PUBLIC COMMENT CONSENT AGENDA ITEMS REMOVED FROM CONSENT AGENDA 8. PETITIONS 8a. Special Event Application from the Quincy Family YMCA for the “46th Annual Turkey Run” Thursday, November 27th consisting of one (1) mile, 5K, and 10K routes beginning and ending at the YMCA, 3101 Maine Street. They request the following street closures from 7:30 a.m. until 10:30 a.m.; Maine Street, 16th to 33rd, Jersey Street, 16th to 20th, East and West Avenue, Aldo Blvd, 22nd to 23rd, Washington Street, 16th to 22nd, Jackson Street, 14th to 22nd, 16th Street, Maine to Jersey, 16th Street, Washington to Jackson, 22nd Street, Grove Ave to Jackson, and 23rd Street, Maine to Aldo Blvd, and the City provide barricades. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. 8b. A petition from Steve Williams for a Special Permit for Planned Development to allow for the outdoor storage of no more than four solar-powered light towers at 1629 South 57th Street and at a contiguous unaddressed 5.88 acre parcel to the immediate south of 1629 South 57th Street be referred to the Quincy Plan Commission, Zoned RU1. 8c. By Fireworks Authority Inc. requesting permission to hold a fireworks display on November 1 7th at Greenmount Cemetery, Quincy IL approximately at 1:00 p.m. The Quincy Fire Department has given their approval. 9. MONTHLY REPORTS The monthly reports of the City Clerk, the City Treasurer, the City Comptroller, the Sign & Paint Department, the Street Cleaning Department and the Forestry Department for the month of October 2025 and the Recycling Division for the month of September 2025. REGULAR MEETING 10. RESOLUTIONS 10. Information Technology Director recommending approval for the purchase of monitors and associated accessories to provide and maintain the City’s computer network, in an amount not to exceed $20,000 from such vendors as SHI International, Staples, and/or Amazon. 11. ORDINANCES 11a. Adoption of an Ordinance entitled: An Ordinance Amending The 2025-2026 Fiscal Year Budget, As Amended (To increase the General Fund-Fire Department budget for the purchase of new fire apparatus. 11b. Second presentation of an Ordinance entitled: An Ordinance Granting The Right, Permission And Authority To Adams Electric Cooperative, An Illinois Corporation, And It’s successors And Assigns, to Construct, Maintain And Operate A System For The Transmission, Distribution And Sale Of Electric Energy For Lighting, Heating And Power Purposes In Those Areas Of The City Of Quincy, County Of Adams, State Of Illinois, Which Have Been Heretofore Annexed Or Which May Hereafter Be Annexed To Said Municipality Of Such Annexation Or Has Been Or Shall Be At The Time Of Annexation Furnishing Electric Energy To The Premises So Annexed, Or Is Entitled To Serve In Such Premises As Allowed By Law An Any Applicable Service Area Agreement Or Similar Agreement Between Adams Electric Cooperative And Any Other Electric Supplier Or Municipality. 11c. Second presentation of an Ordinance entitled: An Ordinance Amending Chapter 40 (Boards And Commissions) Of The Municipal Code Of The City Of Quincy. (Human Rights Commission: Increase voting members from 9 to 11, Mayor appointing emeritus members who will have no vote but may participate in meetings as members and quorum from 5 to 6.) 11d. First presentation of an Ordinance entitled: An Ordinance Amending VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City of Quincy Of 2015. (2- hour parking zone on the north side of Spring street from north 12th street east to north 13th street.) 11e. First presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015.
