Annual Joint Review Board Meeting Minutes Prospect Pointe/Muir Park Tax Increment Financing District Prospect Heights City Hall, 8 N Elmhurst Road, Prospect Heights, IL Zoom and Video Conference October 27, 2021 – 2:00 PM CALL TO ORDER – At 2:06 PM, City Administrator (JRB Chairman) Wade called to order the Prospect Pointe/Muir Park Tax Increment Financing District Zoom/Video Conference Meeting. ROLL CALL - Deputy Clerk Schultheis called roll. REPRESENTATIVES IN ATTENDANCE: City Administrator Wade, Resident Representative Kearns, Prospect Heights Fire District Chief Smith, Cook County Economic Development Project Manager Ruffolo, Assistant Superintendent District 23 McPartlin, Associate Superintendent of Finance District 214 Johnson, Vice President Harper College Galick, Executive Director Prospect Heights Public Library Todd OTHER REPRESENTATIVE INVITED BUT NOT IN ATTENDANCE – CFO Cook County and Consolidated Elections Rizki, Comptroller Cook County Forest Preserve Howell, Executive Director Wheeling Township Stapleton, Treasurer Metropolitan Water Reclamation District Boyle, Director Northwest Mosquito Abatement District Thennisch, Executive, Executive Director Prospect Heights Park District Ferraro. OTHER OFFICIALS PRESENT: Attorney Hess, Assistant Finance Director Tannehill, Finance Director Graefen, Deputy Clerk Schultheis, Superintendent of Finance and Planning Curtis and Director of Building and Development Peterson. APPROVAL OF APRIL 13, 2021 MEETING MINUTES – Representative Kearns moved to approve the April 13, 2021 Meeting Minutes; seconded by Representative McPartlin. ROLL CALL VOTE: AYES - Wade, McPartlin, Johnson, Ruffolo, Smith, Galick, Todd, Kearns NAYS - None ABSENT - None Motion carried 8 – 0 APPROVAL OF AGENDA – Representative Galick moved to Approve the October 27, 2021 Annual Joint Review Board Meeting Agenda; seconded by Representative Ruffolo. ROLL CALL VOTE: AYES - Wade, McPartlin, Johnson, Ruffolo, Smith, Galick, Todd, Kearns NAYS - None ABSENT - None Motion carried 8 – 0 STATUS REPORT ON PROSPECT POINTE/MUIR PARK TAX INCREMENT FINANCING DISTRICT - Attorney Hess noted that after the last meeting, the City Council had approved all three of the Ordinances necessary to implement the TIF District. As a result, he said that the parties were moving forward with the redevelopment agreement. No taxes have been collected as the agreement is within the first year. Director of Building and Development Peterson said that the applicant had applied for six more months continuation for special use because of the length of time that it took to secure agreements with the various districts. It will be on the City Council agenda for approval. Attorney Hess said that by City Ordinance, the developer has limited time to submit the final application plan for approval. There were no questions. PUBLIC COMMENT – None SCHEDULING ADDITIONAL MEETINGS A. The Joint Review Board is to meet annually 180 days after the close of the fiscal year or as soon as the redevelopment audit for that fiscal year becomes available to review the effectiveness and status of the development project area up to the date 65 ILCS 5/11-74.4-5(e). Attorney Hess stated that the reason there is a joint review board meeting presently is that it is 180 days after the closure of the fiscal year. The next likely meeting date would beat this time next year. At that time there will either be an audit available or the 180 days after the end of the fiscal year. if there is an audit that becomes available, there will be the scheduling a meeting. OTHER BUSINESS – None ADJOURMENT – At 2:21 PM, Representative Kearns moved to Adjourn; seconded by Representative Johnson. ROLL CALL VOTE: AYES - Wade, McPartlin, Johnson, Ruffolo, Smith, Galick, Todd, Kearns NAYS - None ABSENT - None Motion carried 8 – 0

Notice: Meeting Modification Due to COVID-19 Pursuant to the Governor’s Executive Orders, the Governor has made a disaster declaration in response to COVID-19. In accordance with 5 ILCS 120/7(e), it has been has determined that an in-person meeting of all the individual Joint Review Board members is not practical or prudent. The City’s representative, Joe Wade, will attend in person at City Hall, 8 N. Elmhurst Road, Prospect Heights, IL 60070. The Joint Review Board and members of the public may continue to attend the meeting virtually via Zoom, as attendance in the Council room is not feasible. Zoom meeting participation instructions are available at the end of this agenda. Public comment may be emailed to Deputy Clerk Karen Schultheis kschultheis@prospect-heights.org at least two hours prior to the scheduled meeting. Said email will be read by a representative of the Joint Review Board at said meeting or otherwise placed in the record. The meeting will be recorded and available on the City’s website. The JRB recognizes the Illinois Open Meetings Act provides that any person shall be permitted an opportunity to address public officials under rules established by the JRB. Anyone desiring to speak at any JRB meeting subject to the Open Meetings Act may sign up for public comment in advance as outlined in the meeting notice. The speaker must include their name, agenda topic/JRB concern, and optionally any contact information that they desire to provide. Although not required, speakers are encouraged to provide contact information so that the JRB can be more responsive, including following up on concerns or questions raised. The following rules shall govern citizen participation in meetings: 1. After the speaker is recognized by the JRB Chairperson or other presiding officer by name, said speaker will approach the designated area to address the JRB or its members at any meeting. The speaker shall begin their statement by stating their name for the record. 2. Comments are limited to five (5) minutes per speaker. A speaker cannot give his or her allotted minutes to another speaker to increase that person’s allotted time. 3. Public comment is not intended to require public officials or JRB members to provide any answers to the speaker. 4. Discussions between speakers and members of the audience will not be allowed. 5. If a group of persons share a particular concern, the group will be encouraged, but not required, to appoint one or more spokespersons to speak on behalf of the group. 6. After the speaker has made his or her statement, he or she shall be seated with no further debate, dialogue or comment.
