Northwest Highway BACKGROUND: On October 16, Village staff was notified that One Taco Dos Tequila had modified their Video Gaming floor plan. The Petitioner stated that the relocation and amendment to the floor plan was requested to help improve video gaming. KEY ISSUES: • The main reason for the request was to move the machines into proximity and visibility of their bar employees, located central to their establishment. • The State of Illinois approved the changes, and the gaming machines inside One Taco, Dos Tequilas were relocated near the front window of the business without Village approval. • Once the gaming machines were relocated, an employee of the Illinois Gaming Board came out to the business and verified the machines were relocated, accurate to the recent change approved by the State. • Village staff conducted an inspection to verify the new locations were compliant with local ordinances. • No other changes to the establishment or gaming operations have occurred. Our management team and staff are committed to conducting regular walkthroughs during operating hours to ensure the safety, appropriate use, and overall well-being of all patrons in that space. Sincerely, Jeremy Rafidia Manager, One Taco Dos Tequilas Page 5 of 13 Page 6 of 13 Written Plan for Supervisory Monitoring of the Gaming Room Overview This plan outlines how One Taco Dos Tequilas supervisors monitor the gaming room both physically and electronically to ensure compliance with state and local requirements, maintain security, and provide ongoing oversight of all gaming activity. 1. Physical (In-Person) Monitoring Procedures 1. Proximity to Bar Area o The gaming room is located directly across from the main bar, allowing supervisors clear visibility of the entrance at all times. o Supervisors are stationed primarily at the bar, enabling them to respond immediately to any concerns or activity within the gaming room. 2. Routine Walk-Throughs o Supervisors conduct walk-throughs of the gaming room at regular intervals throughout their shift. o These checks ensure: ▪ Patrons are of legal age ▪ No prohibited activity is occurring ▪ Machines are functioning properly o Walk-throughs are documented informally as part of normal supervisory duties. 3. Immediate Response Capability o Because of the direct line of sight from the bar, supervisors are able to enter the room within seconds if needed. o Staff are trained to notify a supervisor immediately if any issue is observed. 2. Electronic (Video) Monitoring Procedures 1. External Monitor Placement o A dedicated TV monitor is installed outside the gaming room and is visible from the bar area. o The monitor provides a real-time video feed of the gaming room interior. 2. Continuous Observation o Supervisors routinely check the video feed as part of ongoing bar operations. Page 7 of 13 o The monitor provides visibility into customer activity without requiring constant physical entry, supplementing in-person checks. 3. Incident Review o If any concern arises, supervisors use both the live feed and physical inspection to verify and respond. 3. Combined Oversight Approach • Supervisors use both direct visual observation from the bar and electronic monitoring via the TV display to maintain continuous oversight. • The combination of proximity, line of sight, routine walkthroughs, and video monitoring ensures the gaming room is supervised at all times during operating hours. • This dual-method approach meets the Village’s expectations for physical and video-based monitoring. Page 8 of 13 IV.B Consider an Application for a Class E (Temporary) Liquor License for the Palatine Jaycees' 2026 Hometown Fest BACKGROUND: The Palatine Jaycees are requesting a temporary liquor license for the sale of beer and wine at their 69th Fourth of July festival to be held from July 1 - July 5, 2026. This annual festival is held at Community Park. The proposed hours are as follows: • Thursday, July 2: 5 pm - 11 pm (Last call at 10:45 pm) • Friday, July 3: Noon - 12 pm (Last call at 11:45 pm) • Saturday, July 4: Noon - 11 pm (Last call at 10:45 pm) • Sunday, July 5: Noon - 5 pm (Last call at 4:45 pm) KEY ISSUES: • All servers will be required to comply with the Police Department seminar in regard to identifications. Extensive precautions are planned to prevent problems with underage patrons. A representative from the Jaycees will be available for questions. A diagram of the event layout is attached. Smith Street BACKGROUND: On this evening's agenda is a Special Use Transfer for 180 N. Smith Street. D. Nellies Properties LLC (dba Durty Nellies Pub) currently holds a Class D (Restaurant), Class LC-1 (Late Closing 1) and Class VG (Video Gaming) License at 180 N. Smith Street. In August of 2025, Village staff was notified of the passing of Mark Dolezal and the transfer of his 95% ownership to his wife, Pamela Dolezal. On January 13, 2026, the stock transferred was approved. Per the Village Code, any ownership transfer over 50% requires a new license to be issued. This transfer of ownership will be provided to the Illinois State Liquor Control Commission to update their State Liquor License. KEY ISSUES: • As the stock has changed over 50%, the old license is invalidated and, per the Village Code, a new application was required to be submitted to the Palatine Liquor Commission. • Documentation showing the transfer was submitted and is on file in the Village Manager’s Office. • A new application was submitted and is on file in the Village Manager’s Office. • There is no change in the operation of the restaurant. • The establishment is currently out of compliance with the Village's Alcoholic Beverage Seller & Server permit requirements. However, they are in the process of rectifying this issue, and issuance of the new license is contingent on the establishment securing ABSS permits for three additional staff members by Friday, February 20. ATTACHMENTS: None Page 12 of 13 IV.D Consider a Motion Acknowledging a Transfer of Ownership Stock for The Cotillion Banquets Inc. (dba The Cotillion) Located at 360 S. Creekside Drive BACKGROUND: Section 3-34 of the Alcohol Beverages Code requires that any person acquiring in excess of 5% of the total issued and outstanding stock of the corporation shall report to the Local Liquor Control Commission not less than 30 days prior to such acquisition. The Cotillion holds a Class H (Banquet Hall) liquor license at 360 S. Creekside Drive. A representative of the corporation notified staff of a stock ownership change in which former owner Aikaterini Sizopoulos's 25% stock was absorbed by Tom Sizopoulos and Koorantino Sizopoulos. The stock was then rearranged to the following: Tom Sizopoulos now holds 50% (formerly 37.50%) and Koorantino Sizopoulos now holds 50% (formerly 37.50%). This stock transfer will be provided to the Illinois State Liquor Control Commission to update their State Liquor License. KEY ISSUES: • As the entity holding the liquor license has not changed, this action is merely a report to the Palatine Liquor Commission. • A stock certificate showing the transfer was submitted and is on file in the Village Manager's Office. • There is no change in the operation of the banquet hall.
