11. REPORT OF THE TRAFFIC COMMISSION
Recommending that the following changes be made to Chapter 82 of the Municipal Code of
the City of Quincy – School No Parking Zones: Removing calendar dates and replacing them
with “On Days When School is in Session; Changing the time of day for most locations to 6:30
a.m. to 4:00 p.m. and Remove “No Parking” zones for closed schools and ones that are no
longer needed.
12. RESOLUTIONS
12a. Resolution authorizing pension funding for the fiscal year at or above Lauterbach and
Amen 100% ARC for the Fire Pension at $5,337,860 and for the Police Pension at
$4,654,326.
12b. Chief of Police recommending approval to purchase six Taser 10 packages from
Axon for $21,600.00 and seek reimbursement from ILEAS (Less Lethal Alternatives Grant)
once the equipment is received.
12c. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of the bid in the amount of $512,245.24 from Rees Construction
Company for the Monroe Street, 19th to 20th Reconstruction Project which includes complete
pavement reconstruction, storm sewer improvements, removal of dead-end watermain, and
new sidewalk.
12d. Airport Director recommending entering into a two-year lease agreement with
Corporate Flight Management, Inc., d/b/a Contour Airlines, to lease certain areas and
equipment at the Quincy Regional Airport.
12e. Resolution recognizing the naming of Chaddock North Drive as D.D. Fischer Drive.
12f. Resolution authorizing the purchase of forty trees (ornamental and shade) from
Leffer’s Landscaping and Nursery, Inc. in the amount of $17,300 for the Fall 2025 Tree
Planting Program.

Curtis Kelty to the Board of Fire & Police Commission and appoint as Chairman.
14. ORDINANCES
14a. Adoption of an Ordinance entitled: An Ordinance Amending Title XI (Business
Regulations) Of Chapter 119 (Mobile Home Parks) Of The Municipal Code Of The City Of
Quincy of 2015. (To set standards and regulations to hold the park owners responsible for
maintaining their parks.)

14b. Second presentation of an Ordinance entitled : An Ordinance Amending The 2025-
2026 Fiscal Year Budget (To increase the General Fund-Fire Department budget for the
purchase of new fire apparatus.)
14c. First presentation of an Ordinance entitled : An Ordinance Granting The Right,
Permission And Authority To Adams Electric Cooperative, An Illinois Corporation, And It’s
successors And Assigns, to Construct, Maintain And Operate A System For The
Transmission, Distribution And Sale Of Electric Energy For Lighting, Heating And Power
Purposes In Those Areas Of The City Of Quincy, County Of Adams, State Of Illinois, Which
Have Been Heretofore Annexed Or Which May Hereafter Be Annexed To Said Municipality Of
Such Annexation Or Has Been Or Shall Be At The Time Of Annexation Furnishing Electric
Energy To The Premises So Annexed, Or Is Entitled To Serve In Such Premises As Allowed
By Law An Any Applicable Service Area Agreement Or Similar Agreement Between Adams
Electric Cooperative And Any Other Electric Supplier Or Municipality.
14d. First presentation of an Ordinance entitled : An Ordinance Amending Chapter 40
(Boards And Commissions) Of The Municipal Code Of The City Of Quincy. (Human Rights
Commission: Increase voting members from 9 to 11, Mayor appointing emeritus members
who will have no vote but may participate in meetings as members and quorum from 5 to 6.)
