Call to Order The January 27, 2026 Regular Meeting of the Pekin Airport Advisory Commission was called to order at 3:15 PM. Chairperson Huey confirmed Commissioners were physically present. Minutes from the October 28, 2025 Meeting A motion was made to approve the minutes of the October 28, 2025 meeting as presented. Fuel Tank installation and removal project update. The Airport Manager provided an update on the underground fuel tank removal project. • The Request for Proposals (RFP) for tank removal was due January 14, 2026. • Four bids were received, ranging from $38,000 to $555,173. • The engineer’s estimate for removal was approximately $40,000. • The lowest responsive and responsible bidder was RCRA, Inc. dba Earth Services in the amount of $38,000 • Other bids included removal figures of approximately $134,000 and $144,419, with one bidder including a total lump sum exceeding $500,000 if contaminated soil remediation was required. The Manager explained that: • The project scope was separated from tank installation to encourage competitive pricing. • Earth Services previously completed a similar project at Kewanee without issue. • Companies that subcontract excavation work generally bid higher. • If contaminated soil is encountered, the Illinois LUST (Leaking Underground Storage Tank) Fund would apply after the City pays the deductible, with coverage limits per ton. The Commission discussed the large bid spread and possible reasons, including subcontracting and regional cost differences. The Manager stated he intends to recommend awarding the removal contract to Earth Services for $38,000 at the next City Council meeting. Additional project updates: • Green tag extensions have been granted through the end of February. • New above-ground tanks are anticipated to arrive late February. • Construction is expected to begin when weather permits, likely in March. • Target completion is mid-to-late May to coincide with peak seasonal operations. • The current on-hand inventory includes approximately 900 gallons of Jet-A and 1,900 gallons of 100LL, which will be drawn down prior to tank removal to minimize disposal costs. • During construction, portions of the east ramp and Taxiway A will be closed as needed while maintaining pump access as long as feasible. 5.2. Terminal Roof replacement project The Airport Manager reported on the terminal roof replacement project. • A pre-construction meeting was held in December. • Plans have been forwarded to the project architect. • Core sampling will be conducted to determine the number of roofing layers and to test for potential asbestos before bid specifications are finalized. • The roof structure includes original metal sheeting believed to date from the 1960s–1970s. Estimated costs: • Initial roofing estimate: approximately $75,000. • Total project cost (including engineering and architectural fees): expected to remain under the State’s $150,000 allocation. Due to scheduling and procurement timelines, the project is now anticipated to occur in Fall 2026 rather than Spring 2026. Adjourn A motion was made by Mike Reed seconded by Steve Foster to adjourn.
