2022-0371 Payroll - Approval

I move to approve the Bi-Weekly Payroll for April 15, 2022, in the amount of
$2,873,155.05.
2022-0364 Authorize the sale of one (1) Easement Machine to the town of Lowell,
Indiana
Orland Park Easement Machine (Unit # 6178) is no longer useful for the Village of
Orland Park as personal property. The piece of equipment listed below is no
longer needed by the department and has a great resale value in today’s high
demand market. At a previous Board meeting, this piece of equipment was
added to the surplus disposal list.
Unit #6178: Model Year 2019, Sewer Equipment Co. of America Easement
Machine JAJ-600WH Serial #8027.
This piece of equipment has high market value, and the Town of Lowell, Indiana
has approached the Village of Orland Park to acquire it for $45,000.00. The
department’s assessment is this a fair value of this piece of equipment. The Town
of Lowell, Indiana is in need of this piece of equipment, and due to the long lead
times for new equipment, this would be their best course of action.
I move to adopt Ordinance 5712, entitled: ORDINANCE AUTHORIZING THE
SALE OF PERSONAL PROPERTY (EASEMENT MACHINE) OWNED BY THE
VILLAGE OF ORLAND PARK, ILLINOIS, TO THE TOWN OF LOWELL, INDIANA.

2022-0355 Disposal of Village Equipment (Online Auction) - Public Works
Department - Ordinance
The Village’s Public Works Department is requesting that the Village declare the
following equipment described below and in the attached ordinance as surplus
property and dispose of through Public Surplus.com (online auction). These items
are no longer necessary or useful for the Village of Orland Park.

In order to legally dispose of municipal property, the Village must adopt an
ordinance that describes the items to be sold.
In the event that two (2) attempts have been made to sell said property, and that no
bids have been received equal to the minimum price, the property shall be either
donated or scrapped as determined by the Village Manager.
I move to adopt Ordinance 5713, entitled: AN ORDINANCE AUTHORIZING
DISPOSAL BY PUBLIC AUCTION OF PERSONAL PROPERTY OWNED BY
THE VILLAGE OF ORLAND PARK, ILLINOIS.

2022-0353 Taste of Orland Park Tent and Supplies Rental Contract
In February 2022, RFP 22-0013 (attached) was issued for tents, table and other
event rental supplies in support of the Taste of Orland Park and other Village
special events for a three-year period. This was necessary after Marquee Events
reneged on a three-year contract in 2021 due to labor shortages.
The RFP was shared with seven rental companies capable of providing the
required supplies and services. The RFP resulted in only one submittal (attached)
from Indestructo Party Rental. In evaluating the proposal, staff expressed
concerns as to this vendor’s ability to meet the needs of the Taste, as well as the
“Additional Notes” included in the proposal. One note of particular concern, “this
contract may be null & void for any material & labor shortages that may occur.”
This circumstance is unacceptable and too great a risk to the production of the
Taste.
Staff have instead solicited quotes for only the 2022 Taste of Orland Park. Quotes
were provided by Big Tent Events, Chicago Tent and DuPage Tent as follows:
~Big Tent Events: $34,369.81
~Chicago Tent: $42,364.00
~DuPage Tents & Events: *$7,474.26
*Quote does not include all items included in quote request.
While DuPage Tents & Events has provided the least expensive quote, this is due
to their inability to provide all the necessary items required to support the Taste’s
full set-up.

Staff recommends the 2022 Taste tents and supplies contract be awarded to Big
Tent Events. Big Tent Events possess the inventory, expertise and labor required
to successfully produce the Taste. Big Tent clients include: the Village of Glendale
Heights (Summer Fest), Orland Hills (Party the Park), City of Chicago (Taco Fest,
Greek Fest), Palos Heights (Kris Kringle Market).
I move to waive the bidding requirements and to approve entering into a contract
with Big Tent Events to provide tents, lights and supply rentals for 2022 Taste of
Orland Park, at a total estimated cost of $34,369.81;
AND
To authorize the Village Manager to execute all related contracts, subject to
Village Attorney review.

2022-0375 PACE 2022 Certification and Assurances - Approval
In December 2018, the Village Board of Trustees approved a budget amendment
for FY2019 to include the PACE Municipal Vehicle Program (MVP) as a more
cost-effective alternative to the former PACE Bus Dial-A-Ride transportation
program. The Village Board approved entering into the agreement with PACE in
February 2019. This agreement included authorization for the Village Manager
and Village Attorney to sign the Federal Fiscal Year 2018 Certification and
Assurances for FTA Assistance Programs. PACE is now requesting that the
Village authorize signature of the current year Federal Fiscal Year 2022
Certification and Assurances for FTA Assistance Programs.
In order to continue in the program, the Village must certify compliance with the
applicable provisions of the FTA as referred to in the Federal Fiscal Year 2022
Certification and Assurances for FTA Assistance Programs. Staff and the Village
Attorney have reviewed the 2022 Certification and Assurances as they apply to
the PACE Community Vehicle Program and find the document to be acceptable.
Being an annual requirement, these signatures will be required each year.
Having determined that the Federal Fiscal Year 2022 Certifications and
Assurances for FTA Assistance Programs are true and correct as they apply to
the PACE Community Vehicle Program, I move to approve that such
Certifications and Assurances be approved;
AND
Authorize the Village Manager and Village Attorney to sign them on behalf of the
Village for 2022 and future years.

2022-0377 Appointment of Chief of Police
Following a successful interim appointment, Village Manager Koczwara has
elected to appoint Eric Rossi as Chief of Police beginning May 3, 2022.
As Chief of Police, Chief Eric Rossi shall continue to devote his attention to the
discharging of the duties prescribed in the laws of the State of Illinois, in this Code
and all other ordinances of the Village.
I move that the Village Board of Trustees confirm the appointment of Eric Rossi to
the position of Chief of Police for the Village of Orland Park per the terms of the
Village Manager's appointment, effective May 3, 2022.

2022-0366 Amend Title 7 Chapter 18 - Decrease Number of Video Gaming Licenses -
Ordinance
Decrease the number of Video Game licenses from twenty-three (23) to
twenty-two (22) to accommodate for the closing of Square Celt Restaurant.
I move to adopt Ordinance 5714, entitled: AN ORDINANCE AMENDING TITLE 7
CHAPTER 18 OF THE ORLAND PARK MUNICIPAL CODE, REGARDING THE
AVAILABLE NUMBER OF VIDEO GAMING LICENSES ISSUED BY THE
VILLAGE OF ORLAND PARK, COOK AND WILL COUNTIES, ILLINOIS.

2022-0312 2022 Strategic Flow Monitoring and CCTV Review and Recommendations
- Proposal
In 2015, RJN Group Inc. of Wheaton, Illinois (RJN) was selected through a
competitive proposal process to complete the Village’s Comprehensive Sanitary
Sewer Evaluation Project. An engineering consultant was required to guide the
Village through the various technical processes required to conform to new
mandates issued by the Metropolitan Water Reclamation District (MWRD) as it
relates to the reduction of inflow/infiltration (I/I) into the Village’s sanitary sewer
system.
The consultant was tasked to “provide assistance in developing and implementing
a Village-wide comprehensive sanitary sewer system evaluation & repair
program.” Section F in the Village’s scope of work requires the consultant to
assist in the establishment of programs, parameters, and bid documents for short-
and long-term operational activities, including but not limited to manhole
inspections, smoke testing, flow monitoring, and televising sanitary sewers. In
2020, the Village Board approved an additional five (5) year contract with RJN to
continue assisting the Village with MWRD requirements through 2024. See
attached contract.

Village staff determined that a Village-wide flow monitoring program would be
beneficial to help guide the Village’s Sanitary Sewer Program. Flow monitoring, in
short, determines if there are differences in sanitary sewer flows during dry and
wet weather conditions. The primary purpose of the flow monitoring project is to
provide the Village with a comprehensive and comparative assessment of the
sanitary sewers. The attached proposal is for flow monitoring and CCTV (Closed
Circuit Television) services directly related to the Village’s Sanitary Sewer Inflow
and Infiltration Capital Improvement Program for the next three (3) years.
For 2022, after discussion with Utility Division staff, RJN has recommended the
placement of flow meters at six (6) locations to further analyze these locations.
These locations are listed and shown in Exhibit D of the task order proposal dated
March 8th, 2022. By using six (6) flow meters to monitor the basins in this location,
it will provide baseline flow assessment outside the high priority area to determine
future need for further evaluation and analysis. Having baseline data for these
areas will be beneficial so that future inspections required under the MWRD Inflow
& Infiltration Control Program (IICP) - Long Term Operation & Maintenance
Program (LTOMP) can be quantitatively analyzed for flow reduction, and flow
reduction efforts can be quantified following sewer rehabilitation activities in the
area. The CCTV services will also identify infiltration points within the sewer lines
that will need to be repaired.
I move to approve accepting the task order proposal dated March 8, 2022 from
RJN Group Inc. of Wheaton, Illinois for 2022 Flow Monitoring and CCTV Services
for a cost not to exceed $101,180.00;

Authorize the Village Manager to execute all related contracts, subject to Village
Attorney review.

2022-0313 SportsPlex High Bay Cleaning - ITB 22-031
On March 30, 2022, the Village issued Invitation to Bid (ITB) 22-0031 “SportsPlex
High Bay Cleaning,” requesting bids from contractors interesting in providing high
bay cleaning services at the Orland Park SportsPlex. Work consists of HEPA
vacuuming and cleaning all horizontal surfaces eight (8) feet and above throughout
the entire facility, including the Gymnasium, Indoor Soccer Field, Work Out Areas,
Main Lobby, and All Other Areas.
Bidders were asked to provide pricing for the cleaning of three (3) separate areas
at SportsPlex: Area 1 (Soccer Field), Area 2 (Gymnasium), and Area 3 (All Other
Areas). All three (3) areas are in need of high bay cleaning, which has not
occurred since the facility was opened in 2002.

During the two (2) weeks that the bid was open for review, thirteen (13) firms
downloaded either partial or complete bid packages. On April 8, 2022, an
optional pre-bid meeting was held at the SportsPlex, which representatives from
three (3) firms attended.
ITB 22-031 was opened on April 20, 2022, at which point two (2) firms submitted
bids. A third contractor noted he couldn’t bid because of the limited rental
equipment available currently on the market due to supply shortages. Both
qualifying bid packages, a Cleaning Areas Exhibit, and an audit of the bid
submittals are attached for reference. A summary of the bid prices is provided
below:

Based on pricing and firm qualifications, staff recommends approving the bid from
Service Master Clean of Carol Stream for the completion of the cleaning of Areas
1 and 3 (Soccer Field and All Other Areas). The total cost for these two (2) areas
($35,574.00) closely matches the budget amount ($35,000.00). A 5% ($1,778.70)
contingency is requested to address change orders made necessary by
circumstances not reasonably foreseeable at the time the contract was signed.
The remaining area (Gymnasium) would be budgeted for completion in 2023.
I move to approve awarding ITB 22-031 to Service Master Clean of Carol Stream
for a total amount not to exceed $37,352.70 ($35,574.00 plus a 5% contingency of
$1,778.70);
AND
Authorize the Village Manager to execute all related contracts, subject to Village
Attorney review;
AND
Allow the Village Manager to approve change orders not to exceed the
contingency amount.

2022-0378 Swearing-in of Chief of Police and Joint Emergency Telephone System
Board Appointment

the Board approved appointments of Chief of Police and member of the Joint
Emergency Telephone System Board. (refer to audio)

DEVELOPMENT SERVICES AND PLANNING
2022-0381 Main Street Triangle Consultant Presentation
Edwards Realty Company (“Edwards”), under the terms of a Consulting
Agreement, was retained by the Village of Orland Park on March 15, 2021 to
provide consulting services to formulate a Conceptual Master Development Plan
(“Plan”) for the development of the remaining 9.15 acres of currently undeveloped
land within the area known as the Main Street Triangle.
At the April 12, 2022 Plan Commission meeting, the Plan Commission reviewed
the Edwards recommended Plan and recommend its approval to the Village
Board. This Plan would become the basis for a request for proposals (“RFP”) and
request for qualifications (“RFQ”), circulated to multiple local, regional, and
national development firms, to select the best developer to complete Orland
Park’s Downtown in a way that is consistent with the approved Plan.
The Plan, developed under the terms of the Consulting Agreement and
recommended by Edwards to the Village, is shown on the attached site plan and
narrative and represents the culmination of a full year of market study,
collaboration with Village staff, infrastructure and engineering investigation, and
input from owners of the property within the Main Street Triangle.
Upon approval of the Plan by the Village Board of Trustees, Staff will begin to draft
a RFP and/or RFQ that will be circulated to the local, regional, and national
development community in order to find a new Master Developer that best meets
the Village Board’s vision and complete the development of the site.
PLAN COMMISSION DISCUSSION
Edwards presented the attached Plan and narrative. Staff and Edwards first
explained to the Plan Commission where the Village was in terms of the process
to seek a Master Developer. As was pointed out at the meeting, the Main Street
Triangle has been in development for the last 10+ years. Most recently, through the
required RFP process, the Village selected Structured Development to work

toward a Master Development Agreement and; ultimately, development of the site.
According to Structured Development, the negotiations stalled and they
determined that the project was not feasible given the market conditions created
by the COVID-19 Pandemic.
The Village then retained Edwards through a Consulting Agreement, to determine
if given the current market and vision of the Village Board of Trustees, a
development was feasible. Edwards spent the last year working with Village Staff,
held public meetings and
met with different users based on the vision that the Village communicated for the
site. The results of the research and due diligence completed by Edwards have
resulted in the recommended Plan and narrative.
Once the Plan is approved by the Village Board of Trustees, a formal RFP will be
created based on the concept and ultimately distributed to the local and national
development community.
The following items were emphasized in Edwards’ presentation but were not
included in the original narrative or Plan to the Plan Commission.
Jefferson Avenue from 142nd Street to the detention pond, between parcels A
and B, will be a pedestrian only street. Outdoor seating and other ways to activate
the street are encouraged.
Connectivity to other areas in Downtown Orland Park must be present in the Plan.
Edwards recommends building off of the already established trails and paths that
connect to the current Main Street Triangle. This includes, but may not be limited
to, the existing pedestrian/bicycle bridge that goes over LaGrange Road
connecting the Main Street Triangle to Orland Crossing Shopping Center. The
path and bikeway system already connects to this area; however, since the Main
Street Triangle is intended to cater to all modes of transportation, with an
emphasis on people over cars, upgrading and enhancing the pathway
connections that tie into the Main Street Triangle will be paramount, according to
Edwards.
The selected Master Developer should look at ways to incorporate the existing
detention pond at the north end of the Main Street Triangle, as an amenity. The
recommendation is to provide aesthetic upgrades that will make this area a focal
point of the redevelopment. The pond area should serve as an amenity to both the
users of parcel A and B as well as the general public that visit the Main Street
Triangle.
I move to approve the Conceptual Master Development Plan, with the overall
residential building square footage not to exceed forty-five percent (45%).

FINANCE
2022-0363 Consideration and action on an ordinance providing for the issuance of
not to exceed $22,000,000 General Obligation Bonds, Series 2022A, to
finance various capital improvements in and for the Village, providing for
the levy of taxes to pay said bonds, and authorizing the sale of said
bonds to the purchaser thereof
A parameters ordinance allows the Village Board to adopt an ordinance
authorizing the sale of bonds at a future date, as long as certain parameters are
met. These would include maximum par amount, interest rate, maturity date, etc.
The ordinance also designates certain elected and appointed officials to
complete the sale on behalf of the Village Board if the terms of the ordinance are
met. A parameters ordinance allows more flexibility in setting a sale date for the
bonds.
Parameters for the General Obligation Bonds, Series 2022A
Maximum issue size: $22,000,000
Purpose: 2022 capital improvements relating to Roads, Village Facility
Improvements and other capital projects
Maximum maturity date: December 1, 2047
Authorization to sell Bonds expires: November 2, 2022
Maximum interest rate: 5.00%
Optional call dates: Allowed, will be set forth in Notification of Sale, but not later
than 10 ½ years from the date of issuance (2032). May call portions of maturities
in increments of $5,000.
Designated Officers: Village President and one of the Village Manager or Finance
Director, or any other officer or employee of the Village so designated by a written
instrument signed by the President or the Finance Director.
Method of Sale: Competitive Sale.

other municipalities, the method of sale may switch from a competitive public
offering to a competitive direct placement to banks. The sale and closing dates
would be similar to those described above for a competitive sale. The decision
would be made at a future date as market conditions warrant. The Ordinance
permits either type of sale based on a recommendation by PMA as accepted by
the administration.

WILL COUNTIES, ILLINOIS, FOR THE PURPOSE OF FINANCING VARIOUS
CAPITAL IMPROVEMENTS, PROVIDING FOR THE LEVY AND COLLECTION
OF A DIRECT ANNUAL TAX SUFFICIENT FOR THE PAYMENT OF THE
PRINCIPAL OF AND INTEREST ON SAID BONDS AND PROVIDING FOR THE
SALE OF SAID BONDS TO THE PURCHASER THEREOF.

2022-0368 Ordinance Authorizing the Development of a Financing Plan for General
Obligation Bonds, Series 2022A
At the April 18, 2022 Committee of the Whole meeting, the Committee discussed
accelerating our planned borrowing for parks projects as well as meter
replacement. The borrowing plan was discussed with the Village’s Financial
Advisor, PMA Securities, LLC, at the April 18, 2022 Committee of the Whole
meeting.
These improvements include:
· Parks Master Plan - Schussler Park and Centennial Park West
· $4,000,000 funded by GO Bonds for stormwater improvements
· $5,000,000 funded by American Recovery Plan Act (ARPA)
· $10,367,800 funded by GO Bonds for park renovations.
· Other uses include:
· $5,151,000 for water meter replacement program
· $759,187.50 for Series 2022 debt service payment in December, 2022.
Recommendation
The attached Ordinance authorizes the development of a borrowing plan for
General Obligation Bonds, Series 2022A, and authorizes the Village Manager to
execute agreements for services related for the funding of these projects. The
agreement for services related to these projects include bond counsel, financial

advisor, rating service, bond registrar/paying agent and other related services.
