MINUTES
Portland Parks Conservancy - Blue Sky Commission
September 20, 2017
5:30 - 7:00 PM
East End Community Center
I. Introductions (5 mins)
● All members of the Blue Sky Commission present except for Kate Snyder. Also
in attendance: Parks Director Ethan Hipple, Chair of Parks Commission Dory
Waxman, two members of the public.
II. Finance presentation and Q&A, with Ethan and Dory (25 mins)
● Comprehensive presentation by Ethan Hipple and Dory Waxman about current
state of financing parks projects and fundraising. Ethan specifically discussed
how the CIP process has changed over the years.
● Dory spoke of how, in the future, parks projects financing will be a three-pronged
approach with the City, the Conservancy, and the Commission. MOU should
reflect this partnership.
III. Discussion of draft mission statements (25 mins)
● Discussion of mission statements and balancing protections for the integrity of
both the City and the Conservancy decades down the road.
● Agreed upon mission statement: “Our mission is to support Portland’s parks, trails
and open spaces by raising philanthropic capital and encouraging civic
engagement in alignment with community priorities.”
● Agreed upon shorter tagline: “The Portland Parks Conservancy aligns community
partnerships with private support to enrich our treasured city parks, trails and
open spaces.”
IV. Discussion re: “foundation” vs. “conservancy” (15 mins)
● After discussion, agreed that the term “conservancy” is more aligned with the
goals of our work. Organization will be named Portland Parks Conservancy.
V. Discussion re: people to lead off future meetings (10 mins)
● Broad agreement among Commission that it would be good to hear from other
departments in the City whose work intersects with parks (e.g. facilities,
education, public works).
● Simon will follow up with Sally about arranging these speakers.
VI. Priorities at next meeting (10 mins)
● Agreement to discuss MOU at next meeting.
