8. PETITIONS
8a. By Survival Flight requesting permission to have their helicopter land at John Wood
Community College on December 9th between 4:15 - 4:30 p.m. for the arrival of Santa Claus.
The Tri-Township fire department will be handling securing the landing zone during landing
and takeoff. Ward 5.
8b. A petition from Jason Wollbrink (Bana Land Company) to subdivide an 8.95-acre parcel
located at the northeast intersection of Columbus Road and Arthurs Court (PIN 19-0-0830-
006-00) to allow for the construction of multiple single-family residential dwellings be referred
to the Quincy Plan Commission, Zoned R1A. Outside City Limits, near Ward 3.
9. REPORTS OF THE PLAN COMMISSION
9a. Recommending approval of a Special Permit for Planned Development to construct a
three-story, 50-unit senior living facility at a property without an address located along Maine
Street adjacent to 101 South 48th Street. In addition, the Department of Planning &
Development requests the petitioner be given two years from the approval of the Special
Permit for Planned Development to begin construction. Ward 3
9b. Recommending approval of a Special Permit for Planned Development to allow for the
operation of a landscaping business at 2126 South 12th Street with the following conditions:
(1) A six-foot privacy fence should be constructed along the west edge of the property as a
residential shield. (2) The driveway and parking area on the north edge of the property should
be hard surface. (3) The area immediately in front of the outbuilding on the southern edge of
the property should be hard surface. (4) Parking would not be allowed in the area south of one
of the outbuildings. Ward 6
10. RESOLUTIONS
10a. The Fire Chief, the Joint Fire and Police Aldermanic Committee, and the Finance
Committee recommending approval to enter into a contract with Banner Fire Equipment for
the purchase of (1) one 2026 E-One 78’ Select Series Cyclone fire apparatus for
$1,516,184.00. A discount of $75,809.20 will be received if the invoice is paid in full upon
signing the contract.

11. ORDINANCES
11a. Adoption of an Ordinance entitled: An Ordinance Granting The Right, Permission And
Authority To Adams Electric Cooperative, An Illinois Corporation, And It’s successors And

Assigns, to Construct, Maintain And Operate A System For The Transmission, Distribution
And Sale Of Electric Energy For Lighting, Heating And Power Purposes In Those Areas Of
The City Of Quincy, County Of Adams, State Of Illinois, Which Have Been Heretofore
Annexed Or Which May Hereafter Be Annexed To Said Municipality Of Such Annexation Or
Has Been Or Shall Be At The Time Of Annexation Furnishing Electric Energy To The
Premises So Annexed, Or Is Entitled To Serve In Such Premises As Allowed By Law An Any
Applicable Service Area Agreement Or Similar Agreement Between Adams Electric
Cooperative And Any Other Electric Supplier Or Municipality.
11b. Adoption of an Ordinance entitled: An Ordinance Amending Chapter 40 (Boards And
Commissions) Of The Municipal Code Of The City Of Quincy. (Human Rights Commission:
Increase voting members from 9 to 11, Mayor appointing emeritus members who will have no
vote but may participate in meetings as members and quorum from 5 to 6.)
11c. Second presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic
Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of
2015. (Add 30-minute parking zone on north 18th street from Oak St to alley.) Ward 2
11d. First presentation of an Ordinance entitled: Ordinance Authorizing Lease To American
Tower Corporation. (Cell tower, 2018 Jennifer Lane) Ward 3
