8. PETITIONS
8a. Special Event Application from Quincy Early Tin Dusters for the “Fall Color Run” on Friday,
October 17th through Saturday, October 18th. Closure of Maine Street, 4th to 8th Streets;
Hampshire Street, 4th to 8th Streets; 5th Street, Vermont Street to the alley south of Maine
Street; 6th Street, Hampshire Street to the alley south of Maine Street; 7th Street, Hampshire
Street to the alley south of Maine Street; Municipal Parking Lots G and I from 4:00 a.m.
through 5:00 p.m. on Saturday, October 18th with barricades are requested. “No parking”
signs are requested on the affected streets and parking lots on the afternoon of Friday,
October 17th. The applicant has submitted all required documentation, and the Department of
Utilities & Engineering presents this request for approval. Ward 7
9. MAYOR'S APPOINTMENT
9a. Quincy Public Library Board- Jake Reed to replace Kelly Mays
9b. Aeronautics Committee - Greg Fletcher to replace Jake Reed
9c. Quincy, Adams County Task Force - Dan Brink (Facilitator), Glen Ebbing, Jake Reed,
Mike Adkins. Three additional members from County board to be appointed.

10. RESOLUTIONS
10a. Resolution of the City of Quincy in support of the Illinois America250 Commission.
10b. Aeronautics Committee and the Airport Director recommending approval of the low bid in
the amount of $76,500.00 from Henson Robinson Company of Springfield, IL for the
replacement of the roof awning at the Quincy Reginal Airport Terminal Building.
10c. Public Works Director, Engineering Manager, and Finance Committee recommending
allocating capital funds in the amount of $229,125.10 be used for the previously approved
change order for the Prairie Crossing Pavement and North 36th Street Sidewalk Project.
10d. Quincy Fire Department recommending approval of a grant in the amount of
$224,945.71, with a requirement of a 5% match in the amount of $11,247.29, from the Federal
Emergency Management Agency (FEMA) for the future purchase of a fire safety trailer.
10e. Resolution of Fix or Flatten Program proposing a new list of dangerous and unsafe
properties for 2025. The proposed addresses are 300 Locust St, 811 Madison St, 613 College
Ave, 639 Maple St, 635 Maple St, 828 N 6th St, 804-806 N 11th St, 2427 Chestnut St, 214
Chestnut St, 530 Monroe St, 813 N 8th St, 1122 N 7th St, 312 Lind St, 617 College Ave, 632
Madison, and 1260 Vermont St. Wards 1,2,3,7
11. ORDINANCES
11a. Adoption of an Ordinance entitled: An Ordinance Granting A Special Use Permit For A
Planned Development. (1603 Center Avenue, operate a maternity house for up to four
pregnant mothers.) Ward 1
11b. First presentation of an Ordinance entitled: An Ordinance Amending Sections 45.191,
45,194, & 45.195 Of Chapter 45 (Finance) Of The Municipal Code Of The City of Quincy of
2015 (Reduce the number of available LEGUP Grants from 4 to 2. Set the maximum amount
for a LEGUP grant to $10,000 instead of the sliding scale).
