Thomas Villanova parish picnic, explaining that all servers will be certified with
the Village, and three BASSET-certified servers will be present to ensure
compliance and safety.
Mayor Schwantz commended the petitioner for organizing events that have been
well received by the community.

BACKGROUND:
The St. Thomas of Villanova parish is requesting a one-day liquor license in conjunction
with their parish picnic at 1141 E. Anderson Drive on Saturday August 2, 2025. The
event will be held from 12 PM to 9 PM and liquor served from 12:00 PM to 8:30 PM.
KEY ISSUES:
• A diagram of the serving area is attached.
• All servers will be required to comply with the Police Department seminar
regarding identifications.

Consider a Motion Approving Applications for Liquor License
Renewals for the 2025/2026 Liquor License Year
BACKGROUND:
Following initial issuance, Village of Palatine liquor licenses are renewed on an annual
basis for a July through June license year. The Village Manager’s Office conducts a
comprehensive review including a background check conducted by the Police
Department. A listing of all current establishments requesting renewal of a Village of
Palatine liquor license for the 2025/2026 year is attached as Exhibit A.
KEY ISSUES:
• All applications have been submitted and approved by the Police Department.
• All owners and managers, with the exception of a few, have met the Palatine
fingerprinting and Alcoholic Beverage Seller & Server permit requirements.
Those establishments who still need to fulfill ABSS permit requirements are
recommended to have their license renewal contingent upon Village Manager
approval.
BUDGET IMPACT:
All applicants will be required to pay the annual liquor license fee associated with their
classification(s).
RECOMMENDATION:
Based upon the application review and past year's operational history, the Village
Manager recommends that the Liquor Commission approve the 2025/2026 licenses as
attached.
ACTION REQUIRED:
Approval of the renewal of all licenses on Exhibit A and direct the Liquor Commission
Chairman to execute said licenses.

BACKGROUND:
On this evening's agenda is a Special Use Transfer for 383 W. Northwest Highway.
India Foodie Lounge holds a Class D (Restaurant) Liquor License at 383 W. Northwest
Highway. However, owner Yagnesh Patel notified staff during the renewal process of a
change in ownership of the corporation, transferring 80% and 10% interest respectively
to Kishorek Atluri and Vina Patel. Per the Village Code, any ownership transfer over
50% requires a new license to be issued. This transfer of ownership will be provided to
the Illinois State Liquor Control Commission to update their State Liquor License.
KEY ISSUES:
• As the stock has changed over 50%, the old license is invalidated and per the
Village Code, a new application was required to be submitted to the Palatine
Liquor Commission.

Stock for Emmett's PT LLC (dba Emmett's Brewing Co.)

BACKGROUND:
Section 3-34 of the Alcohol Beverages Code requires that any person acquiring in
excess of 5% of the total issued and outstanding stock of the corporation shall report to
the Local Liquor Control Commission not less than 30 days prior to such acquisition.
Emmett's Brewing Co. holds a Class N (Microbrewery) Liquor License at 110 N.
Brockway Street. Owner Andrew Burns notified staff of a change in ownership of the
corporation, in which former owner Rob Kwiatek's 3% stock was absorbed by Andrew
Burns and Matthew Burns. The stock was then rearranged to the following: Andrew
Burns now holds 61% (formerly 44%) and Matthew Burns now holds 39% (formerly
23%). This stock transfer will be provided to the Illinois State Liquor Control
Commission to update their State Liquor License.
KEY ISSUES:
• As the entity holding the liquor license has not changed, this action is merely a
report to the Palatine Liquor Commission.
