City of Philadelphia Public Hearing Notice The Committee on Finance of the Council of the City of Philadelphia will hold a Public Hearing on Tuesday, December 3, 2019, at 12:00 PM, in Room 400, City Hall, to hear testimony on the following items: 190750 An Ordinance amending Title 19 of The Philadelphia Code, entitled “Finance, Taxes and Collections,” Chapter 19-1300, entitled “Real Estate Taxes,” by adding a new Section 19-1310, entitled “Providing for a Tax Credit for Lead Paint and Other Hazards Remediation;” all under certain terms and conditions. 190848 An Ordinance amending Chapter 19-3200 of The Philadelphia Code, entitled “Keystone Opportunity Zone, Economic Development District, and Strategic Development Area,” to provide for additional extensions of certain benefits, under certain terms and conditions. 190850 An Ordinance authorizing the Office of the City Treasurer, on behalf of the City, to enter into one or more agreements with FIS AvantGard LLC, for the installation and maintenance of an information management system for use by the Treasurer’s Office, all under certain terms and conditions. 190911 An Ordinance amending Chapter 13-100 of The Philadelphia Code, entitled “Water, Sewer and Storm Water Rates,” to provide for enforcement of prevailing wage provisions of the Code that apply in connection with the receipt of charity water rates, under certain terms and conditions. 190935 An Ordinance authorizing the issuance from time to time of one or more series of general obligation bonds to provide funds to refund certain outstanding general obligation bonds of The City of Philadelphia; authorizing the Mayor, City Controller and City Solicitor or a majority of them to sell the bonds at public or private negotiated sale; setting forth the purposes for which the proceeds of the bonds will be expended; providing for the maturities and for other terms and conditions and for the form of the bonds; providing that bonds may be redeemable prior to maturity; providing sinking funds for the bonds and for appropriations to the Sinking Fund Commission for the payment thereof; authorizing agreements to provide credit enhancement or payment or liquidity sources for the bonds and certain other actions. Immediately following the public hearing, a meeting of the Committee on Finance, open to the public, will be held to consider the action to be taken on the above listed items.
