completed and are end of life. These MFPs are located at the Police Department (2), Public Works (3), Recreation Administration (1) and Village Hall (3). Staff recommends Board approval of a sixty (60) month lease agreement with Konica MInolta for these nine (9) MFPs. A breakdown of each device by model, location, and cost is VILLAGE OF ORLAND PARK Page 12 of 26 Board of Trustees Meeting Minutes April 18, 2022 listed in the attached Konica MInolta Cost Proposal. I move to approve the sixty (60) month lease and maintenance agreement with Konica Minolta using the Sourcewell Contract #030321-KON for nine (9) multi-functional printers for a total cost of $96,654.00 plus monthly usage charges. AND To authorize the Village Manager to execute all related contracts subject to Village Attorney review. This matter was APPROVED on the Consent Agenda. 2022-0329 Dell Personal Computer, Laptop, and Monitor Purchase The Department of Information Technology (DoIT) staff support 150 personal computers, 95 laptops, and 400 monitors. Staff implemented a four-year personal computer and laptop replacement cycle in 2020. The purpose of this strategy is to replace computers each year so these devices can meet the demands of current and future software and cybersecurity requirements. Computers and monitors to be replaced each year are also determined by age and warranty expiration. Staff identified 26 personal computers, 37 laptops, and 40 monitors to be purchased this year as part of the third year of the four-year replacement cycle. The specifications for the personal computers and laptops will enable them to have a useful life of four years and includes a four-year Dell parts and labor warranty. Monitors typically have a longer useful life of over 10 years. Staff is recommending this purchase from Dell Marketing LP., utilizing pricing from the Midwestern Higher Education Compact (MHEC) cooperative purchasing contract. The MHEC procurement rules require their technology contracts be awarded based upon a competitive RFP process. Since that time, monument and directional signs throughout the Village have been systematically replaced. The FY2022 Public Works Department budget includes funding for the installation of a Village-wide monument sign as identified in the Wayfinding and Branding Plan. Public Works Staff has identified a monument sign location at roughly 11351 W. 159th Street (Sportsplex) as the next sign to be installed. The area where the sign is located is on Village-owned property, and will be seen driving eastbound into the Village limits. ITB 22-022 Monument Sign - 159th Street at Sportsplex was issued on BidNet Direct from March 21, 2022 to April 6,2022. During the two (2) weeks that the bid was advertised, twenty (20) firms downloaded either partial or complete bid packages. Three (3) companies submitted bids, a summary of which is provided below: - Parvin-Clauss Sign Co. This matter was APPROVED on the Consent Agenda. 2022-0346 Spur 2 Water Main - Easement at Liberty Elementary School For the Spur 2 water main construction purpose and to construct a new north intake structure, the Village has requested that the Board of Education of Orland School District 135 grant a permanent, exclusive easement (the "permanent easement") and a temporary construction easement (the "temporary easement") over certain portions of the property owned by the Orland School District. Please see attached exhibits and drawings for exact locations to be included as part of the permanent easement and temporary easement. The Orland School District 135 signed and notarized the attached easement agreement on April 11, 2022. I move to approve the Temporary Construction and Permanent Easement Agreement between the Village of Orland Park and Orland School District 135. VILLAGE OF ORLAND PARK Page 14 of 26 Board of Trustees Meeting Minutes April 18, 2022 This matter was APPROVED on the Consent Agenda. 2022-0323 Lauterbach & Amen Staffing Agreement - Amendment In 2020, the Village requested proposals for payroll preparation services, which was intended to be a support for UltiPro payroll software. Lauterbach & Amen LLP (L&A) was selected, and we have utilized their services to not only prepare bi-weekly payroll (Village staff also assists, but we have no dedicated employee for this role), but run the payroll process that was originally intended to be done by UltiPro. In 2021, we modified this contract from hourly billing to a full time payroll coordinator resource. Also in 2021, the Village’s Accounts Payable Coordinator retired with two weeks’ notice and was replaced with a second full time Lauterbach & Amen resource. In 2022, the agreement was amended to add an Accounting Analyst to assist payroll, accounts payable, accounts receivable, accounting and financial reporting, and other areas of finance, and serve as our bench who could step up in a time of need. In January, 2022, the Village’s Accountant retired. Since that time, we have been looking to fill that position, but have been unsuccessful. Our representative from L&A contacted staff and indicated that they have a suitable candidate for the accountant position, who could start working for the Village yet this month. This position will include additional responsibilities, including overseeing the Utility Billing team and centralizing Village-wide bank deposits. Back office functions of the Office Support Supervisor role will be moved to other positions in the Finance Department. The Financial Services Manager position will directly supervise 7 full and part time staff plus seasonal employees, and will be focused on various customer service functions of the Village. VILLAGE OF ORLAND PARK Page 16 of 26 Board of Trustees Meeting Minutes April 18, 2022 Recreation Department Part Time and Seasonal Grade Changes In order to attract seasonal Recreation Department employees, including employees for the Centennial Park Aquatic Center, it is necessary to adjust various pay grades. Adjustments will also be made to operations to reduce cost impact without negatively impacting patron safety, and to increase revenue where possible. I move to adopt Ordinance 5711, entitled: ORDINANCE AMENDING APPENDICES A AND B TO ORDINANCE NO. 5676 - SECOND AMENDMENT. This matter was APPROVED on the Consent Agenda. 2022-0349 Temporary Finance Manager Staffing Services The Finance Department is in the midst of transition, with the Assistant Finance Director announcing her resignation effective early May, and three other staff resources beginning with the Village in mid-April. In recent months, the Assistant Finance Director has been responsible for overseeing bank reconciliations and the annual audit. The Village has a need for interim Finance Manager services in order to continue coordinating the annual audit through completion. Due to this immediate need, staff seeks approval to secure GovTempsUSA, to provide Finance Manager services. The contract would run from April 19, 2022 through June 24, 2022, at a rate of $98 per hour, for 30-40 hours per week. This agreement will continue through August 19, 2022, if needed, to complete the audit. I move to approve the Employee Leasing Agreement for temporary staffing services with GOVTEMPSUSA, LLC, for an Interim Finance Manager Services, at a rate of $98 per hour, for up to 40 hours per week, from April 19, 2022 through August 19, 2022 or until the completion of the 2021 audit; AND Approve and authorize the Village Manager to execute said agreement, subject to Village Attorney review. This matter was NO ACTION on the Consent Agenda. 2022-0326 FY2022 Budget Amendment #3 - Approval A detailed spreadsheet (by fund) reflecting budget adjustments is attached. This is the second budget amendment for FY2022. Recreation Department Seasonal Staffing Hiring for seasonal Recreation Department staff has been extremely challenging. To attract and retain staff, the Recreation Department recommends changing salary ranges for several part time seasonal position, which were detailed in the salary ordinance amendment. The budget impact for CPAC changes, as detailed VILLAGE OF ORLAND PARK Page 17 of 26 Board of Trustees Meeting Minutes April 18, 2022 in the attached spreadsheet, is expected to be $164,270, which includes incentive stipends. The budget impact for other Recreation seasonal staff is $26,267. Total increase in expenditures of $190,537. Attached is a CPAC Operational Options 2022, which outlines modifications to CPAC operations that will occur if the Village is unable to hire a full complement of qualified seasonal staff. In addition, the Recreation Department is recommending an incentive program for existing staff to identify potential candidates for employment. Total estimated budget impact is $92,600. CPAC - Fee Increases The Recreation Department recommend changing CPAC fees for daily admission rates and membership rates and program class costs as detailed in the attached spreadsheet. The revenue projections are based on average attendance from 2018, 2019 and 2021 with the 2022 actual revenues dependent upon weather. The total projected increase for 2022 is $183,079. Finance Department Staffing Lauterbach and Amen Lauterbach & Amen has provided a proposal to provide an Accountant, Accounting Analyst, Accounts Payable Coordinator, and Payroll Coordinator for a total of $40,000 per month with a 3% escalator. Our current agreement with L&A details the total amount that we are paying for each position ($10,200 per month for the Payroll Coordinator and Accounts Payable Coordinator, and $11,500 per month for the Accounting Analyst, for a total of $31,900 per month). The new amended agreement will incorporate all four positions for a total of $40,000 per month, essentially at a cost of $8,100 per month for the Accountant position. The total amount budgeted for the Accountant position in 2022 is $123,870. The total annual cost of the Accountant position provided by L&A is $97,200, a savings of $26,670. This budget amendment will increase Outsourcing by $68,500, reflecting 8 and ½ months of the new contract 2022. The budget amendment will lower Salaries and related benefits for a total net budget impact of $0. GovTempsUSA With the resignation of the Assistant Finance Director, the Village received a proposal from GovTempsUSA in order to provide interim staffing services. GovTempsUSA is able to provide an interim Finance Manager, who will be responsible to oversee completion of the annual audit. The budget amendment will use $34,300 of the Assistant Finance Director salary in order to pay for 10 weeks of interim Finance Manager services. This contract may need to be extended in order to complete the annual audit. Police-Camera System Upgrade VILLAGE OF ORLAND PARK Page 18 of 26 Board of Trustees Meeting Minutes April 18, 2022 For the last several years, the Village has added additional security cameras and begun replacement of older cameras throughout Village facilities and parks. In 2021, approximately 50 new security camera locations were identified. These installations and replacements require greater storage capacity to maintain a consistent retention policy. The current servers at Sportsplex, Village Hall and Public Works are at maximum storage capacity. These servers are approximately five years old and unable to handle any future expansion. In addition to the server replacement, additional camera licenses are required to continue new installations. Staff is recommending the purchase of three (3) Dell PowerEdge R740XD Servers, and additional thirty-four (34) camera licenses in order to continue with the planned 2022 installations and upgrades at total cost of $79,196.49 for software and hardware. The Village is eligible for discounted contract pricing (Servers) from Dell under the Midwestern Higher Education Compact Contract #MHEC-07012015. 2021 Park Court Repairs In 2021, repairs at Dogwood Park, Doogan Park, Fountain Hills Park, Grasslands Park, Laurel Hills Park, Mission Hills Park and Wedgewood Estates Park were awarded to U.S. Tennis at a cost of $239,420, with a 10% contingency of $23,942 for a do not exceed amount of $263,362. U.S. Tennis experienced a labor shortage due to the pandemic impacting their ability to complete all of the contracted work in 2021. Work that remains outstanding in 2022 includes: installation of fencing at Doogan, Laurel Hills and Wedgewood Estates Parks, and court surfacing (color and striping) at Doogan, Wedgewood Estates, Laurel Hills, Dogwood Park, Fountain Hills, Grasslands and Mission Hills Parks. Staff requests a budget roll-over of $74,765 to complete the remaining work. Project Rollovers Several projects were anticipated to be completed during 2021, but were delayed for a variety of reasons. This budget amendment rolls the budget forward for the noted projects and purchase orders. I move to approve an increase in the General Fund expenditure budget in the amount of $220,797, an increase in the Recreation & Parks Fund expenditure budget in the amount of $443,532, and an increase in the Recreation & Parks Fund revenue budget in the amount of $183,079, an increase in the Water & Sewer Fund expense budget in the amount of $1,211,049, and an increase in the Capital Projects Fund expenditure budget in the amount of $2,865,130 as detailed on the FY2022 Amendment #3. VILLAGE OF ORLAND PARK Page 19 of 26 Board of Trustees Meeting Minutes April 18, 2022 2022-0330 HR Leave Administration Services - Professional Services Agreement Renewal In November of 2020, the Village entered into a professional services agreement with Trupp HR, Inc. to provide leave administration services. Leave management requires an understanding of the complexities in procedures as well as timelines; and depending on the type of leave, applicability of State-mandated programs, concurrent leave eligibility, record keeping requirements and recertification. Since the execution of the agreement, Trupp HR has performed leave administration services for the Village, and staff is pleased with the services it has provided. The agreement with Trupp HR expired on December 31, 2021, and staff would like the Village enter into a new agreement with the company. The new agreement would be a multi-year agreement, with the option to renew on an annual basis after the initial term has been completed. The cost for the services would be the same as the previous year as follows: - Administration fees: Monthly Base Fee: $500 - Per Leave Fees (Leave Administration): $195/standard leave/per employee PLUS; $95/intermittent leave/per employee/per month; and $165/hour for ADA Accommodation Requests/Interactive Process. Staff recommends that the Village enter into a new professional services agreement with Trupp HR to provide leave administration services for the Village for two (2) years, with the option to renew on an annual basis after the initial term for an amount not to exceed the Board approved budgeted amount for the fiscal year. I move to approve a professional services agreement with Trupp HR, Inc. to provide leave administration services for the Village for two (2) years, with the option to renew on an annual basis after the initial term for an amount not to exceed the Board approved budgeted amount for each fiscal year; AND Approve the Village Manager to execute said agreement, subject to Village Attorney review. VILLAGE OF ORLAND PARK Page 20 of 26 Board of Trustees Meeting Minutes April 18, 2022 2022-0348 Queen of Hearts - Raffle License The Orland Park Veterans’ Commission is requesting a license to conduct a Queen of Hearts progressive raffle, which will take place weekly on Wednesdays at Mackey’s Public House located at 9400 W 143rd Street. The Commission's current license expires May 1, 2022. Ticket sales will begin on May 2, 2022. The duration of this license event shall not exceed one (1) year, expiring on May 2, 2023. The purpose of the raffle is to raise funds for charitable distributions. All required documentation has been submitted. I move to approve issuing a raffle license for one (1) year, beginning on May 2, 2022, expiring on May 2, 2023, to the Orland Park Veterans’ Commission to sell raffle tickets for its Queen of Hearts progressive raffle, which will be held weekly on Wednesdays at Mackey’s Public House; AND I move to waive the $10 license fee and fidelity bond requirement. This matter was APPROVED on the Consent Agenda. 2022-0187 2022 Neighborhood Road Improvement Program - Proposal Award The 2022 Road Improvement Program includes the maintenance and reconstruction of various roadways/streets throughout the Village. This project is bid annually, based primarily on recommendations from the Village’s pavement management consultant, Applied Research Associates (ARA), of Champaign, Illinois. For FY2022, streets scheduled for resurfacing and reconstruction are found in the following neighborhoods: Ravinia Glens, Fawn Creek, Spring Creek, Arbor Pointe, Silo Ridge, Hummingbird Hill and Mistee Ridge, Revell Court, Quail Hollow Drive, Silver Lake West, and El Cameno Re’al. In addition to pavement-related work, tree trimming, repair and/or replacement of hazardous sidewalks, failed curbs, and deteriorated storm sewer structures will be performed on an as-identified basis. In all of the above project areas, all non-compliant sidewalks, most notably at street crossings, will be upgraded in accordance with the Americans with Disabilities Act (ADA). To initiate the 2022 Neighborhood Road Improvement Program, a request for proposals (RFP 22-030 “2022 Neighborhood Road Improvement Program”) was published on the BidNet Direct website from March 24th through April 8th, 2022. BidNet Direct Data: VILLAGE OF ORLAND PARK Page 21 of 26 Board of Trustees Meeting Minutes April 18, 2022 -Twenty-three (23) vendors downloaded at least one of the proposal documents. -Nine (9) vendors downloaded all documents. -Five (5) proposals were submitted [three (3) electronic submittals, two (2) paper submittals] in writing for consideration. Proposals were received from five (5) contractors, and were opened privately with Finance Department staff shortly after 11:00 am on Friday April 8th, 2022. See Exhibit A for the bid responsiveness check sheet for all five (5) proposers. A summary of the proposals is below: M&J Asphalt Paving Company, Inc. of Cicero, Illinois - $5,278,611.05 P.T. Ferro Construction of Joliet, Illinois - $5,297,343.91 Lindahl Brothers, Inc. of Bensenville, Illinois - $5,414,142.10 Orange Crush, LLC of Hillside, Illinois - $6,060,495.00 D Construction of Coal City, Illinois - $6,512,893.10 Based on the criteria stated in the Instructions to Bidders from the RFP document, scoring results indicate PT Ferro Construction Company of Joliet, Illinois as the highest scoring proposer for the 2022 Neighborhood Road Improvement Program. PT Ferro Construction received an evaluation score of 5.00 from the Assistant Public Works Director, and a score of 4.89 from the Public Improvements Technician (project designer). Exhibit C provides the scoring for all proposals submitted. The proposed grand total project cost of $5,297,343.91 submitted by PT Ferro Construction is below Public Works’ project estimate of $5,583,928.90. Exhibit B provides the detailed summary of PT Ferro Construction’s grand total bid price, which serves as the typical Exhibit B to accompany the construction contract. While M&J Asphalt Paving Company is the lowest grand total price proposer (45% of scoring weight), the scores received in the categories of Vendor Qualifications (15% weight), Responsiveness to the Specifications (10% weight), and Past Experience with Proposer (20% weight) reduced their overall score. Regarding the qualifications category, M&J Asphalt Paving Company does not own an asphalt plant, which has a considerable influence on a project of this size with respect to the very large tonnage required for this project. Regarding the responsiveness to the specifications category, M&J Asphalt Paving Company unfortunately did not include a technical proposal within the submittal. The technical proposal is typically a brief statement of staffing, equipment, resources, experience, and understanding of the work in order to perform the project. However, had M&J Asphalt Paving Company included the simple technical proposal information, the resulting change in their overall score would not have changed their ranking. Regarding the past experience category, Public Works has previously worked with M&J Asphalt Paving Company via the 2019 Asphalt Maintenance project (street patching, parking lot, pedestrian path maintenance) which carried over into 2020. Their street patching work was prompt, well-coordinated, and efficient/productive. The notable deficiency in that project VILLAGE OF ORLAND PARK Page 22 of 26 Board of Trustees Meeting Minutes April 18, 2022 was some instances of inadequate traffic management measures during the street patching activity. This resulted in some vehicle damage reports. Trustee Kampas stated that he was abstaining from the vote due to a family member being employed at one of the bidding companies. (refer to audio) I move to approve pursuant to the Village’s power and authority as a home rule municipality under the 1971 Illinois Constitution, that any requirements for competitive bids under Section 8-9-1 of the Illinois Municipal Code (65 ILCS 5/8-9-1) and any and all bidding requirements set forth in the Orland Park Municipal Code be and are hereby waived for the 2022 Neighborhood Road Improvement Program and that the Village accept the proposal for the RFP 22-030, Neighborhood Road Improvement Program, from PT Ferro Construction Company of Joliet, Illinois in an amount not to exceed $5,297,343.91; AND Authorize the Village Manager to execute all related contracts, subject to Village Attorney review. Agenda Initiatives include (1) the expenditure of money; (2) modifications to the Village Code; (3) formation/modification of Village policies; (4) the introduction of an ordinance or resolution; (5) the formation/modification of committees; (6) budget changes and/or (7) the appropriation of Village/Legal staff time. Proposed Initiative Trustee Katsenes is recommending that the Mayor remove Scott Kaspar as a Commission Member of the Orland Park Police Pension Fund as well as the Orland Park Ethics Commission. Trustee Katsenes’ Initiative indicates that she believes “that this is in the best interest of the Village to remove him as he has VILLAGE OF ORLAND PARK Page 23 of 26 Board of Trustees Meeting Minutes April 18, 2022 publicly attacked and disparaged the Village of Orland Park, and specifically the Orland Park Police Department, which is improper and unbecoming of an individual appointed to those positions.” On April 4, 2022 this item was reviewed by the Committee of the Whole, recommended for approval and referred to the Village Board of Trustees for consideration. President Pekau had comments and recommended to table this motion. (refer to audio). Currently, the Police Department is assisting with the fingerprinting for the background checks. However, due to the overwhelming amount of background checks being performed and scheduling conflicts, the Police Department no longer has the capacity nor the flexibility to continue to perform the fingerprinting function for the Human Resources Department. Staff researched a number of third party vendors and narrowed the scope to three (3) vendors: Secureone Security Services, Inc.; Accurate Biometrics; and Biometric Impressions Corp. Based on the needs of the Village, Accurate Biometrics is believed to be the best fit for fingerprinting services. Accurate Biometrics has over twenty (20) years of fingerprinting service experience, and it has an A+ rating with the Better Business Bureau. It has over forty (40) locations in Illinois, and it provides walk-in service as no appointments are required at any of its locations in Illinois, which would be a benefit to the Village for seasonal hires who are located in various cities throughout the VILLAGE OF ORLAND PARK Page 24 of 26 Board of Trustees Meeting Minutes April 18, 2022 Midwest. The results can also be received in a short amount of time. The cost for this service would be $60 per person. This cost would be paid by the Village for part-time hires and seasonal hires. In addition to using this vendor for fingerprinting services for part-time hires and seasonal hires, this vendor can be used to fingerprint applicants for liquor licenses, solicitors, and massage parlor applicants. The cost for these fingerprinting services would be paid by the individual applicant and not by the Village. The initial term of the contract would be twelve (12) months, and it would automatically renew for additional one (1) month terms until terminated. Staff recommends that the Village enter into an agreement with Accurate Biometrics for fingerprinting services. Trustee Riordan had comments. (refer to audio) I move to approve a service agreement with Accurate Biometrics to provide fingerprinting services for the Village for twelve (12) months, with automatic renewals for additional one (1) month terms until terminated, for an amount not to exceed the Board approved budgeted amount for each fiscal year; AND Approve the Village Manager to execute said agreement, subject to Village review.
