Notice of Regular Meeting and Possible Executive Session of the Town Council:
Pursuant to A.R.S. §§ 38-431.02 and 38.431.03, notice is hereby given that the Town Council will hold a
Regular Meeting at the date and time specified above. The Town Council may vote during the meeting
to enter into Executive Session for legal advice and discussion with the Town Attorney(s) regarding any
item(s) on the agenda. Please note that Executive Sessions are not open to the public.
The Mayor or presiding officer may modify the order of Agenda Items and/or address items in a
sequence deemed appropriate. The Town Council and staff may participate in the meeting in person,
telephonically, or electronically. Physical access to the meeting space will be available at 4:00 PM.
Public Comment:
Residents may submit public comments for any item listed under the consent agenda, public hearing,
and final action. Members of the public may submit comments to the Town Council for items not on
the agenda during public comment. All comments for this Town Council meeting can be submitted in
person or via email to PublicComment@QueenCreekAZ.gov. Emails received by 5:00 PM the day of the
meeting, will be entered into the official record. Comments are limited to one per person, per Agenda
Item. Please include your name, address, agenda item and comment of 500 words or less.
Comments without identifying name and address will not become part of the written record.

8. CONSENT AGENDA (Matters listed under the Consent Agenda are considered to be routine and will
be enacted by one motion and one vote. Members of the Town Council and/or staff may comment
on any item without removing it from the Consent Agenda or remove any item for separate
discussion and consideration.)
A. Consideration and possible approval of the July 16, 2025 Regular Session minutes.
B. Consideration and possible approval of Expenditures over $75,000 and items that are of
Public Policy and Interest, pursuant to Town Purchasing Policy. (FY25/26 Budget Items)
1. TYLin International - Project Order #10 to Town Contract 2022-020 for Preliminary
Engineering Design Services for CIP Project A1406: Power Road from Hunt Highway to
Riggs Road: $424,543 which includes a 10% contingency (CIP)
C. Consideration and possible approval of the appointment of Mr. Richard Ra with LG Energy
Solution to the GPEC Board of Directors for Fiscal Year 2025-2026.
D. Consideration and possible approval to authorize the payment of $76,035 to the Water
Infrastructure Finance Authority for the debt service payment and early redemption of the
Town's loan #910197-22; delegating to the Mayor, Manager and Deputy Town Manager/CFO
of the Town the authority to designate the amount in total to be defeased and redeemed
and other matters with respect to such defeasance and redemption; and authorizing
necessary budget adjustments and the taking of all other actions necessary to the
consummation of this transaction.
E. Consideration and possible approval of a lease agreement/renewal with AZ Aspire Academy
for a renewable one year lease with a one year option, of premises located at 22407 S
Ellsworth Road.
F. Consideration and possible approval of Job Order Contracting (JOC) Construction Services
Contracts for Boring Services with High Desert Communications, Inc. and Specialized Services
Company on an as-needed basis for an amount not to exceed $5,000,000 per contract per
year for a total of up to $10,000,000 annually and authorize a not to exceed amount of
$3,000,000 per Job Order.
G. Consideration and possible approval of a Construction Manager at Risk (CMAR) Pre-
Construction Services Contract with FCI Constructors, Inc. in the amount of $825,660,
including a 10% contingency, for the new Queen Creek Police Department Headquarters and
Secure Parking Structure (CIP Project Nos. MF020 and MF021). This is a FY26 budgeted item.
H. Consideration and possible approval of Resolution No. 1643-25 approving the Queen Creek
Tourism Strategic Plan.
9. PUBLIC HEARING CONSENT AGENDA
A. Public hearing and possible action on Ordinance 872-25, P25-0077 Zoning Ordinance Text
Amendment, General Offices & Clinics/Medical/Dental Offices Employment District Update
to Section 6 Article 4 Use Regulations, Table 4.6.-1 Table of Permitted Uses to allow Clinics/
medical/Dental Offices in EMP-A and General Offices in EMP-B and update Section 4.D.6.4.
Conditions for General Offices & Clinics/Medical/Dental Offices by removing condition C.
B. Public hearing and possible action on Ordinance 869-25, P25-0078 - Zoning Ordinance Text
Amendment to the R1-54 General Rural Development District, R1-43 Rural Estate District and
R1-35 Suburban Residential Type A District. This is a request to update Table 4.7-3,
Dimensional Standards, of the Zoning Ordinance to increase the allowable lot coverage of
the R1-54, R1-43, and R1-35 zoning districts.
C. Public hearing and possible action on Ordinance 870-25, P25-0079 Zoning Ordinance Text
Amendment to 6.5 In-Vehicle Service Facilities and Table 4.6-1 Permitted Uses removing the
Conditional Use Permit (CUP) requirement for drive-thru teller lanes when associated with a
stand-alone bank.
D. Public hearing for Case P24-0102 San Tan Blvd and Ellsworth Annexation, a proposed
annexation of an approximately 5-acre parcel located at the southwest corner of San Tan
Blvd. and Ellsworth Road.
E. Consideration and possible recommendation of approval on a new Series 007 Beer & Wine
Bar Liquor License application submitted by Kevin Nghia Le on behalf of Zara Nail Bar located
at 20590 S Signal Butte Road, Ste. 102, Queen Creek.
10. PUBLIC HEARINGS
A. Public Hearing and possible action on Ordinance 871-25, P25-0053 Matheson Medical PAD
Rezone and P25-0054 Matheson Medical Site Plan, a request from Adam Baugh (Withey
Morris Baugh PLC) to rezone approximately 2.03 acres from C-2 General Commercial to DC
Downtown Core with a PAD Overlay and a request for Site Plan approval of an approximately
20,000 square foot two-story commercial office building and associated parking. The project
is located at the southeast corner of Ocotillo Road and Ellsworth Loop Road.

A. Capital Improvement Projects Update
12. FINAL ACTION
A. Discussion and possible approval to publish the Town's biennial development impact fee
audit report for fiscal years 2022-2023 and 2023-2024 and set a public hearing for
September 17, 2025.
