Wood Mulch Delivery Program
The Public Works Department has started taking appointments for their Wood Mulch
Delivery Program through the new online ordering system. Appointments are available
on a first come, first served basis, and can only be scheduled online. Deliveries will
take place on April 10, April 17, April 24, May 1, and May 8.

1. Consider a Motion to Extend the Contract for the Village's Sidewalk and Curb
Replacement Program
Director of Public Works Matt Barry discussed extending the Suburban Concrete
contract, noting that the company was the low bidder in 2024 and offered pricing
below those of 2026. The bid allows for extensions and includes curb and gutter
work planned for the 2027 in-house resurfacing program.

Palatine, Illinois; Providing for the Repeal of Certain Ordinances Not Included
Therein; Providing a Penalty for the Violation Thereof; Providing for the Manner
of Amending Such Code; and Providing When Such Code and this Ordinance
Shall Become Effective
Deputy Village Manager Hadley Skeffington-Vos outlined the updates to the Code
of Ordinances, noting that they stem from the ongoing recodification process
supported by Municode.

C. POLICE POLICY & CODE SERVICES COMMITTEE
DOUG MYSLINSKI, CHAIR
1. Police Department's Community Engagement and Planning Division Update
Police Chief William Nord and Deputy Police Chief David Brandwein presented
an update on the Police Department’s Community Engagement and Planning
Division. Nord described how the division’s origin was formed under former Police
Chief David Daigle and the Village Manager Reid Ottesen, to strengthen
relationships with residents. He further highlighted current grant opportunities that
emphasize community-based law enforcement initiatives.
Brandwein outlined the community’s social-worker resources, noted a
tenant-protection initiative with Officer Murphy, and mentioned an upcoming
virtual community resource forum. Brandwein discussed recent 911 responses
involving ICE, provided updates on upcoming beat meetings, and shared
information about unmarked police vehicles.
Nord summarized the beat-meeting schedule and discussed the use of Flock
cameras.
Police Commander Chris Stearns explained what Flock cameras are and how
they operate, and Nord followed with examples of ALPR camera usage along
with quarterly accomplishments.
Nord mentioned the staff assisting in this division:
Mike Campbell, Joe Murphy, Mike Murphy, Frank Jerz, Nick Heuertz.
Councilman Myslinski thanked the Palatine Police Department for the information
and explanation and urged residents to take advantage of the virtual community
forum.
Audience discussion -
Resident Laura, Bayside Drive, expressed concerns about ICE, requested
transparency, and voiced privacy concerns regarding Flock.
Kara Cermak, 431 W. Glencoe Road, requested ICE free zones and designated
safe spaces.
John LaPrise, 110 N. Oak St, expressed concerns with Flock data and the
organization.

Chelsea Barnes, 1252 N. Arbor Lane, discussed public policy, expressed
concerns about Flock, appreciated community effort by village, and requested
more engagement with residents.
Jenny Levin, Gerry Ct, raised concerns about data collection and stressed the
need for greater engagement with residents hesitant to speak up.
Roman Golash, Resident, thanked the police for the presentation, expressed
concerns over crime, and voiced support for the Flock system.
Mayor Schwantz discussed the Village Services Open House, spoke about the
tenant protection group, and mentioned available bilingual resources. Mayor
Schwantz said that this effort remains a work in progress.
Yasmeen Bankole, Trustee, Hanover Park urged the Council to consider a
welcoming Ordinance and advised the council to listen to residents.
Claudia Silverstein, 476 E Providence Road, concerned resident spoke on behalf
of a concerned business owner from No Machas and expressed concerns about
ICE.
Jackie, Resident, speaking on behalf of Guzmans at American Video, expressed
concerns about ICE affecting business.
Dayna Prochaska, 154 W. Comfort St, thanked Village of Palatine and Palatine
Police Department, representing a business owner at 1208 E. Dundee affected
by ICE.
Resident at 257 N. Fremont Street, spoke on behalf of El Chicanito, 1164 Dundee,
and others affected by ICE.
Kathy Niekrasz, 2259 N. Enlund Drive, business owner, 1635 N. Baldwin Road,
expressed concerns over ICE.
Deputy Village Manager Hadley Skeffington-Vos restated that the Village
Services Open Houses will be held on the first Monday of April, May, and June.
Mayor Schwantz announced a future zoom meeting date to be determined for the
virtual community forum.

XIV. RECOGNITION OF AUDIENCE
Joseph McArthur, Rolling Meadows resident and owner of private wetland structure on Lot 20
of Highland Woods subdivision, addressed the Village Council regarding the Euclid Avenue
bike path encroachment, MWRD easements, lake of response from Cook County and a desire
for a master IGA for federal funding and encroachment resolution. Mr. McArthur provided a
written copy of his statement along with petition signatures which will be made a part of said
minutes and placed on file in the Village Clerk’s office.
Melissa Ortega, District 2, mentioned meeting with Mayor Schwantz and asked the Council to
consider the concerns and points raised by residents at today’s meeting. She also requested
that the Council reassess the welcoming ordinance.
