AMENDED AGENDA Queen Creek Town Council Regular Session Community Chambers, 20727 E Civic Parkway March 4, 2026 | 6:30 PM Notice of Regular Meeting and Possible Executive Session of the Town Council: Pursuant to A.R.S. §§ 38-431.02 and 38.431.03, notice is hereby given that the Town Council will hold a Regular Meeting at the date and time specified above. The Town Council may vote during the meeting to enter into Executive Session for legal advice and discussion with the Town Attorney(s) regarding any item(s) on the agenda. Please note that Executive Sessions are not open to the public. The Mayor or presiding officer may modify the order of Agenda Items and/or address items in a sequence deemed appropriate. The Town Council and staff may participate in the meeting in person, telephonically, or electronically. Physical access to the meeting space will be available one-hour prior to the meeting start time. Public Comment: Residents may submit public comments for any item listed under the consent agenda, public hearing, and final action. Members of the public may submit comments within the jurisdiction of the Town Council for items not on the agenda during public comment. All comments for this Town Council meeting can be submitted in person or via email to PublicComment@QueenCreekAZ.gov. Emails received by 5:00 PM the day of the meeting, will be entered into the official record. Comments are limited to one per person, per Agenda Item. CONSENT AGENDA (Matters listed under the Consent Agenda are considered to be routine and will be enacted by one motion and one vote. Members of the Town Council and/or staff may comment on any item without removing it from the Consent Agenda or remove any item for separate discussion and consideration.) A. Consideration and possible approval of the February 18, 2026 Regular Session Minutes. B. Consideration and possible approval of a three-year small government enterprise license agreement in the amount not to exceed $196,366.95 with Environmental Systems Research Institute, Inc. C. Consideration and possible approval of an amendment to the Intergovernmental Agreement (IGA) for a loan between the Town of Queen Creek and the newly incorporated Town of San Tan Valley. D. Consideration and possible approval of a one-year contract, with up to four possible renewals with Accurate Concrete and Fence and Diamond Iron, LLC for Block Fencing Materials and Installation on an as needed basis not to exceed $2,000,000 annually. E. Consideration and possible approval of Ordinance 888-26 SEC Ocotillo & Meridian Annexation (Case P25-0138), a proposed annexation request of two Pinal County parcels totaling approximately 6.9 acres located at the southeast corner of Ocotillo and Meridian roads. F. Consideration and possible approval of Maintenance, Retention and Parking Agreement with Creation RE LLC for the Switchyard Development on the +/- 8.2 acres of previously Town owned land located on the northeast corner of Ellsworth Loop Road and East Ocotillo Road in Queen Creek; and authorizing the Mayor, Town Manager, Town Attorney and Town Clerk to take all actions necessary to negotiate, finalize, execute, and implement the agreement. 9. ITEMS FOR DISCUSSION (These items are for Town Council discussion only and no action or public comments will be taken.) A. Presentation and Discussion on the Queen Creek Police Department "Missing From Care" Program and overview of ARS § 8-810 (Missing; abducted; runaway children; notification; training; audit). B. Presentation and discussion on Water Resource related items, including: Post-2026 Operational Guidelines and Strategies for Lake Powell and Lake Mead - Draft Environmental Impact Statements Public Review and Comment Process, Harquahala Phase 2A Water Resource Acquisition Closing, and the Water Infrastructure Finance Authority In-State Water Augmentation Program Status. 10. FINAL ACTION A. Consideration and Adoption of Resolution No. 1664-26, adopting a Public Participation Plan for the 2028 Town of Queen Creek General Plan Update. 11. ADJOURNMENT
