Closing Remarks Page 2 Application for Temporary Public Art City of Portland ~ Planning & Urban Development Department, Public Art Committee (Allow up to 3 months prior to installation date) Today’s Date: 04 / 22 / 2026 Name(s): Gregory Farino (Alternate Designee): Phil Caruso Artist Name: (if different from above) (Alternate Designee Cell): Company (if applicable) West End Neighborhood Association (WENA) Address: City: State: Zip: Telephone: Work: Fax: Cell: 770-296-6880 Email Address: carogreg@bellsouth.net; philjacaruso@gmail.com Title WENA 2026 Traffic Calming Proposal Summary Location: Pine Street and Brackett Street (District 1) Materials (please be specific): Non-reflective traffic paint (Color: sage) Dimensions, Height, Weight, Title: The street mural graphic will approximately 500 square feet located within the street intersection. Technical Requirements and Description The WENA traffic calming graphic will be a solid painted circle (color consistent with the traffic calming bump-outs around the West End*) inside the Brackett St and Pine St intersection. Within the graphic’s circle will be simple images of several common frequenters of the intersection: a young family, students, a dog walker, and a bicyclist. The purpose of the planned traffic calming graphic is to heighten drivers’ attention to those crossing this busy intersection. The graphic, along with nearby traffic bollards, will slow drivers down and alert them to the various users of the intersection. Improved daylighting and more complete stops by vehicles are the goals. Maintenance and Safety WENA’s traffic calming team of three board members and roughly 25 resident volunteers, who carry-out all the street installation work, will install the proposed traffic calming street graphic. (Traffic calming data collection, street painting, sign painting, and traffic bollard installation are all done by volunteers.). The installation will take place as soon as the permit is approved and funding secured. All our traffic calming installations are temporary: we remove the plastic bollards each November, and the street paint wears away. We will apply the graphic in quarters, using paint rollers and stenciling, to allow traffic to continue to flow through the intersection. This will be a two-day period in June. Base paint matching our neighborhood bump-outs (Sage) will be applied first, followed by stenciled painting of the characters mentioned above. All street volunteers will wear DPW approved safety vests. 1-2 volunteers with the assistance of traffic cones will maintain traffic safety. Proposed Schedule Installation Date(s): May 30, 2026 Display Dates: June 1, 2026 – November 30, 2026 Removal Date: November 30, 2026 Required Supporting Materials Page 3  Resume  Structural Sketches of the proposed work  Detailed photo, map, or maquette of proposed piece on site  Up to 10 images of relevant work with slide sheet  Optional statement of intention (limited to one page)  Signage Listings (Please read all attachments included with this application.)
