AMENDED AGENDA Queen Creek Town Council Regular Session Community Chambers, 20727 E Civic Parkway October 15, 2025 | 6:30 PM Notice of Regular Meeting and Possible Executive Session of the Town Council: Pursuant to A.R.S. §§ 38-431.02 and 38.431.03, notice is hereby given that the Town Council will hold a Regular Meeting at the date and time specified above. The Town Council may vote during the meeting to enter into Executive Session for legal advice and discussion with the Town Attorney(s) regarding any item(s) on the agenda. Please note that Executive Sessions are not open to the public. The Mayor or presiding officer may modify the order of Agenda Items and/or address items in a sequence deemed appropriate. The Town Council and staff may participate in the meeting in person, telephonically, or electronically. Physical access to the meeting space will be available one-hour prior to the meeting start time. Public Comment: Residents may submit public comments for any item listed under the consent agenda, public hearing, and final action. Members of the public may submit comments to the Town Council for items not on the agenda during public comment. All comments for this Town Council meeting can be submitted in person or via email to PublicComment@QueenCreekAZ.gov. Emails received by 5:00 PM the day of the meeting, will be entered into the official record. Comments are limited to one per person, per Agenda Item. Consideration and possible approval of the October 1, 2025 Regular Session minutes. B. Consideration and possible approval of the reappointment of Jason Barney, Chris Clark, Jenna Kahl, Shane Randall, John Rea and Connor Schnepf and the appointment of Joel Millman, Monty Criss and David Gillette to the Economic Development Commission to two-year terms beginning October 16, 2025, and ending August 31, 2027. C. Consideration and possible approval of the reappointment of Nimisha Patel-Sciascia and the appointment of Brian Zahn and Shana Stuckey to the Downtown Arts & Placemaking Advisory Committee to a two-year term beginning October 16, 2025, and ending August 31, 2027. D. Consideration and possible approval of budget adjustments and accounting entries in FY 24- 25 necessary to payoff of the $10,000,000 Wastewater Operating Fund Interfund Loan to the Water Operating Fund; payoff of the $8,000,000 Wastewater Capacity Fee Fund Interfund Loan to the Water Operating Fund; payoff the $86,646,450 (principle and interest) outstanding amount on the 2021 US Bank Loan; approve budget adjustments and accounting entries in FY 25-26 necessary to record the $3,870,057 annual debt service payment associated with the Series 2025, $69,800,000 Subordinate lien excise tax and state shared revenue refunding obligations. E. Consideration and possible approval of budget adjustments and transfers of $35,134,160 from the Fiscal Year 2025-2026 Capital Improvement Program new projects budget to the Town’s CIP Contingency Fund to create budget capacity for the purchase of new water resources. F. Consideration and possible approval of Expenditures over $75,000 and items that are of Public Policy and Interest, pursuant to Town Purchasing Policy. (FY25/26 Budget Items) 1. Brinc Drones, Inc. - UAV Public Safety System: Additional spending authority of $50,000. Council previously approved $400,000 in spending authority on June 5, 2025. This request will increase spending authority by $50,000 for a total of $450,000. (Police) 2. Carahsoft Technology Corporation - Spending authority for a 3 year subscription (full 36 months) for 2 LVT trailers: Additional Spending authority of $167,000. Previous spending authority of $54,250 was authorized on September 18, 2025. This will increase spending authority by $167,000 for a total of $221,250. (Police) G. Consideration and possible approval of a Professional Services Contract with Michael Baker International, Inc. for an amount not to exceed $500,132, to include a 10% contingency, for the Town of Queen Creek Comprehensive General Plan Update. This is a FY26 Budgeted Item. H. Consideration and possible approval of a Professional Services Contract with Clear Creek Associates in an amount not to exceed $133,237 for Hydrological Support and Well Permitting Services at the Sierra Vista Well Site (project WA212) and necessary budget adjustments. I. Consideration and possible approval of an Intergovernmental Agreement (IGA) with Pinal County regarding the participation of the Town of Queen Creek Public Works Department's Streets Division in the annual Safety Roadeo. J. Consideration and possible approval of a Wired Telecommunications License and Right-of- Way Use Agreement with Cox Communications. K. Consideration and possible approval of a Conduit Occupancy Agreement with Google Fiber. L. Consideration and possible approval of a Conduit Occupancy Agreement with Crown Castle, LLC. M. Consideration and possible adoption of Resolution 1648-25 amending the Town of Queen Creek Administrative Policies and Procedures Manual to include a Policy on Artificial Intelligence with an effective date of November 14, 2025. N. Consideration and possible approval to amend Ordinance 874-25, approved by the Town Council on September 17, 2025, to correctly reference and include Exhibit A, Exhibit B, and Exhibit C. 9. PUBLIC HEARING CONSENT AGENDA A. Consideration and possible recommendation of approval on a new Series 10 Beer and Wine Store Liquor License application submitted by Maria Danielle Burgess on behalf of Circle K Store #9603 located at 18848 S Meridian Road, Queen Creek. 10. Consideration and possible adoption of Ordinance 876-25, an Ordinance of the Common Council of the Town of Queen Creek, Arizona, Amending the Queen Creek Town Code, adding Chapter 19, Special Events, and amending Chapter 9, Offenses. 12.
