City of Philadelphia City Council Calendar Thursday, May 21, 2020 Please note that this meeting will be held remotely using Microsoft® Teams. Public comment may be received with regard to those matters printed on the agenda on the following pages. Speakers interested in participating in public comment must call 215-686-3406 by 5 p.m. on the Wednesday before the Council session and submit the following information: • Full name • Callback telephone number where you can be reached • Identify the bill number or resolution number that will be addressed • State whether your comments are for, or against, that particular bill or resolution. Speakers who submitted the above information within the required time frame will be telephoned during the council session and invited to the remote meeting. They will have up to three minutes to speak; the Council President, however, reserves the right based on circumstances to establish a different time limit. City of Philadelphia -1- CITY COUNCIL Calendar for Thursday, May 21, 2020 200267 INTRODUCED BY: Councilmember Jones Resolution calling on the Philadelphia Police Department, as well as state and federal law enforcement officials, to establish clear boundaries and issue transparent policies regarding the use of facial recognition technology to ensure that this technology does not lead to racial biases in policing practices and outcomes or infringe on individuals’ civil liberties. 200308 INTRODUCED BY: Councilmembers Gym, Brooks and Gauthier Resolution calling on the United States Congress and the Pennsylvania General Assembly to take immediate action to provide municipalities a comprehensive relief package to stabilize the local rental housing market and support property owners. 200311 INTRODUCED BY: Councilmember Domb Resolution supporting Pennsylvania Attorney General Josh Shapiro in his call to all landlords in the Commonwealth and Philadelphia to provide aid to their tenants during the Covid-19 crisis and throughout its aftermath. 200312 INTRODUCED BY: Councilmember Oh Resolution urging the President, Senate, and House of Representatives to amend the CARES Act to provide that U.S citizens with immigrant spouses who file joint taxes are eligible to receive economic stimulus payments for both adults and any dependent children, even if the immigrant spouse does not have a Social Security number. 200313 INTRODUCED BY: Councilmember Oh Resolution urging the City Health Commissioner to issue an emergency order, under the authority vested in Section 6-205 and Section 8-407 of The Philadelphia Code, requiring hospitals and other healthcare institutions to provide an adequate supply of personal protective equipment (PPE) to employees during the duration of the novel coronavirus pandemic. BILLS AND RESOLUTIONS ON SECOND READING AND FINAL PASSAGE City of Philadelphia -2- CITY COUNCIL Calendar for Thursday, May 21, 2020 200145 INTRODUCED BY: Councilmember Jones An Ordinance authorizing the vacating of Charles Street (also known as Markle Street), between Manayunk Avenue and Dexter Street, under certain terms and conditions. 200146 INTRODUCED BY: Councilmember Johnson An Ordinance amending Section 2 of an Ordinance (Bill No. 190450) approved July 17, 2019, entitled “An Ordinance authorizing the revision of lines and grades on a portion of City Plan No. 15-S by placing on the City Plan Alter Street from Seventeenth Street to Eighteenth Street in order to conform more closely with existing conditions, under certain terms and conditions,” by revising the terms and conditions stated therein and making certain technical changes, all under certain terms and conditions. 200148 INTRODUCED BY: Councilmember O'Neill An Ordinance authorizing the revision of lines and grades on a portion of City Plan No. 359 by relocating the southwesterly houseline of Byberry Road approximately two feet southwestwardly between a point approximately four-hundred one feet northwest of The Roosevelt Boulevard to a point approximately five-hundred fifty feet further northwestwardly therefrom, thereby widening said Byberry Road between such points, all under certain terms and conditions, including the dedication to the City of the bed of the widened portion of Byberry Road being placed on the City Plan. 200116 INTRODUCED BY: Councilmember Jones An Ordinance amending Chapter 9 of Subcode PM (“The Philadelphia Property Maintenance Code”) of Title 4 of The Philadelphia Code, entitled “Additional Special Requirements,” to establish requirements for managers of certain buildings pertaining to identification of occupants to better assist responders during emergency situations; all under certain terms and conditions. 200147 INTRODUCED BY: Councilmembers Johnson, Gilmore Richardson and Gym An Ordinance amending Subcode F of Title 4 of The Philadelphia Code, entitled “The Philadelphia Fire Code,” to establish limitations on the use of hydrogen fluoride and hydrofluoric acid, under certain terms and conditions.
